The international community typically responds to refugee situationsby establishing ‘care and maintenance’ programmesspecifically for refugees. Limited resources may also be directedto hosting communities, but donors often channel the bulk offunding through UNHCR and its implementing partner NGOs, whoin turn create service delivery structures that are operatedin parallel to local structures. Although there may be causefor this approach in a short-term emergency phase, particularlyif the host country systems are very weak, this eventually becomesfinancially problematic if refugees continue to live in exilefor years at a time. In the short term, it can also engenderan inequitable and inefficient use of scarce resources. Thispaper traces the evolution and impact of implementing refugeehealth services in parallel to local systems using observationsfrom Uganda, and offers Quality Design as a model for planningthe local integration of services.  相似文献

The literature defining advocacy for battered women is almost nonexistent and there is no systematic research on its parameters. This article reports the results of a national survey of 379 advocacy services in the United States. Findings on organizational context, definitions of advocacy, client issues and concerns, advocate activities, and advocate interactions with other social systems are presented. Possible explanations of an apparent emphasis on individual over system change are discussed.  相似文献

Abstract

Spanning the three jurisdictions of Western Australia, South Australia and the Northern Territory, the central Australian cross-border region is sparsely populated, with an estimated 7000 people living in some 26 communities. In 2009 a new initiative was introduced to the region – the Cross-border Justice Scheme. Its creation was driven primarily by a need to deliver a more people-centred system. The new arrangements were designed to promote high quality trans-jurisdictional practice by all key criminal justice institutions, namely police, prosecutions, courts and corrections, but especially police. This paper looks at the impetus of the Scheme from its political roots. It describes its implementation, and the evaluative process completed in 2013. Finally, it takes readers through the pivotal role played by police services, both in changing the environment in which the Scheme operated and in contributing to some positive but limited changes in cross-jurisdictional co-operation  相似文献

The most serious maltreatment cases are referred to Juvenile Dependency Court. Eighty-eight court records were coded for factors related to maltreatment recidivism, including prior involvement histories, differential response, and placement changes. Seventy-two percent of caregivers had previous involvement, which correlated with family size and number of presenting concerns. When caregivers were offered voluntary services previously, 15% were completed. Children of substance-abusing caregivers were more likely to have prior involvement with the system. On average, children experienced four placement changes. Almost half of children reunified with caregivers had to be removed by the court. Recommendations and future directions are discussed.  相似文献

基于中国式现代化背景下的两次财政体制改革都不利于农村公共服务的均等化,财税体制改革也对乡镇政权性质产生了一定影响。由于财富分配中的结构性失衡、资金使用效率低下,公共品供给领域的误区等体制性问题的存在,导致农村主要公共品供给严重不足。农村公共品供给体制改革必须从调整乡村治理结构、提高中央政府与地方政府的作用与功能以及提高农民主体地位与参与程度等方面着手。  相似文献

Background. The Dynamic Risk Assessment and Management System (DRAMS) was created to measure dynamic risk in individuals with intellectual disabilities (ID). Steptoe, Lindsay, Murphy, and Young, (2008) examined the construct validity, reliability and predictive validity of the dynamic risk assessment and management system (DRAMS) in offenders with intellectual disability and found that the total DRAMS score and sections on mood, antisocial behaviour and intolerance/agreeableness predicted incidents with a medium effect size for offenders with ID residing in high secure settings.  相似文献

This paper looks at EU banks' use of public cloud computing services. It is based primarily on anonymised interviews with banks, cloud providers, advisers, and financial services regulators. The findings are presented in three parts. Part 1 explores the extent to which banks operating in the EU, including global banks, use public cloud computing services. It describes how banks are using cloud computing and the key drivers for doing so (such as time to market), as well as real and perceived barriers (such as misconceptions about cloud and financial services regulation), including cultural and technical/commercial aspects. It summarises how banks have approached the cloud and how cloud providers have approached the banking sector.Part 2 of this paper will cover the main legal and regulatory issues that may affect banks' use of cloud services, including how the regulation of outsourcing applies to banks' use of cloud services. This paper provides an overview of judicial decisions on lawsuits against regulatory penalties imposed on nonprofessional taxi drivers and ride-hailing platform operators in China and the European Union (especially Germany). Despite strikingly different facts in these cases, courts in both China and the EU are frequently called upon to rule on similar legal issues, including the applicability of old regulatory rules to new forms of transport services, the regulatory bar for the operation of emerging transport models, and the proper intensity of competition in taxi markets. The comparison of such cases suggests that for deciding the regulatory schemes of the innovative economy of transport services, the judicial system is not better suited than the regulatory system, especially the regulatory authority of the central government. Moreover, an experimental regulatory approach with minimum standards is arguably a feasible option that can fit with the emerging nature of innovative businesses.  相似文献

Too many youth and young adults find themselves on the streets, couch‐surfing with friends, in emergency shelters or worse, after exiting the child welfare and juvenile justice systems. In some circumstances, youth have had court hearings until their exit from the legal system, but those hearings have not focused on long‐range plans of youth and emergencies youth may encounter. In other circumstances, there has been little or no planning prior to discharge, especially for young people who leave the juvenile justice system. Courts can and should prevent, alleviate or end youth homelessness for youth who appear before them through strategies that are enumerated in the recently‐passed NCJFCJ resolution. This article expounds on three of these strategies – coordinating transition and re‐entry plans, insisting on effective legal representation of youth, and utilizing sound judicial leadership. It also describes the concurrent efforts of the Coalition for Juvenile Justice and the American Bar Association's Homeless Youth Legal Network to remove legal barriers and improve outcomes for youth and young adults experiencing homelessness.  相似文献
