国外教育公共服务改革成效与启示

从政府教育公共服务职能、公共教育的财政投入、重视基础教育事业的发展、实施教育绩效评估、完善教育公共服务多元化体系以及加强职业技术教育等方面介绍了国外有关教育公共服务的具体做法与经验,为推进我国教育公共服务的发展提供参考借鉴。     

Equity,access, and outcomes: The status of the art

A rationale for including analyses of outcome in evaluation of the impact and equity of changes in health care policy for the poor is presented. We first discuss problems in defining equity in and access to health care. Equity in access to health care requires equality of access only to those services that are believed to be efficacious. Three cost-containment strategies (restrictions in eligibility, coinsurance, and capitation) are then examined, and their limitations are discussed. Finally, directions for future research focusing on outcomes are suggested. Rather than using access to care to assess outcome, outcome is viewed as the framework for assessing access and equity.     

Latency – Time for lawyers to get up to speed?

While latency issues have always existed in IT systems, it is only in recent years that latency has become a significant focal point for both IT suppliers and customers. This paper will provide an overview as to how latency arises in IT systems, why latency is becoming important across a variety of business sectors and then explores some of the prominent legal issues inherent in contracting for low-latency solutions.     

政府购买养老服务研究现状、热点与前瞻--基于CNKI期刊的共词分析

对我国政府购买养老服务的研究成果进行梳理,从总体上定位其研究的热点主题、概括其研究特点,可以为该领域今后的研究提供理论前瞻。本文以CNKI作为数据来源,采用共词分析法,通过聚类分析、多维尺度分析、社会网络分析绘制出政府购买养老服务研究知识图谱。研究发现,政府购买养老服务的研究热点包括养老服务需求、养老模式、体制机制、养老服务事业发展、问题与对策等;呈现出以政策为导向、以实践为导向、以定性分析为主的研究特点。研究内容将呈现多样化趋势,研究方法采用定量与定性相结合,研究热点将聚焦在社会治理、制度创新等方面。     

Navigating the Representative-Politics–Liberal-Rights Dilemma: Social Policy Designs for Nonremoved Migrants

Abstract

Although nonremoved rejected asylum seekers (NRASes) are declared unwanted, the liberal state is obliged to provide them with basic social protections. We argue that various social policy designs can mediate the representative-politics–liberal-rights dilemma and allow for (limited) access to differentiated, conditioned benefits. Drawing on migration control and welfare-state literature, the findings stem from expert interviews with stakeholders and document analysis in Austria, Sweden, and the Netherlands. Welfare-enabling approaches are context specific, varying from path dependencies in Sweden to change-resistant forms of policymaking in Austria. In the Netherlands, exclusionary measures are explained by early general welfare retrenchments.

经过近三十年的探索与发展,我国少年司法制度在维护未成年人合法权益及预防未成年人违法犯罪上取得较大成绩。随着少年司法改革的进一步深化及与国际接轨的沉重压力,当前迫切需要以儿童福利理念、机制与政策全面贯彻少年司法始终,逐步建立、健全少年司法与刑事司法双轨制,并提升少年刑事司法、少年民事司法及少年行政司法一体化建设,推动青少年事务局等专门性、专业性政府协调机构的建立。

本文以政府信息资源增值开发的基本内涵为基础,借鉴国内外学者的研究成果,分析了我国政府信息资源增值服务市场化供给机制的优势及面临的困境,并提出相应的对策建议。

农村社区服务中心是实现公共服务均等化的重要平台,是农村社会管理和公共服务的重要载体.文章立足于研究当前农村社区服务中心的建设运行状况,服务中心的服务供给与资源配置状况,通过比较研究与实证分析,力求描述出当前农村社区服务中心的现状与困境,并从公共服务供给的角度提出具有可操作性的对策建议.

统筹城乡发展是科学发展观中五个统筹中的一项内容。统筹城乡基本公共服务是统筹城乡发展的基石。然而,在实践中却存在着许多问题,本文在对统筹城乡基本公共服务存在的问题进行分析的基础上,提出了提高统筹城乡发展基本公共服务水平的对策。
