To block or not to block – European child porno law in question

The EU Commission has proposed a new Directive on combating sexual abuse, sexual exploitation of children and child pornography. The updated piece of legislation proposes to block access to child pornography websites. After months of negotiation, the Council, Parliament and Commission have agreed on a compromised text which generates more confusion and has been lambasted as meaningless. The compromised text is a result of powerful lobbying by Hollywood porno industry, Internet Service Providers and civil libertarians. The compromised text brings to highlight the tension between freedom of speech and protection of children.     

淫秽的宪法分析——性表达自由的视角

在一定意义上,淫秽体现的是一种自然的、本源的权利和自由,从宪法的角度来看,它既是表达自由的一种,同时也是作为人权的性权利必不可少的内涵之一,其实质就是宪法所应保护的性表达自由。性表达自由并不仅仅是性的权利,而是人的权利,将性表达自由作为一种人权予以法律保护不仅对个人和社会都有着积极的意义,而且具有无可替代的宪法价值。     

当前我国青少年性道德教育析论

随着时代的发展,社会日趋多元化。个性解放与思想自由等观念冲击传统道德底线,对青少年影响至深,并逐渐形成群体认同。性道德失范、社会公共观念变异,导致青少年性道德问题日益凸显。当前,对青少年进行性道德教育是青少年身心健康成长的保障,也是构建和谐社会的需要,是有待广大青少年工作者破解的一个时代命题。     

社会工作在老龄服务中的功能定位及介入策略

面对汹涌而至的"银发"浪潮,促进社会工作在老龄服务中的介入,不仅有利于提升老龄服务的质量,还有利于缓解与解决我国老龄化过程中的各种矛盾与问题。社会工作在老龄服务中的功能主要体现在:社会工作专业伦理价值为老龄服务提供了正确的价值导向;社会工作的理论与方法为老龄服务提供了科学的方法指导;社会工作的专业教育为老龄服务提供人才保障。促进社会工作介入到老龄服务体系,一是加强价值教育,更新老龄服务理念;二是创新服务模式,丰富老龄服务内涵;三是加强服务队伍建设,提升老龄服务水平。     

Developmental validation of the SPERM HY-LITER™ kit for the identification of human spermatozoa in forensic samples

Abstract: With sexual assault evidence, the visualization of spermatozoa confirms that ejaculation has occurred. However, microscopic examination of spermatozoa is a laborious process and can sometimes result in sperm cells being overlooked. Here, we present the developmental validation of the SPERM HY‐LITER? kit, which contains a human sperm–specific mouse monoclonal antibody coupled to a fluorescent Alexa 488 dye. The kit was tested using samples of human semen, saliva, blood, and urine, various animal semen extracts, sexual lubricants, and a commercially available spermicidal film. Postcoital vaginal swabs, degraded semen samples, and samples prepared with sample fixation techniques that deviated from the kit‐provided protocol were also tested. In each case, the SPERM HY‐LITER? kit was demonstrated to bind only to human sperm cell heads. Limitations to this fluorescent staining procedure include nonspecific staining and increased background fluorescence with extreme heat fixation in some samples.

Measurements of the Foramen Magnum and Mandible in Relation to Sex Using CBCT

The purpose of this study was to evaluate pre‐existing CBCT images of a large sample of adult females and males to provide data on foramen magnum and mandibular measures of sexual dimorphism for use as a reference sample in cases of establishing identity in unknown fragmentary skulls. The study group consisted of 161 adult patients. 3D images of the patients were assessed retrospectively. FM measurements were obtained from reformatted axial sections. Six mandibular measurements were taken. According to the results, the study identified four mandibular measurements as final predictors of sex which are as follows: the gonial angle (G‐angle) and ramus length (Ramus‐L), gonion–gnathion length (G–G‐L) and bigonial breadth (BG‐Br). It was found that the cross‐validated grouped overall predictive accuracy was 83.2% for FM and mandible measurements. It could correctly identify males in 77.3% and females in 87.4% of the cases. To assess sexual dimorphism, the gonial angle and ramus, gonion–gnathion lengths, and bigonial breadth of the mandible and sagittal diameter of the FM may be used on CBCT images.     

试论服务型政府绩效评估的价值取向

将政府绩效评估作为政府管理的工具和手段是为了对政府组织的运作情况作出客观评价,然而,绩效评估往往会受到其所处的社会生态环境的影响.构建服务型政府这一战略目标的提出,为政府绩效评估理念提供了价值指引.基于当前的现实环境,本文分析了服务型政府绩效评估价值取向的理论基础和现实依据,对服务型政府绩效评估所应秉持的价值理念以及其在评估体系中的具体应用进行了阐释,在此基础上提出了相关建议.     

Preliminary evaluation of the use of pharmacological treatment with convicted sexual offenders experiencing high levels of sexual preoccupation,hypersexuality and/or sexual compulsivity

The current study presents the preliminary evaluation of the impact of pharmacological treatment (Selective Serotonin Reuptake Inhibitors and anti-androgens) on hypersexuality, sexual preoccupation and sexual compulsivity. The participant pool comprised 64 convicted UK sexual offenders who had been voluntarily referred for pharmacological treatment to reduce their hypersexual arousal, 51 of whom agreed to take the medication (with a further five individuals on hold or under assessment at the time of data extraction). The preliminary findings were very encouraging; analysis on measures assessing sexual preoccupation, hypersexuality and sexual compulsivity indicated a significant reduction between pre- and post-medication, across both types of medication. Limitations of the current research are discussed.

目前,我国治安学专业课程体系虽已基本形成,但课程体系既缺乏理论指导又缺乏学科专业的依托,而且设计缺乏整体性,内容也缺乏理论性。因此,治安学专业课程体系构建与改革必须坚持注重学生的发展、注重治安工作的需求和注重课程的整体优化的基本价值取向,遵循高层谋划、顶层设计,注重研究、理论引领,科学规划、合理设计,广泛参与、科学论证的路径,努力探索课程体系构建的基本规律,创造性的开展工作,积极构建科学合理的治安学专业课程体系。
