Members of Congress frequently collaborate on policy initiatives, reaching out to colleagues in both parties to find common ground on solutions for the problems faced by their constituents. Using a novel dataset of over 30,000 “Dear Colleague” letters sent by members of the 111th Congress, I use the collaborative relationships that exist in the earliest stages of the policy process to measure the social influence of legislators. I demonstrate that districts represented by members of Congress who are better connected to their colleagues receive a greater share of federal grant money. I argue that this is because collaborative legislators are well‐positioned to be influential allies to strategic bureaucrats who want to maintain a broad base of support for their programs in Congress. Thus, devoting resources to building relationships with their colleagues is one way members of Congress can more effectively support the communities they represent. 相似文献

社会保障权责配置有政府与市场和政府间之横纵两个层级。滞后的社会保障法制导致权责横纵配置的失衡-政府与市场之间配置的偏倚,政府之间配置的粗疏,这严重制约该制度功效的彰显。横向配置矫正的关键在于寻求政府责任的确定性与实现方式的多样性之间的平衡,并在发挥政府基础性作用时,倡导个人责任的回归、市场机制的引进及民间力量的渗透。纵向关系的细化要求以宪法层面原则性规定与法律层面具体性条款相结合的方式进一步规范各级政府的事权及其支出责任;从责任分担上做出更具操作性的制度安排,完善政府间社会保障支出责任分担法律机制。 相似文献

Home has always been significant in the lives of Bedouin women. At times it has been considered a ‘private kingdom’ – an intimate space, a jurisdiction, a sphere of influence and a space of creativity and well-being. In other periods it has been perceived as a ‘private jail’ – suffocating and limiting. The Bedouin communities in southern Israel, which are part of the country’s Arab-Palestinian population, are undergoing major changes – cultural and social, as well as in the form of settlement – imposed largely by the state. The external form of the Bedouin home has changed too, from a tent to a cement-block house, from an open structure to a closed one, from being part of the open space of the desert to being a limited space in a neighbourhood. To understand the changing meaning of home for Bedouin women during this transition, I conducted a narrative study with 30 women who live today in permanent settlements, but who represent three generations that correspond to three periods of settlement and three housing types. Sport's transformative potential is known to support marginalised children, to deal with traumatic experiences and instil positive values; yet hosting mega sporting events (MSEs) can have negative impacts. Drawing on participatory research with favela‐based children during the 2014 World Cup in Brazil, this article argues that MSEs bring a macro‐securitisation of urban life, which causes considerable harm. This paper also suggests that the inclusion of children's voices in advocacy debates can challenge top‐down securitisation and might allow MSEs to foster further positive social transformation. Therefore, juxtaposed with causing harm, macro‐securitisations can open opportunities for children to take action and have their voices heard. 相似文献

This article analyses Salud y Sanidad (Health and Sanitation), a government journal edited in 1930s Colombia. It examines the state's model of public health, which proposed education and prevention as strategies to guarantee the success of its programmes. It argues that despite the journal's more progressive approaches, editors and contributors reproduced stereotypes about Colombia's rural inhabitants that contradicted state rhetoric and showed the limits of public health models that do not address the underlying social inequities that drive the propagation of poverty and disease in rural areas, and that ultimately continued to blame victims for their illness and misfortune 相似文献
