Testimonies in Light: Nan Goldin: Devil's Playground

Nan Goldin: Devil's Playground, recently shown at the Whitechapel Art Gallery in London, represents the first retrospective in the United Kingdom for this American photographer who has lived, and photographed, internationally. Renowned for her photographs of the intimate lives of her friends-herself and the queer and drugs/bohemian communities-Goldin has taken a startling aesthetic/pictorial turn in her new photography. Prosser evaluates Goldin's career and the changes in it, and considers where her photography leaves the documentary tradition from which she arose. Charting in particular a trajectory towards light in her oeuvre, and working with the notion of testimony rather than documentary, Prosser suggests that Goldin has moved from an empathetic but critical representation of gender roles to a spiritual, accepting and visionary perspective on life and loss. His readings of photographs are focused on those from the exhibition and the curating of the exhibition is considered.     

Pulses from the multitude: virtuosity and black feminist discourse

Using a dialogic format this conversation between two authors uses political theorist Paolo Virno's conception of the “multitude” to examine and compare two different arenas of black feminist protest that took place on social media in the latter half of 2013. As a performative article, it offers historical and theoretical background to the terms “multitude,” “public intellect,” and “virtuosic labor” in racialized capitalist formations, situating them to provide an alternative to the power of the State – an alternative that unlike the State does not claim to confer rights. The article looks at the Facebook response to a call from the Crunk Feminist Collective to white feminists to speak out on the verdict exonerating Trayvon Martin’s killer and offer counter images to those that describe Martin's killing as justified. It then looks at the public dialogue around the applicability of the term “feminism” to Beyoncé's self-titled “visual album.” Through aesthetic inquiry, the authors look at the form these examples of protest take to situate and propose the active viewing of these aesthetic forms by others on social media, as well as by the authors of this article, as a kind of virtuosic labor. The article concludes with a series of poems created using the “cut-up” technique designed to transmit feeling through subjective action and a task manifesto for white feminists to use as a guide.     

Choctaw Tales: An Interview with LeAnne Howe

LeAnne Howe, a citizen of the Choctaw Nation of Oklahoma and the Eidson Distinguished Professor of American Literature in the Franklin College of Arts and Sciences at the University of Georgia, writes poetry, fiction, screenplays, plays, creative non-fiction and critical essays. Her work is primarily concerned with the experiences and the perspectives of American Indian people and communities. Howe’s latest book, Choctalking on Other Realities (2013), which she describes as ‘three parts memoir, one part tragedy, one part absurdist fiction, and one part “marvellous realism”’, received the inaugural Modern Language Association Prize for Studies in Native American Literatures, Cultures and Languages in 2014. Along with being the recipient of a United States Artists Ford Fellowship and a Lifetime Achievement Award from the Native Writers’ Circle of the Americas, Howe also received the 2015 Western Literature Association Distinguished Achievement Award. Howe’s writing could easily be described as enlivening, eclectic and often hectic, and, more often than not, she brings together a plethora of stories concerning the historical and contemporary experiences of the Choctaw Nation. Various geographical, spiritual, familial and narratological spaces are revealed or plotted during the course of Howe’s narratives, and, as a consequence, images that relate to the act of mapping, the basis of storytelling, and the subject of community and place become recurring motifs throughout her writing. Concerned with the ways in which Choctaw lifeways have been mapped out across time, Howe appears to be especially interested in the representation of travel, exchange, contact and consumption not only in the pre-contact and post-contact United States, but also within the global village.     

Understanding the nature of change: how institutional perspectives can inform contemporary studies of development cooperation

This article argues that core lines of sociological institutionalist thought provide a set of valuable conceptual and theoretical vocabularies for exploring and explaining contemporary concerns of development cooperation. It identifies four broad categories of issues of central attention in the current study of development cooperation, and couples these with four avenues of sociological institutional research that may provide us with theoretical and conceptual frameworks for further empirically exploring and theoretically extrapolating these. Increasing attention to these theoretical concerns not only helps us progress the study of development cooperation, it may also allow us to inform contemporary institutional thinking.     

The ghost of essentialism and the trap of binarism: six theses on the Soviet empire

This article endeavors to open a new critical space for Soviet studies and for nationalities studies more generally. Through analyses of recent trends in Soviet studies, the article dismantles the frequently used opposition between subjective and objective approaches to Soviet empire and suggests instead that truths and categories, whether considered “subjective” or “objective,” are constructed discursively, through legitimizing certain interpretive models over the others. The article also argues against disciplinary avoidance of “what is” questions (e.g. “what is a nation?”) and claims that an excessive concern for (re)producing essentialism should not hinder scholarly inquiry. Several new lines of inquiry for the study of the Soviet empire are suggested and also applicable in nationalities studies more generally: research on the role of symbolic violence in manufacturing consent and research concerning the role of affect in producing linkages between the performative life of a singular human being and the pedagogical discourse of a nation or empire. The article also offers an analysis of the Soviet Union as an empire in becoming and it advocates for postcolonial approaches within Soviet studies. The practical dimensions of Soviet rule are exemplified with data from the Baltic borderlands in the postwar years.     

Catherine Breillat's Romance and Anatomy of Hell: Subjectivity and the Gendering of Sexuality

French filmmaker Catherine Breillat has consistently challenged viewers to consider the ways women negotiate sexual freedom in light of numerous forces of repression. This essay considers how Breillat's depiction of women's sexuality in Romance and Anatomy of Hell simultaneously evokes abjection and empowerment. Specifically, we consider Breillat's contrast between her female protagonists and male protagonists, her treatment of women and their bodies as infused with desire yet struggling towards sexual subjectivity, and the avenues available to women to define themselves outside of hegemonic masculinity. We argue that Breillat's provocative portrayals provoke consideration of the problems inherent in hegemonic female sexuality while also offering hopeful alternatives to sexual expression, sexual freedom, and changing definitions of power and pleasure.     

The Limits and Opportunities of Networks: Municipalities and Canadian Climate Change Policy

Research on climate change policy and politics has become increasingly focused on the actions and influence of subnational governments. In North America, this attention has been particularly focused on why subnational governments have taken action in the absence of national leadership, what effect action might have on future national climate policy, and whether the collective action of networks of municipal governments are reshaping and challenging the character of national and global climate governance. This paper examines Canadian municipal climate in light of the absence of a comprehensive and effective climate national strategy. The paper considers various reasons why local governments in Canada have not been central players in national plans, and why their actions have not been more influential nationally. The paper argues that the potential influence of Canadian municipalities on national climate policy is weak, given the loose nature of the network and the long-held structural view that municipalities are not significant units of political analysis in national political and policy debates. The paper concludes by considering the constraints and opportunities of subnational climate networks and municipal network analysis.     

Criminalising Academia: The Protection of State Information Bill and Academic Freedom

This article assesses the implications of the controversial Protection of State Information Bill for academic freedom in South Africa, specifically for communications, media and journalism studies. The Bill requires the security cluster to classify sensitive documents on national security grounds. Academic teaching and research can help citizens to understand whether the security cluster is acting in the universal interest, rather than the interest of a political elite; it can also be used to assess media performance in reporting on national security matters. Using a critical approach to the concept of national security, I argue that the Bill favours secrecy over openness, and South Africa’s embrace of the human security definition of national security has contributed to the problem. This overemphasis on secrecy is likely to reduce the few spaces that exist in academia for critical, emancipatory work on security issues, which could hobble the sector’s attempts to understand the deeper processes at work in the security cluster. If such enquiry is marginalised, then the higher education system risks becoming an instrument for continuity rather than change in South Africa’s existing, highly unequal power relations: relations that are being maintained increasingly by force.     

Perceptions of the Regulated Community in Environmental Policy: The View from Below

Discussions in environmental policy often focus on the highest levels of decision making and action while paying scant attention to those individuals on the front lines. Among those frequently overlooked are the individuals at regulated facilities who interact with government regulators on a frequent basis. Interviews with nearly two dozen facility personnel in Virginia yield findings that challenge common perceptions of the relationships between facility personnel and inspectors. In particular, 86 percent of facility personnel, representing a range of regulated facilities from prisons to landfills to dry cleaners, said their interactions with inspectors were positive. Approximately 70 percent of them said that they trust inspectors and provided evidence of trust in their stories. The ramifications of these findings for environmental policy could be potentially significant because facility personnel are presumed to be adversarial, if not outright hostile, and this assumption impacts the design and implementation of environmental regulations.     

Double Lives, Double Narratives: Tracing the Story of the Family in Rousseau, the Swiss Civil Code and the Fathers’ Rights Debates

A recent parliamentary postulate in Switzerland calling for joint custody as the legal norm argues that fathers are discriminated against in Swiss divorce law. This postulate has incited a debate which circles around issues of equality, the role of fathers and mothers, and the good of the child. Our article, uniting approaches from literature, cultural studies, and science and technology studies, examines the arguments sparked by the debate with a view to different takes on gender and family. In doing so, it traces the roots of contemporary Swiss family law in the Rousseauian narrative of family life in Emile ou de l’education; it explores the manner in which scientific knowledge is marshaled to lend political legitimacy to current debate; and it asks finally how narrative bridges the gap between public discourse and lived experience.
