How can Public Professional Services be Restored in a Weak State? Options for Animal Health in Congo's South Kivu

How does one deal with a shortcoming in a public service when even a state “pocket of effectiveness” is unlikely to fill it directly? In the Belgian colonial era, South Kivu Province in eastern Democratic Republic of Congo had a vibrant animal production system, which then was shattered by successive wars. The regeneration of Kivu's livestock industry is greatly constrained by the unreliability of the province's state and private animal health services, which have become commercialized and are unable to overcome the asymmetric information problem inherent to the professions and provide the trustworthy effectiveness farmers need to use them effectively. The Congolese state is unlikely to be able to fill this gap itself. Nonetheless, it can be an architect of solutions to the problem. We were able to identify in the local institutional repertoire at least four possible ways policy‐makers could use non‐governmental organizations to provide missing trustworthiness to the market. This conclusion is hopeful for places with development potential that have weak states and imperfect markets. © 2017 International Livestock Research Institute. Within the umbrella of equal recognition, several principles of linguistic justice can be distinguished. A first, the per-capita principle, mandates prorating language recognition based on a per-capita distribution. A second, the equal-services principle, prescribes upholding the official languages as the languages in which the state speaks and in which public services are provided, irrespective of changing numbers of speakers. Alan Patten defends the prorated per-capita principle. I argue for the equal-services principle, which practically will often amount to a form of linguistic maximin: the more vulnerable the language, the more numerous the resources. 相似文献

SUMMARY The family has always enjoyed an elevated status in Ireland, yet it was not until the mid-1990s that family-based intervention work really found expression in a new division of child and youth care: community child care-workers. This paper introduces readers to an area of child and youth care work in Ireland devoted to an ecological understanding of the child “at risk” and working with the child and the child's family outside of a residential or institutional setting. The paper includes a brief interview with a community child care-worker, observations from a master's student in social care who has also worked in community child care, and concludes by reviewing 12 key areas community child care-workers must address if their status is to be secured in the Irish child and 相似文献

The literature on child welfare caseworkers’ accountability practices is fairly scant. This article observes and unravels accountability in child welfare practices using interview data. Findings show that child welfare caseworkers (frontline workers) face multiple and conflicting goals and mandates imposed upon them by their organizations, systemic rules, procedures, their clients, and their own professional norms. There were conflicts among accountability sources and caseworkers manage accountability with multiple strategies. Most of the interviewees showed that they acknowledged the significance of accountability management. The implications of these findings are discussed. 相似文献

The question of care and what it means both conceptually and practically in the designated arena of child and youth care is a vexing one in the 21st century. Without a doubt, there are increasing numbers of young people who are either demonstrably in need of care or perceive themselves to be either lacking adequate care or simply existing outside those social spaces where care is available. Perhapsthere is no better exemplar of the contested set of relations that is contemporary childhood than those young people traversing national borders. Some of these young people travel with family members, but an ever-increasing number travel unaccompanied by parents or any other form of adult relation. Of these, a group particularly at risk are those without legal documentation. We would argue that this group of young people is urgently in need of our attention as child and youth care workers and scholars. 相似文献

ABSTRACTThis research focuses on parents’ participation in their children’s education via self-organizing through non-profit organizations (NPOs). The aim of this article is to uncover the factors which have an impact on Russian parenting organizations participating in collective coproduction in schooling. Quantitative analysis revealed three groups of explanatory variables: a) the “economic” variables, namely GRP per capita and poverty rate; b) a “high status” of a school; and c) variables capturing the “federal district effect” on the probability of collective coproduction. Results of the quantitative analysis highlight the significant discrepancies in regional conditions for emerging NPOs in coproduction in schooling. 相似文献

Widespread enthusiasm amongst Australian policy elites for structural reform in local government has evaporated as disappointing outcomes of council amalgamation programs became evident. As a consequence, emphasis has now shifted towards shared serviced models as a means of enhancing service provision and reducing costs. However, a disturbing feature of the current debate on shared services has been the absence of a well-articulated economic and political rationale for this form of service delivery, a lack of analysis of alternative models of shared service provision and a neglect of available empirical evidence. Sub-Saharan Africa's (SSA) high economic growth coincides with an increase in the level of poverty. In a panel of 40 SSA countries over a 30-year period, while accounting for the potential spillover effect of poverty in the region. The study found that economic growth recorded over the years has not translated to poverty reduction, particularly, in resource-rich economies of SSA. The result also shows that income inequality worsens the effect of economic growth on poverty and that the poverty-reducing effectiveness of growth varies considerably across sectors, across space, and over time. The research findings suggest that governments across the region, particularly, in oil-exporting countries in SSA must diversify the economy away from oil (toward the service sector) to reduce poverty in the region. 相似文献

A major question for public managers is whether municipal services should be rendered in-house or contracted out. In view of the negative perceptions often aroused by contracting out, this political decision might be framed within a theoretical model that we term ‘dynamic-opportunistic behaviour’. According to this model, the probability of municipal services being contracted out is greater in the years immediately following elections; moreover, during this period the decision is taken more quickly. In this theoretical model, not all factors (budgetary, economic, political, service characteristics and socio-economic) have an equal impact on the contracting-out decision during each year of the electoral cycle. The model was applied to a sample of 2,274 Spanish municipalities, with respect to a broad time horizon (2002–2014), and the results obtained confirm our hypotheses regarding dynamic-opportunistic behaviour in the contracting out of local public services. 相似文献
