典型贫困地区农村人力资源的管理及其开发研究

我国是农业大国,农村经济管理具有重要地位。在资本稀缺的贫困地区进行西部大开发,人力资源的开发比愚公移山式的攻坚具有更高的效益。为此,以宁夏西海固山区为对象,研究贫困地区农村人力资源的管理与开发问题,为贫困地区人口资源的开发提供理论依据。     

论乌干达防治艾滋病社区支持模式的社会法律制度

乌干达曾经是艾滋病肆虐最严重的非洲国家,但乌干达政府自1986年开始实施了大规模的防治艾滋病行动,建立适应乌干达国情的防控艾滋病工作体系。乌干达防治艾滋病社区支持模式始于1987年的坎旺卡社区支持活动,并迅速在全国推广,形成了政府干预和指导的法律机制、医疗和物资支持制度、非歧视的社区关爱机制、宗教团体等非政府组织参与机制等基本制度。通过加强立法,完善对社区支持模式的法律规范、充分利用社会资源、加强社区服务的技术指导和对艾滋病孤儿的援助等措施使该项制度不断完善。     

The Distinctive Characteristics and Needs of Domestic Violence Victims in a Native American Community

The objectives of the research described in this paper were to describe specific features of Native American domestic violence (DV), and identify the needs and barriers to service delivery for American Indians experiencing DV. Qualitative methods of data collection were used in this research. The results suggest that DV in Native American communities may be distinct in a number of ways. The cause of Native American DV may be anchored in historic trauma, poverty, alcohol and drugs, and rural isolation. Cultural and economic features of Native American DV are discussed. The complexity of DV in the Native American community, its association with a number of co-morbid problems, suggests a multi-modal intervention approach and collaboration among a variety of professionals.

PRIVATIZATION OF CHILD PROTECTIVE SERVICES

Florida is a state in flux in terms of its child protective services organization. The Department of Children and Families has suffered numerous failures in protecting children in its care. Publicity surrounding these defects have led to major overhauls in the agency itself, as well as a concerted effort to move forward toward privatization of virtually all services currently administered by the department. Many of the initial attempts at privatization have already failed; others have had to be revamped to allow for unforseen problems. It is appallingly true that Florida, like any other state with serious issues in child protective services, has an absolute obligation to search for the "miracle cure" for its ailments. But only serious attention to the mistakes of the past and the will to correct them will allow Florida to finally put its children first in its citizens' hearts and minds, where they belong.     

Social Mechanism of Urban Grassroots Governance——a Case Study of the "Socialization Service of Grid Management" of Z Street in Shenzhen

Recently, grid-based management has drawn increasing attention as an important practical form of grass-roots social governance. Throughout the practical exploration and its research status in recent years, it is not difficult to find that grid management in the bureaucratic system operation. It is essentially still a kind of governance technology, which stems from the grid management inherently following the administrative-based logic. In recent years, the grid practice of Z Street in Shenzhen reflects a new shift of governance paradigm. Under the guidance of the core of Party building, it has undergone a socialized logical evolution from the management orientation to the grassroots governance. The latter emphasizes more on focusing on new social needs, social services and social governance logic in grassroots governance. This is consistent with the major concepts of "major changes in society" and "increasing socialization of social governance", which promulgated by the 19th National Congress. This kind of "socialization of grassroots governance" logic has become the core mechanism of grid management in grassroots governance practice. It constantly reconstructs the deep interaction between the local state and grass-roots society in the community, and promotes the deep integration of the state and society.

合村并居是近年来多个省份和市地推行农村社区建设过程中的一个新动向。该文梳理和概括了在山东两个县推动合村并居的动因、过程及具体作法,分析了合村并居社区在公共服务方面面临着的诸多问题,提出加大政府财政对农村社区建设的投入,政府公共服务必须延伸并覆盖每个村;创新村民自治,充分利用社区资源开展公共服务;建立健全农村社区工作者队伍等对策。
