This article explores the role of Children's Contact Services (CCSs) in protecting children's right to express, and have heard, their wishes in contact disputes. The findings presented are drawn from the Australian Children's Contact Services Project and were based on 142 interviews with representatives from the government, the courts and legal profession who refer families to CCSs, service staff, as well as the parents and children who use the services. An analysis of client data from 396 families who had used one of six contact services in Victoria and Queensland during the month of August 2003 was also conducted. The findings suggested that CCSs successfully engaged children in a “dynamic self‐deterministic” process where children were able to explore their own wishes in relation to contact visits over time as their relationship goals changed. John Eekelaar described this process as being central to making decisions that are in children's best interests.  相似文献

The contribution of the social services has been reappraised. The importance of the 'private' behaviour of individuals and families that has social consequences is being increasingly realised. Tippins and Wittmann provide a cogent argument for custody evaluators not to make recommendations to the court. From their forensic and scientific perspectives, they have identified some important issues, which will certainly stimulate interesting discussion among custody evaluators. In response to their article, it is my view that public sector custody evaluations offer a philosophical and procedural alternative to forensic evaluations. This article proposes that recommendations should be viewed as part of the process of evaluations rather than the outcome. Based on a qualitative and interpretive model, recommendations are judged based on their applicability, transferability, and transparency. Recommendations viewed in qualitative terms provide parents with opportunities to step out of litigation and provide guidance for parents' ongoing roles postseparation.  相似文献

Integrated care can introduce seamless coordinated pathways that are focused around the individual needs of patients, helping to prevent missed opportunities for intervention. Within offender healthcare, sequential funnelling through designated areas where screening can take place, along with co-location of services, lends itself to integrated working, at least in theory. However, within the offender healthcare pathway, service fragmentation and autonomous, disconnected (often referred to as siloed) working, has historically been the norm. If commissioned and designed to ensure and incentivise connections between services, whilst developing high quality service-focused research activities, pathways could enable clinical and social interventions, and outcomes, on a public health scale for these highly morbid populations. As such, offender healthcare offers a real opportunity to model integration for wider introduction across other health and social care areas. Discussed within is the call for integration, its concept, and its role within offender healthcare.  相似文献

The article analyzes the spatial location behavior of economic activity that is knowledge based, by decomposing the Knowledge-based Economy Index developed by the OECD (1999) and elaborated by Cooke and Schwartz (2003) into major components that represent groups with different characteristics. The spatial behavior is analyzed in Israel in the years 1995–2002. We find that business services and high tech services tend to concentrate in metropolitan areas. Business services are found in the main city and high tech services in the satellite urban ring, with the outer-cities becoming stronger over time. Public services supporting the knowledge-based economy are concentrated in the center of the country, though not necessarily in the principal city, and they can represent an important tool in regional policy. The high tech manufacturing is concentrated around the big cities, mainly around the main metropolis. The other knowledge-based manufacturing activities tend to leave for the periphery.  相似文献
