近十年来国内东南亚殖民主义史研究述评

自上个世纪90年代以来,我国的东南亚殖民主义史研究取得了新进展,推出了几部很有影响的著作,获得了对复杂历史问题的深层认识,标志着我国东南亚殖民主义史研究进入了全面总结与成熟阶段.认真研究殖民主义兴衰,有助于把握东南亚历史发展进程,也有助于对当前东南亚问题的思考.     

中国-东盟关系四十年发展的历程及其启示:共同利益的视角

中国-东盟关系的发展历程表明,双方关系是随着彼此间共同利益的日益增加而不断发展的,因此,双方关系发展的过程就是不断建构共同利益的过程.建构共同利益是中国-东盟关系发展的基本经验.未来双方要进一步发展关系,应继续致力于共同利益的建构.     

“Excuse Me,But Are You Raping Me Now?” Discourse and Experience in (the Grey Areas of) Sexual Violence

In feminist research on sexual violence and victimization, the relationship between discourse and experience has often been at the forefront of intense debates. Poststructuralist scholars have emphasized that the discourses used to name sexual violence may in fact perpetuate the very problem they set out to describe, by freezing women into powerless positions of rapability. Others have likened this sort of argument to anti-feminist trivialization of the pervasively gendered experiential reality to which such discourses refer, highlighting that women’s victimization is not a discursive problem. In this article, I seek to carve out a path that cuts through such polarization by exploring the multifaceted dialectical relationship between, on one hand, gendered discourses on sex and sexual violence and, on the other, people’s reported experiences of these phenomena and, in particular, of the “grey area” between sex and sexual violence. I do this by analysing autobiographical stories from the influential Swedish campaign #prataomdet (#talkaboutit), which emphasized the need for a new language that can do justice to people’s experiences of sexual violence and the grey area between sex and sexual violence.     

Consolidating ZIP Codes for Small Area Fair Market Rents: A Method for Implementing the New Rule

Fair Market Rents (FMRs), calculated for an entire metropolitan region, are used to establish payment standards for the Housing Choice Voucher (HCV) program. In response to recent criticism that FMRs do not represent rent disparity and restrict households from moving to high-opportunity areas, a new rule introducing Small Area Fair Market Rents (SAFMRs) has been issued. SAFMRs are based on ZIP codes to reflect local market rents and increase the number of payment standards used to administer the HCV program. The purpose of this research is to determine whether the number of payment standards can be reduced by consolidating ZIP codes, while adhering to the primary objectives of the SAFMR rule. The ZIP code grouping process conducted offers one method for reducing the number of payment standards needed to implement the new rule; however, the rent analysis reveals the over- and underestimation of SAFMRs for some ZIP codes.     

Reporting beyond the pale: UK news discourse on drones in Pakistan

This article on drone strikes in Pakistan offers a distinctive empirical case study for critical scholarship of counterterrorism. By asking how cosmopolitanism has developed through UK news discourse, it also provides a constructivist contribution to the literature on drones. I argue that UK news discourse is not cosmopolitan because it focuses on risk and places the Other beyond comprehension. US–UK networked counterterrorism operations have complicated accountability, and while a drive for certainty promoted more scrutiny of policy, news media outlets, academics and activists turned to statistical and visual genres of communication that have inhibited understanding of the Other.     

The state of public discourse in Kenya’s post-Moi era: Where are Kenya’s organic intellectuals?

One of the defining moments in Kenya’s political landscape was the defeat of KANU, the party that had been in power since the country’s independence in 1963, by the National Rainbow Coalition, NARC in 2002. The victory was hailed as a new dawn that would entrench good governance, equity, rule of law, and human rights. After all, the victory was a culmination of many years of agitation against KANU dictatorship. Furthermore, NARC was a mass movement with national appeal and led by renowned anti-establishment politicians, civil society, and activist intellectuals and clergy. But, these aspirations would be betrayed by fragmentation of elites in NARC and re-invention of corruption by the same elites. This paper investigates the ramifications of the NARC collapse to the country’s post-Moi democratization process, more so the diminished role of intellectuals in public discourse. The paper demonstrates the urgent need for organic intellectuals and the way forward.     

Security in the name of human rights: the discursive legitimation strategies of the war on terror in France

This article aims to question the discourse on “the war on terror” developed by the French President in the wake of the two terrorist attacks that occurred in France in 2015. Drawing from critical discourse analysis, it explores the discursive legitimation strategies deployed by President Hollande to legitimate France’s securitarian response to the two attacks. It reveals how the defence of human rights served as an overall justificatory framework, through rationalisation, appeals to authority, and moralisation. It argues that Hollande implemented a discursive manipulation of reality to shield his actions from criticisms of illiberalism, all the while reframing the notion of human rights, undermining it and paving the way for an authoritarian-driven executive.     

Barriers to women’s access to decision-making positions in sport organizations: the case of establishing a girls’ volleyball academy in Israel

The aim of this paper is to highlight the nature of the barriers facing women in terms of their participation in decision-making in Israeli sport, and to identify and evaluate some of the strategies and tactics adopted to overcome these barriers. This is done by making reference to a particular case study, the case of the process of establishing a major policy initiative in Israeli sport – the founding of the national Volleyball Academy for Young Talented Girls. The case is analyzed in order to identify how and why the goal of establishing the Academy was successful, and to consider what may be learned in terms of the implications for the tactics and strategies used that might be adopted by other women in similar circumstances.     

Feminism,nationalism, and labour in post-civil war Northern Province of Sri Lanka

This viewpoint highlights the paradox of low labour force participation and high unemployment among women at a time of growing educational levels of women in the former conflict-affected Northern Province of Sri Lanka. It highlights the rise of ethno-feminism and sub-nationalism that undermine what few opportunities open up for women in terms of employment and livelihood opportunities, thereby weakening the peacebuilding efforts of various stakeholders.     

Designating Safety,Denying Persecution: Implications for Roma Refugee Claimants in Canada

In response to the arrival in Canada of thousands of Hungarian Roma asylum seekers, a new and restrictive refugee regime was installed. Legislation included Designated Countries of Origin or “safe” countries from which refugee claimants were stripped of some entitlements. Acceptance rates fluctuate in loose reticulation with several factors. When negative decisions are made on refugee claims, conditions of persecution in Hungary are denied even though they are clearly demonstrable. Inclusion of claimants' voices substantiates a normalized violence. When decision makers parse the criterion of persecution and when political leaders dismiss claims as “bogus,” the consequence is the reconfiguration of the Roma as essentially nomadic.
