Conclusion: international best practices

ABSTRACT

Three approaches presented at the International Symposium on Contact Disputes and Allegations of Domestic Violence – Identifying Best Practices offered the possibility of overcoming the limitations identified in the preceding papers in this special issue. A human rights framework, trauma-informed practice and integrated services taking a whole-of-family approach can all help to achieve cultural change in contact proceedings and to ensure the availability of the resources needed to address the issue of domestic abuse holistically. Four Australian initiatives are described as examples of trauma-informed practice and integrated services: Legally Assisted Family Dispute Resolution (LAFDR), the Family Safety Model (FSM), the Family Violence Courts Division of the Victorian Magistrates Court (FVCD), and the Family Advocacy and Support Service (FASS). FSM and LAFDR are out-of-court initiatives which aim to address a family’s abuse-related needs before they get to a court. The FVCD and FASS pick up families whose cases have entered the court system, and at that stage attempt to offer a wrap-around service which addresses both legal and non-legal needs. Lastly, the article describes the European human rights framework, which is designed to operate in cases which are ultimately adjudicated by a court.     

Older adults in secure mental health care: health,social wellbeing and security needs measured with HoNOS-secure across different age groups

The number of older offenders is rapidly increasing in the United Kingdom and some older adults with mental health issues are referred to secure care services. It is therefore important to understand their unique characteristics in order to develop services based on their individual needs rather than chronological age. This study explored wellbeing and security needs of younger and older patients admitted to a secure psychiatric hospital. HoNOS-secure assessment at admission and discharge was extracted and used to build an anonymous data-set. Group comparison and score change during admission were conducted for six age groups: 18–24, 25–34, 35–44, 45–54, 55–64 and 65+. Younger patients improved on most measures whereas older patients aged 55–65+ showed little improvement or deterioration over time. This finding suggests that the subscales are sensitive to age difference although the needs measured by HoNOS-secure are less likely to inform the decision to discharge.

基本公共服务均等化作为一项具有战略意义的重大决策,如何实现公平与效率的平衡是一个恒久的议题。本文以广州市公共文化服务为例,在对相关情况进行调研的基础上,重点围绕如何提升广州市基本公共服务均等化的现有效率问题进行了一定的研究和设计,以期为政府进一步完善并有效推进基本公共服务均等化的制度与政策安排提供决策参考。     

基层社会治理中的政社互动研究:取向、经验与反思——基于2007—2018年CSSCI期刊文献的内容分析

基于对基层社会治理中政社互动的既有研究发现:政社互动是在国家行政权力上收与基层自治不足的情况下,加强国家与社会之间联系的一种方式,其经验推进是在政府主导下,社会组织嵌入以及政府向社会组织购买公共服务而形成的两种合作治理形式。在“强国家-弱社会”的政社关系下,政府的过度干预导致社会组织逐渐依附于行政体系,加上承接服务的主体缺失与回应不足,使政社互动陷入“内卷化”的困境。在基层社会治理中,政府应从集权管控走向吸纳治理,从单向嵌入走向双向互嵌,从政府排斥走向社会自觉,进而实现政府治理与社会自治的有效衔接与良性互动。     

From Victim to Offender: Female Offenders of Child Sexual Abuse

Historically, women have been seen to have a much lower recorded rate of crime than men. In the area of child sexual abuse, women have figured prominently in official statistics as victims but have had virtually no official recognition as offenders. It is difficult for many people to accept that women do sexually abuse children and this can result in discounting by personnel in child protection services and police. This article discusses female offenders of child sexual abuse and the way in which these cases are processed by the criminal justice system.     

The Effects of a Police/Victim Assistance Crisis Team Approach to Domestic Violence

A police/victim assistance crisis intervention program was evaluated over a 6-month period for its effect on police-related outcomes. Police report data on crisis team cases (N = 96) were compared to a random selection of family violence cases (N = 80) that were not served by the crisis team. The crisis team cases generated more arrests; however, victim cooperation was lower than in noncrisis intervention cases. Implications for work with family violence and victim assistance are discussed, as well as needs for future research.     

奥运契机与中国志愿服务的发展

志愿服务在构建和谐社会过程中具有举足轻重的作用。当前,中国的志愿服务还非常落后,而2008年奥运会在中国的举办恰恰可以为中国志愿事业的发展提供一个千载难逢的契机。为此,作者建议,国家应该借助奥运良机,推动公众对志愿服务的认知、推动公民的志愿行动、培养志愿服务的种子与领导人才、促进志愿服务法律法规的完善。     

Web Services技术及其在EAI中的应用研究

Web Services是一种面向服务的体系结构,其突出优点是实现了真正意义上的平台独立性和语言独立性。企业应用集成(简称EAI)是集成各种异构系统的有效方案。在分析了Web Services的体系结构和关键技术后,借助MVC软件架构、XML及中间件技术封装企业现有系统,设计了在J2EE平台上基于Web Services的开放式企业应用集成框架,使企业能快速适应变化的商业环境。

物业安全管理是物业公司的一项重要职责。物业公司履行这项职责的依据是房屋管理法律法规的规定和物业服务合同的约定。在处理物业公司与业主在物业安全方面的纠纷时要以此为依据。     

Basic Social Security and Welfare Governance in the Context of Equal Share of Public Services: A Study Based on the Telephone Interview of the Public in Zhejiang During 2014—2016

Based on three years’telephone interview data during 2014-2016, this paper made a study on the evaluation of the public in Zhejiang on the development of basic social security from perspectives of family income, health care and elderly care, and found that during the period the public’s evaluation on the basic social security continues to rise, the gap of the evaluation results between different groups is narrowed obviously, and the government grassroots organizations become the preferred channel of social assistance of vulnerable groups. But it also found that the development gaps among structures of basic social security and among different social groups still required attention. From the perspective of the theory of welfare governance, this paper argued that we should give full play to the unique function of the government, non-government, market, and informal organizations, and collaborate with those organizations to achieve the goal of equal share of the economic and social development results among various social groups.
