十月革命胜利后，美国参与了协约国对苏维埃俄国的武装干涉，并试图借此机会推翻苏维埃政权。由于美国的干涉遭到国内外民众的反对；参与干涉的各国，特剐是美日存在明显的矛盾；俄国反布尔什维克派别自身的腐败；俄国广大民众的英勇抵抗等因素，美国和协约国的武装干涉最终以失败告终。

由于对发达国家的市场、资金和技术的依赖，同时还面临着民族问题的困扰、社会结构变革中的调控失衡、引进技术受限和人才外流严重等方面的难题，发展中国家的国家经济安全问题十分严峻，发民肿国家在当今的经济全球化浪潮中，要努力发展经济，壮大国家的经济力量和综合实力，积极而稳定进行社会制度变革，尽量减少国外经济波动的不良影响，提高参与国际经济竞争的能力，才能行之有效地保障其国家经济安全。

金融现代化主要应该是指发展中国家的金融现代化,包括"外源性现代化"和"混合性现代化".金融现代化研究应该超越传统金融发展理论视野.金融现代化的历史与逻辑起点应该是金融体系运作的市场化.同时,发展中国家的金融现代化还有赖于金融运作的国际协调.

Anxiety and Diminished Hope: The Potential Impact of Trump’s Presidency on Security in the Pacific Islands Region

Abstract

The election of Donald Trump as the next president of the US has caused much international consternation and anxiety. Reactions have been based on distrust and rejection of Trump’s political ideology, behavioural disposition and unpredictable policy positions. His campaign speeches were filled with provocative utterances which were racist, sexist, homophobic, anti-environment and self-centred. This article examines some possible impacts of Trump’s presidency on the Pacific island countries (PICs). The first issue refers to how Trump’s proposed isolationist and militarisation policies may affect regional geopolitics. The two policies tend to contradict each other because while isolationism means pulling back on US economic and strategic presence in the Pacific, a reversal of the pivot to Asia-Pacific policy, militarisation implies greater strategic reach, regionally and globally. What does this seemingly contradictory approach mean for the PICs? Second, the article looks at the impact of Trump’s climate change denial stance and the responses by PICs, given the fact that climate change is the single most significant foreign policy and development initiative of the PICs since their independence. The third issue deals with the potential impact of Trump’s restrictive migration policies on remittance flow to the PICs and how these affect the small island economies and well-being.

＂脱亚入欧＂是被称为日本近代之父的福泽谕吉为近代日本设计的国家道路。明治维新后的日本正是在这条道路的指引下,快速成为发达的资本主义国家,但这条道路同时也给亚洲人民带来不可磨灭的伤痛。文章通过福泽谕吉早年的经历和各个时期的相关作品及言论,解读其当时的亚洲观和西洋观以及两者的内在逻辑关系,并结合当时日本国内外形势分析福泽谕吉＂脱亚入欧＂思想的形成轨迹。     

Incidence of agricultural export taxation in Papua New Guinea

The present fixed‐rate levy on major rural exports exerts a highly regressive and burdensome impact on marginal estates and smallholders at low external prices. In an export boom, however, it fails significantly to compress substantial plantation windfall profits and abnormally high village incomes. Thus the duty tends to destabilise producers' earnings over the export cycle. These undesirable effects can be considerably reduced under the proposed export tax schedules, with a cut‐off point to eliminate fiscal absorption at lower prices. However, the built‐in graduated rate structures will enable the government to mobilise greater excess agricultural resources during a price upswing. This serves not only to compensate for the tax losses through Marketing Boards' accumulations, but also to provide government revenue for rural improvement and development purposes.
