特警冲房战术

特警冲房战术涵盖了各种小组战术技巧,反映了特警队的综合表现。特警队在捣破匪穴或拯救人质时,“冲房”突击行动往往是不可或缺的战斗环节。实施冲房战术需要考虑的是:冲房计划的制定、冲房前的演练、出发前的简报会、攻坚队的组成、破门、冲房前的准备、冲房行动、概略搜查、对人质的处理等诸多问题。文章对冲房战术的各环节进行了简单介绍。     

警务技能战术训练中模拟实战训练之我见

贴近实战的训练已成为新形势下警务技能战术训练的重要理念和训练方法。目前世界各国警察警务战术的教学理论与实践都向模拟实战训练方向发展,在我国,新时期公安机关历史使命的需要以及我们目前警务技能战术训练中脱离实战需要的教学方法和内容,严重地阻碍了警务技能战术教学质量的提高等等因素,决定了警务技能战术训练中必须进行模拟实战训练的策略。具体策略从提高民警实战能力、制定与实战同步的训练、按照各警种的岗位职责进行训练、与本地实际相应的模拟实战训练模式、综合实战演练等五个方面入手。为了使训练策略得以更好地实施,还应从提高教学手段、教师素质、学科研究以及加大资金力度方面进行培养和扶持。     

Armies of God,Armies of Men: A Global Comparison of Secular and Religious Terror Organizations

This article compares the violent activity of secular and religious terror organizations. Utilizing data compiled by the Global Terrorism Database cross-referenced with secondary and primary sources regarding the degree of religious components embedded in organizations’ ideologies, it tests the violent patterns of activity carried out by organizations guided by predominantly secular, secular/religious, and religious ideologies, between the years 1970 and 2012. The findings confirm that a) religious ideology correlates with specific, more deadly, attack tactics and violent patterns; and b) the degree of religious components within terror organizational ideology should be tested along a spectrum: the more religious an organization is, the more attacks it tends to carry out, and the deadlier its attacks become.     

中国经济转轨渐进式制度改革成功的策略

转型经济研究已经成为当前经济学理论发展最重要的前沿领域之一。对于经济体制转型的两种不同方式,特别是中国的改革做出理论上严谨规范的科学解释,无疑是经济学理论中最具突破性的研究课题之一。中国经济转轨道路可以概括为政治稳定条件下的渐进式改革,推动其成功的策略包括改革方式的合法性、改革安排的时序性、改革权限的主导性、改革利益的调控性四个方面。中国在前三个方面都采取了正确的策略并且已经取得成功,但是第四个方面的风险正在积聚和加大。     

Demanding Their Rights? Collective Identity and the Tactics of Older Persons’ Organisations at the UN

ABSTRACT

Recent scholarship in International Relations focuses on the tactics of international non-government organisations and transnational advocacy networks, with scholars mostly explaining the diverse and dynamic tactics of organisations working on similar issues. Based on multiple qualitative data sources, this article explores why the members of a transnational advocacy network, comprising organisations of, and representing, older persons, that are calling for a UN Convention on the Rights of Older Persons adopt tactics that are static, uniform and surprisingly softly-softly, despite their modest gains since the issue was put on the UN’s agenda nine years ago. The article demonstrates many of the existing explanations for tactical choices, but it extends what we know by importing the concept of collective identity from social movement studies. It argues that the older persons’ network has a weak collective identity that is conservative in nature, which influences the tactics deployed at the UN.

Making the Most of the First‐Offer Advantage: Pre‐Offer Conversation and Negotiation Outcomes

Why do some negotiators benefit from making the first offer during negotiations while others do not? This study explores the contents of conversations that take place before negotiators make their first offers in order to learn more about the differences between ultimately successful first offers that benefit from anchoring effects and ultimately unsuccessful ones in which negotiators apparently derive no benefit from making the first offer. In‐depth qualitative analyses of the conversations that role players engaged in prior to their first offers were conducted in simulated negotiation exercises. Their analysis identified five different conversational tactics that negotiators employed in one‐on‐one negotiations to gain power in the negotiation, or what they call here “power conversation tactics.” Their findings suggest that the negotiation outcome (i.e., net value) was related to how the negotiators employed and combined these tactics during the pre‐offer conversation. Based on these findings, they conceptualized four types of power‐gaining/power‐losing pre‐offer conversation scenarios and explored the link between negotiation outcomes and each of these types of pre‐offer conversations. This study further develops the literature on power dynamics and conversations in negotiations as well as the literature on the anchoring effect of a first offer.

After offering a brief synopsis of the film, the essay argues that Born in Flames serves as both a document of feminist, anti-racist social movements and as inspiration for modeling future political work. The essay then briefly introduces the pieces that comprise the dossier.     

论警察战术心理战的谋略基础

警察战术心理战,是指在战术范畴内指导和进行警察执法活动中运用有效的攻心方法和指挥艺术,以达到积极影响执法对象心理活动过程的作战方式。作为一种攻击犯罪分子或犯罪嫌疑人的作战方式,其谋略的支持形式是多种多样、丰富多彩的。公安机关及其人民警察在临战处置选择运用战术心理战的谋略思考过程中,必须坚持一切从实战需要的角度出发,坚持合理性原则、趋利性原则和适度性原则,实施正确、有效的警察战术心理战谋划,从精神上、心理上影响犯罪分子或犯罪嫌疑人,使之按警方意图行事,从而取得预期的战术心理战效果。     

刑法规制高利转贷行为的合理性分析 ——以高利转贷银行贷款行为为对象

高利转贷罪作为一种侵害信贷秩序的犯罪,根据当前银行贷款业和民间借贷的发展现状仍有适用的空间和必要性,提倡废止该罪在可行性和必要性上均缺乏充足理由和实证素材支撑。通过分析2012 年至2018 年的高利转贷罪刑事判决书可以发现,司法实践中对高利转贷犯罪的打击既体现出此类犯罪作案难度低、非法盈利空间大等特点,也反映出刑事司法还未完全适应社会控制此类犯罪的需求,银行贷款业的行政监管和刑事司法衔接还存在一定缝隙。现阶段应严格限制银行贷款对不合法高利贷资金的供给,严厉打击套取银行政策性贷款的行为,同时完善刑法与金融法的衔接。
