The purpose of this article is to analyze the success factors of a critical business process outsourcing project (visa issuing) of the Ministry of Foreign Affairs (MFA) in Finland. In the past decade researchers and development experts have been preoccupied by participatory development and reconstruction. Despite criticisms of its potential, it has been at the centre of development practices. This review of both published and unpublished literature aims to assess the importance of participatory development and reconstruction, especially its positive and negative characteristics. The paper shows that, despite its potentially transformative role, its main drawback rests in the power relations between elites and non-elites and that creating comprehensible ways through which non-elites can deal with these relations is one issue that needs additional research. Other issues that need more research are related to how to sustain the participatory development and reconstruction outcomes by increasing local ownership, and how to better involve existing structures and institutions (both state and non-state actors) in development and reconstruction efforts for poverty alleviation.  相似文献

Abstract

Recruiting students to enrol at a particular institution is becoming a competitive and challenging process for higher education institutions. Therefore, institutions should create efficient and effective ways of providing relevant information to prospective students during their process of selecting an institution. The major communication channels that prospective students consult during their selection process, and the usefulness thereof for students, are important knowledge imperatives for higher education institutions. In this study, 12 different channels of communication, considered by students during a typical higher education institution selection process, were investigated. A non-probability convenience sample of 1 241 first-year students from six higher education institutions in South Africa was drawn. Findings suggest that female students attach a significantly higher value to nine of the 12 communication channels, compared to their male counterparts. There were also differences between the ethnic groups in terms of the usefulness of events on campus, high school teachers, open days and campus visits, as well as university publications. Higher education institutions can use the results to develop communication strategies that are more student oriented, in order to reinforce their image and to reach students more effectively through the appropriate communication channels.  相似文献

There is a lack of clear guidelines for project managers, laboratory managers and forensic scientists on strategies for the automation of forensic DNA laboratory processes and operational implementation of new technologies. This is reflected in the failure rate of projects in the forensic DNA testing environment. We present a set of guidelines and concepts important for forensic laboratory automation. Some case studies from past projects are presented. These consist of partial (or modular) automation (n = 2) and full automated robotically integrated systems (n = 2).Technology Management principles and concepts are crucial to prevent failure of projects, e.g. early adoption of untried technologies, and organizational factors. The future of laboratory automation is modular until such time as new discontinuous technologies will replace the need of the traditional manual laboratory configuration in totality.  相似文献

SUMMARY

For Caribbean women who leave their children behind to migrate to the United States, the decision-making process is filled with pain and fraught with ambivalence. In response to open-ended questions about their migratory journey, immigrant women who migrated to New York City describe the process-from initial thoughts about leaving their home country, through the actual move, to their early days in the United States. This case study examines the painful and difficult experiences of undocumented women as they balance feelings of freedom and exhilaration with the challenges of economic survival, leaving their loved ones behind, parenting children from a distance, loneliness, and adjusting to a new environment while supporting themselves and family members at home. This exploratory study identifies the significant milestones in Caribbean women's migratory journey-points at which they access internal and external resources. Practitioners will understand the process, and resources these women call upon. Both the process and the accompanying resources are vital to future work with immigrant women and their families, as well as those women considering migrating and leaving their children behind.  相似文献

How do multi-party coalition governments share agenda power? In principle, coalitions might allocate agenda power among their members by distributing special proposal rights, distributing special blocking rights, or both. The literature has prominent models embodying each polar possibility, with Laver and Shepsle's model envisaging that each party in a coalition has the ability to propose any bill(s) it wishes within the jurisdiction of a ministry it controls; and Cox and McCubbins' cartel theory envisaging that each party has the ability to block bills, thus necessitating collective bargaining over the overall agenda. This paper shows that agenda-setting in Israel is not consistent with the ‘ministerial dictatorship’ version of the Laver–Shepsle model but is consistent with the Cox–McCubbins model.  相似文献
