素质教育的成功寄希望于一支有理想、业务精的青年教师队伍.培养青年教师队伍,关键在于激发青抖年教师的敬业、乐业、专业、创业和进取奉献的精神,提高青年教师的综合素质.学校要建立符合人才规律的培养机制,建立优秀人才脱颖而出的激励机制和市场运行机制,逐步建立一支年轻化、高层次、高素质、后劲足的青年学科带头人.     

A vindication of the rights of girls: surviving girlhood in the 21st century

ABSTRACT

Between 2014 to 2016 we conducted mixed-methods research exploring girls’ experiences of growing up in the UK in the 21st century. We spoke to girls and young women between the ages of 10 and 24 in England, Wales, Scotland and Northern Ireland to gain a qualitative snapshot of what matters to girls. We also conducted the first quantitative study of a range of quality of life indicators disaggregated by age and gender in the UK to garner a statistical view of geographically-based experiences of growing up girl. The study was commissioned by Plan International UK and The State of Girls’ Rights report was launched in September 2016. What struck us at the time of writing the report was the resonance between challenges girls raised in 2016 and those proclaimed by Wollstonecraft in her 1792 treatise, A Vindication of the Rights of Woman published over 200 years earlier. Here we bring together these voices from the 18th and 21st centuries to consider the continuing legacy and resonance of Wollstonecraft’s ideas in thinking about growing up girl in Britain.

农村青年妇女是当今社会一个相对弱势的边缘群体,逐步解决她们的发展问题,既可以缩小社会底层的人群数量,稳定社会生活,也可以为农业现代化提供高素质的劳动力,推动农村进步。为达这一目的,既要分析制约农村青年妇女发展的因素,也要在反思以往经验的基础上提出解决农村青年妇女发展问题的新对策。     

The Changing Role of the Youth Court Judge

The last century has witnessed the creation of a number of strategies regarding youth justice and the young offender. With each change in policy has come a redefinition of the role of the youth court judge. This article discusses the traditional role of the judge, the unique role of the youth court judge, and how history has and is likely to continue to define and influence this role.

Austerity,rationing and inequity: trends in children’s and young peoples’ services expenditure in England between 2010 and 2015

This article investigates local authority (LA) trends in expenditure on Children’s and Young Peoples’ services in England between 2010 and 2015, a period of government characterised by measures of fiscal austerity. We draw on a rationing framework to contextualise the levels and trends in expenditure under observation. The article analyses trends in various groupings of expenditure, using a latent growth modelling approach to identify significant trajectories in spending across LAs with different deprivation tertile membership. We find that although some kinds of children’s and young peoples’ services expenditure have been largely maintained during this period, preventive family support and early intervention services (such as Sure Start Children’s centres) have seen substantial reductions in expenditure, in contrast to the dominant narrative that children’s services have been protected. LAs in the most deprived tertile have faced the greatest cuts, mirroring other research findings on the distribution of austerity measures.     

Outcomes for children who care for a parent with a severe illness or substance abuse

Quantitative studies of children’s caring activities during parental illness have increased in the past 10 years. However, the various outcomes for these children have been investigated less frequently. In the present study, we investigate whether the children have different outcomes when the parent has a severe physical illness, mental illness, or substance abuse and whether any factors are associated with the positive and negative outcomes of the children’s caregiving. This was a cross-sectional, multicenter study. We recruited parents who were out- or inpatients in five public hospitals in Norway as well as their children. The sample included 246 children ages 8–18 and 238 of their parents with a severe physical illness, mental illness, or substance abuse. Ten percent reported negative outcomes at a clinical level of concern, and nearly half of the children reported stress. However, the outcomes were not significantly different across parental illness groups. Positive and negative outcomes were associated with the nature of caring activities (e.g., personal care, financial and practical management, household management), social skills, and perceived external locus of control. Health professionals must provide a more comprehensive and overall assessment of both the parents’ and the children’s needs. To recognize the role taken by the child, an assessment of children’s caring activities and their need for adequate information should be performed. In particular, should the children’s need for follow-up regarding caring activities, respite, and emotional support be assessed to secure their necessary skills and feeling of mastery.     

对未成年人犯罪问题的研究

从吉林省公主岭市人民法院近3年审理未成年人犯罪案件的基本情况看,我国未成年人犯罪比例呈逐年上升趋势,已经成为一个非常严峻的问题。司法机关是防治未成年人犯罪的最后防线,对未成年人罪犯,要认真贯彻“教育、感化、挽救”的方针和“寓教于审、惩教结合、教育为主、惩罚为辅”的原则。未成年人犯罪问题是社会问题,全社会都应该重视、关注未成年人的健康成长,共同建立起预防未成年人犯罪的立体网络。
