Inconclusive decisions, deciding not to decide, are decisions. We present a cognitive model which takes into account that decisions are an outcome of interactions and intersections between the actual data and human cognition. Using this model it is suggested under which circumstances inconclusive decisions are justified and even warranted (reflecting proper caution and meta‐cognitive abilities in recognizing limited abilities), and, conversely, under what circumstances inconclusive decisions are unjustifiable and should not be permitted. The model further explores the limitations and problems in using categorical decision‐making when the data are actually a continuum. Solutions are suggested within the forensic fingerprinting domain, but they can be applied to other forensic domains, and, with modifications, may also be applied to other expert domains. 相似文献

Self-harming behaviors occurring in prison disproportionately consume resources and cause considerable disruption. To date, theoretical paradigms have explained self-injurious behaviors and suicidal processes either via a continuum or dichotomy of self-harm. This current study examines all documented acts of self-harm (n = 1,158) occurring in South Carolina’s 28 prisons over a 50-month period. We test and find support for a tripartite schema of self-harm; differentiated with regard to suicidal processes, self-injurious behaviors, and a ‘mixed group‘ of self-harming behaviors. These groups of behaviors were distinct with regard to situational variables (i.e. body part targeted, injury severity) as well as institutional responses (i.e., medical treatment needed, employment of suicide protocols). Findings indicate that self-injurious behaviors are likely to result in physical injury and/or hospitalizations. 相似文献

AbstractConcern about the approach to the care of women in secure hospitals led to radical Department of Health Guidance in 2002 and 2003. This paper explores the views and experience of senior clinicians and managers involved in delivering care through semi-structured interviews. The gendered nature of the therapeutic challenge and the complexity of the women in their care are both articulated as well as the extent to which respondents see themselves as having addressed clinical practice guidance. Service delivery is substantially informed by the ideas of relational security, attachment theory and the recovery model. Traditional concepts of security were considered unhelpful in the care of women. Reliance on respondents’ views as to the quality of care offered must remain limited in view of the continuing absence of corresponding clinical outcome data. A gap in research on prosocial motivation is that very little is known about its change across time, let alone, how such changes affect employee behavior. Using multiple waves of panel data, covering a period of sixteen years, this article finds that prosocial motivation is mostly stable, and there are no broader socialization effects in the private and public sector. However, when prosocial motivation increases, it leads to increases in either work or volunteering behavior, suggesting that public employees may use alternative outlets to realize their motivation if such motivational capital cannot be linked to the mission of their organizations. 相似文献

This paper explores the different urban governance models proposed by multilateral aid organizations in accessing water through
informal supply systems, to assess the rationale and the guiding principles at the basis of their different ‘governance approaches’.
There can be no doubt that most developing countries are now experiencing a rapid and unprecedented urban growth, which is
bringing about a rising demand for urban services, especially those concerning water supply. To cope with this pressing issue,
the response of multilateral aid organizations—such as the World Bank, UN-HABITAT and the European Union––has been represented
by the design and implementation of different urban governance and management systems, called to support an equitable and
efficient access to urban water supply services. This paper focuses on the different urban governance approaches through which
multilateral donors support informal networks and small scale providers to provide water supply in cities of developing countries.
It highlights how these different urban governance approaches address the overall issues of poverty reduction whilst in reality,
in certain cases, they also aim to affect and regulate domestic public policies of Third World countries. In particular, it
argues that the governance model proposed––and imposed––by the World Bank continues to belong to a neo-liberal policy agenda,
which considers water and urban services as commodities to be managed through widespread competition and market mechanisms.
On the contrary, UN-HABITAT, and the European Union to a certain extent, highlight the need for an urban governance system
that promotes the ownership of development strategies by local communities and that rests on the principles of inclusiveness
and equity.

We investigated whether role models (individuals adolescents look up to) contributed to the resilience of adolescents who
were exposed to negative nonparental adult influences. Our sample included 659 African American, ninth-grade adolescents.
We found that adolescents’ exposure to negative adult behavior was associated with increased externalizing, internalizing,
and substance using behaviors, as well as more negative school attitudes and behavior. We found that role models had protective
effects on externalizing and internalizing behaviors and compensatory effects on school outcomes. Collectively, our findings
indicate that role models can contribute to the resilience of African American adolescents who are exposed to negative nonparental
adult behavior.

Citizens may experience irreconcilable and conflictive values or feelings about a political issue. They may, for instance, both believe in a woman's right to autonomy over her body (pro choice) and that human life begins before birth (pro life). This conflictive situation – referred to as ambivalence in relevant literature – has detrimental effects on political choices. For instance, ambivalence may enhance instability in candidates' evaluations, delay the formation of vote intentions, and finally weaken predictions on vote choices.This being, literature has less looked at what may induce ambivalence, and especially on how informational context may affect it. Our paper aims to compensate for this lack, by assessing under which individual and contextual conditions ambivalence has more chances to be felt by citizens. Through a series of hierarchical estimations based on post-electoral data on Swiss direct democracy and original data retracing content of political campaigns, we will demonstrate that individual determinants (political sophistication, exposure to political campaigns, and heuristics) as well as political campaigning (intensity and negativism) strongly determine the existence of ambivalence. 相似文献

AbstractCentral banks have been important yet underexplored actors in the fight against the Great Recession. In addition to ultra-low interest rates, they adopted large-scale bond-buying programmes known as quantitative easing (QE). Yet there is significant variation in QE programmes with important distributive consequences. Why has the Fed adopted multi-trillion-dollar bond-buying programmes in housing, while the ECB has not? This article argues that the Fed targeted the integrated housing finance market as a monetary transmission strategy to stimulate core elements of the US growth model: credit, demand, and consumption. In contrast, the ECB hardly stimulated housing given the eurozone’s fragmented housing finance markets and the macroeconomic frictions with some eurozone growth models, particularly export-oriented Germany. Analysing archival and interview data, this article traces the decisions of these central banks since the Great Recession, contributing to scholarship on the politics of central banking, economic policy in hard times, and the welfare state. 相似文献

AbstractPolitical misconduct is known to harm the politicians involved. Yet, we know less about how such events affect trust in political institutions. We study a real-world political malpractice affair in the European Commission, using a three-wave panel design to investigate how information about the affair influences trust in EU institutions. This enables us, first, to isolate the impact of new information on political trust, remedying endogeneity issues common in political trust research. Second, we assess which institutions are affected most (specificity) and whether effects depend upon citizens’ sophistication levels (conditionality). Finally, we assess the durability of effects over time. Our findings demonstrate that citizens obtain knowledge about EU affairs through the media, and use this knowledge in their trust evaluations. In doing so, citizens differentiate between EU and national institutions, with trust in the European Commission affected most. This suggests a sophisticated process and highlights the evaluative nature of political trust. 相似文献

采用空间计量模型与门槛面板模型,对2010-2015年的省际面板数据,检验政府行政成本对省域经济增长的影响。空间效应模型分析发现:各省政府行政成本和经济增长间存在明显的空间关联性,整体而言地方政府行政成本能够促进经济增长,二者在空间集聚类型和区域分布上,在中西部大部分地区保持一致,政府行政成本高值(低值)集聚区一般是经济增长的高值(低值)集聚区,而在东部地区出现差异。门槛效应模型分析发现:行政成本很低时,对经济增长的影响并不显著;行政成本处于第一、二门槛值之间时,促进经济增长的系数提高,显著性增强;当政府行政成本超过第二门槛值时,不利于经济增长。建议将政府行政成本控制在最优区间。 相似文献
