Public Services after Austerity: Zombies,Suez or Collaboration?

Public services—in the UK and elsewhere—are under considerable pressure, not just from austerity, but also from a variety of social, demographic and technological changes (in effect ‘austerity plus’). In this context, three broad options are open to policy‐makers: continue with tried‐and‐tested approaches while spending less money, which in the UK means a reliance on ‘New Public Management’ (NPM); withdraw completely from certain public services; or develop new approaches to public administration. We argue that all of these approaches have been attempted in recent years, but it is the final option that is most interesting and potentially the most beneficial. In this article, we examine experiments with these new approaches in responding to ‘austerity plus’. In particular, we examine various attempts at ‘collaboration’ in public services and discuss the risks associated with them. We conclude by setting out the extent to which policy‐makers have moved beyond NPM and suggesting some of the benefits that this could bring.     

WTO视野下我国境外就业的相关问题与对策

随着经济全球化的深入和国际分工的演进,我国境外就业规模不断扩大.在"自然人流动"纳入WTO的管辖以后,GATS在"自然人流动"规则谈判中踌躇不前,使我国的境外就业面临特殊困境.因此,我国应以世界服务贸易的自由化为契机,积极推动"自然人流动"规则的调整,以扩大海外投资,提升境外就业人员素质,完善境外就业立法为抓手,促进我国境外就业事业持续、健康发展.     

中国保安业的现状考察与立法思考

保安业发展很快，职业标准出台推动了保安的职业化发展，但是与此同时仍存在很多问题：管理体制没有理顺、经营模式落后、保安人员执法权限少、保安行业的不成熟性、职业化不明显、教育培训不足等。保安业迅速发展需要在立法上解决一些问题：理顺管理体制，改革经营模式；促进保安服务业的科技化和专业化水平；加强保安从业人员的资格考核和培训；注意对保安业及其从业人员的立法保护。     

公证服务能力建设之我见

公证服务现阶段的主要矛盾在于公证服务能力未能满足公证当事人日益增长的公证需求。首先是缺少法律强制公证事项,公证服务被动且消极;其次缺少法律对公证证明标准的规范,而认定公证证明责任的不确定性增加公证执业风险;最后,现代化办证系统利用不充分、人力资源短缺、信息核实渠道单一等影响公证服务能力。为解决现阶段公证服务能力问题,应从以下几个方面着手:首先需要争取上级主管部门的支持,打破行政管理壁垒,发挥公证服务能力。其次,突破传统方法,以现代化手段宣传普及公证法律知识,及时了解当事人的公证需求。最后,建立一站式对外信息交流互助平台,为当事人提供自助查询、互助交流的便利。

金融服务很重要，金融服务须创新。金融服务创新，特别是金融法治服务创新，关键在于帮助“金融人”防范金融欺诈风险，而防范金融欺诈风险的关键又在于揭露经典金融骗术。经典金融骗术一般有“十二头”：金融来头诈骗、金融空头诈骗、金融改头诈骗、金融盼头诈骗、金融彩头诈骗、金融甜头诈骗、金融噱头诈骗、金融指头诈骗、金融撞头诈骗、金融搭头诈骗、金融磕头诈骗、金融床头诈骗等。经典金融诈骗之风险防范，可以围绕“六不”进行：不贪；不信；不傻；不独；不急；不弃。     

解析社区服务发展不平衡的一个理论分析框架

社区服务发展的不平衡与其中涉及到的行动者、行动情境和社区特性、社会资本、社区服务的相关制度规则有关,并根据经验观察构建了一个分析社区服务的理论框架,确定了影响社区服务发展不平衡的两个变量体系,对各变量进行了逐一解释和规范分析,进一步提出了四个命题和两个动力的理论以解释社区服务发展不平衡的生成机制,探求实现社区服务的有效供给和持续发展的制度基础。     

Influence of Family,Agency, and Caseworker Dynamics on Caregivers' Satisfaction With Their Child Protective Services Experience

Numerous child protective services (CPS) agencies have adopted differential responses as a system reform hypothesized to facilitate family engagement. This research tests a conceptual framework developed to examine dynamics between caregiver, agency, and caseworker factors that are assumed to impact caregiver engagement. Data from a randomized control study and structural equation modeling methods were used to explore the influence of these factors on caregiver satisfaction with their CPS experience. The results indicate that receipt of alternative response, caregivers' ratings of their caseworker's interaction style, and caregivers' positive emotional response influenced satisfaction with their intervention experience, while negative emotional responses did not.     

The Future of the Public Service Workforce: A Dialogue

It has been widely suggested that public service delivery of the future will be different to that of today. Added to this, we are currently witnessing significant changes in terms of the nature of work. Taken together these developments signal that we will see transformation in terms of the role of public servants and the public service workforce. Against this background, this paper presents a dialogue on the future of the public service workforce between Helen Dickinson and Helen Sullivan of the Melbourne School of Government, University of Melbourne and Graeme Head, New South Wales Public Service Commissioner. This paper offers insights from academics actively engaged in teaching the future public service workforce and a public service commissioner actively working to make a reality of a vision of the future.

论中国政府的服务性

在政府服务性概念的基础上探讨中国政府服务性的发展阶段、形态、内容与性质问题,分别考察了“为人民服务”与公共服务两种形态的政府服务性的价值、理念、实现形式和特征;区分了政治本位的政府服务性与公众本位的政府服务性,以及这两种服务性对于政府服务实践的影响;指出从政治本位的政府服务性向公众本位的政府服务性转变体现了中国政府服务性的进化,因而具有积极的公共行政和政治意义。
