对故意传播艾滋病的刑事立法刍议

保障艾滋病病毒感染者和艾滋病病人的合法权利,使其得到应有的治疗,并规定他们应承担的避免将艾滋病毒传染给他人,包括亲人的义务。政府必须加快制定HIV感染者病人的行政和刑事管理法规,对“传播艾滋病罪”作出规定。     

基于LSTM-CNN的中文短文本分类模型

针对中文语言本身特点,以及传统文本分类方法不能有效应对短文本分类的问题,本文构建了基于LSTM-CNN的中文短文本分类模型。该模型使用word2vec对待分类文本进行预处理,以获得字词级别的向量;再将词向量送入LSTM层提取语义特征,并通过卷积层提取局部特征;在利用最大池化的方法获得特征向量后,将其放入softmax分类器以得到分类的最终结果。与现有的SVM、KNN、CapsNet和Labeled-LDA的实验结果相比,该分类模型能够有效提高中文短文本分类的准确率。     

论证据学中“推定”的分类——基于推定基础的类型化界定

囿于传统的分类方法,以及时推定基础的单一化解释,我国学术界对于推定的研究尚处于比较浅的层次,司法实践中推定的适用也处于比较混乱的状态.推定的基础应为政策考量与价值权衡而不仅仅是盖然性.从多元的推定基础出发,可以将推定分为政策保护型推定、政策负担型推定、规则预设型推定以及纯粹盖然性推定.     

平等和差异：近代性“别”观念双重特性的建构

近代生物进化论传人中国，彻底改变了儒家人伦关系中的“人”观，建立起以生物为基础的“人”的观念。同为人类和男女类分——依据生物性（sex）分成两个性属——的观念同步建立起来。平等和差异是内在于生物人观的两种规范，它们作为女权运动的两种基本理据，在近代却使女权运动陷入了两难困境：诉诸同类，希望成为和男人一样的人，就会落入男人已设定的标准；诉诸差异，做一个与男性不一样的女性，意味着成为男性的“她者”。     

Applying behavioural science to the annual electoral canvass in England: Evidence from a large-scale randomised controlled trial

Local authorities in Great Britain are required to ensure that their electoral registers are as accurate and complete as possible. To this end, Household Enquiry Forms (HEFs) are mailed to all properties annually to collect updated details from residents, and any eligible unregistered residents will subsequently be invited to register to vote. Unfortunately, HEF nonresponse is pervasive and costly. Using insights from behavioural science, we modified letters and envelopes posted to households as part of the annual canvass, and evaluated their effects using a randomised controlled trial across two local authorities in England (N=226,528 properties). We find that modified materials – particularly redesigned envelopes – significantly increase initial response rates and savings. However, we find no effects on voter registration. While certain behavioural interventions can improve the efficiency of the annual canvass, other approaches or interventions may be needed to increase voter registration rates and update voter information.     

公共服务供给机制转型中的公益性岗位研究

我国自2002年起开始施行公益性岗位的政策,这一政策对拓宽就业渠道、缓解失业压力起到了一定的作用。但目前依靠政府进一步开发和购买公益性岗位的难度很大。本文对国内外公共服务供给机制转型进行了比较分析,在此基础上提出以下建议:我国应进一步完善公共服务的供给机制,以社区为平台,通过推动购买服务的方式,调动社会组织服务社区和吸收就业的功能,以推动公益性岗位的增加。     

信用证欺诈例外原则的问题分析

信用证是国际贸易中重要的信用结算工具,由于信用证独立抽象的原则,银行只审单而不管实际的货物,导致国际贸易中利用信用证进行欺诈的案件屡屡发生。因此,各国纷纷采取信用证欺诈例外原则来进行补救,但信用证欺诈例外原则的滥用则会损害合法受益人及善意第三方在信用证项下的利益,因此,对欺诈原则应适当地适用,以发挥其最佳效用。     

The Impact of Language Status as an Acculturative Stressor on Internalizing and Externalizing Behaviors among Latino/a Children: A Longitudinal Analysis from School Entry through Third Grade

This study examined the relationship between limited English proficiency status, and internalizing and externalizing behaviors among a sample of Latino/a children (N = 2,840) from the US Department of Education’s Early Childhood Longitudinal Study, Kindergarten (ECLS-K) data set. Results of cross sectional regression and hierarchical linear modeling (HLM) analyses suggest that there is a positive relationship between limited English proficiency and externalizing symptoms, particularly by third grade. Additionally, sex and place of birth also helped to explain externalizing behaviors at various time points in the models. Place of birth and family poverty were significantly associated with internalizing symptoms. Implications for future research and interventions related to internalizing and externalizing behavior among the Latino/a school aged population are discussed.

Comparing Putin’s and Brezhnev’s Policies toward the Middle East

This article compares Moscow’s and Washington’s foreign policies toward the Middle East in 1982 and 2008. In 1982, Moscow and Washington each had a distinct set of friends and foes. In 2008, Washington still has a distinct set of friends and foes, but Moscow has relatively good relations with all governments and most major opposition movements in the region—the only exceptions being Al Qaeda and its affiliates. It is argued that Putin’s policy toward the Middle East is not really aimed at displacing the U.S. in the region, but protecting Russia and Russian interests from Al Qaeda and its allies. Indeed, a continued American presence in the region serves to protect Russian interests in the region.
