Taking the discussion in the existing literature on the adoption of shari’a laws in democratising Muslim-majority countries as a starting point, we posit that there are two broad motivations for democratically-elected politicians to adopt shari’a laws and regulations: ideological conviction on the one hand and response to the expressed or perceived preference of constituents on the other hand. The ‘demand side’ can be further divided into the preferences of individual voters, and the interests of groups which act as power brokers, influencing the voting choices of individual citizens. These groups may be economic, religious, or other actors. These motivations are not mutually exclusive; the passage of a given shari’a regulation may fulfil two or all three of them simultaneously. However, we posit that the interaction between the place, timing, and content of shari’a laws passed in a nation as a whole will vary in various predictable ways, according to the dominant motivations. The dominant motivation may also affect the vigour with which the law is implemented. 相似文献

Prior to the 2015 Nigerian general elections, there were concerns that the fierce political contest would lead to electoral violence in the country. However, the elections were conducted peacefully, with fewer disputes and election-related deaths than previous elections. This study accounts for the fall in the level of electoral violence in Nigeria and discusses the lessons that Nigeria’s experience presents. It argues that the avoidance of destructive electoral disputes in Nigeria was the result of preventive action taken by the country’s electoral commission, civil society groups, and development partners. The specific preventive actions taken include innovations in election administration aimed at enhancing electoral transparency and credibility, election security measures such as early warning and peace messaging, and preventive diplomacy urging the main candidates and the political elite to embrace peace. The key lesson that can be drawn from Nigeria’s experience is that a well thought out conflict prevention strategy should be an integral part of electoral governance, especially in countries with a high risk of electoral violence. 相似文献

This article argues that the effectiveness of the tactics ruling parties use to control the electoral arena may depend on the electoral experience of its subordinates. To substantiate this point, the work examines Russia’s “locomotives” – the practice of placing regional governors on the list of the ruling party, United Russia, during national legislative elections. It argues that electoral payoffs also came from select regions without locomotives. Given the move to appointed governors, list exclusion likely indicated gubernatorial vulnerability. As a result, governors left off United Russia’s list may have responded by seeking to demonstrate their electoral utility, and those with longer tenures were more likely to succeed in these efforts. An analysis of the 2007 Duma elections shows that United Russia’s vote share was higher in regions where long-serving governors were left off the list. Since Russia’s appointment system dramatically changed the gubernatorial corps between 2007 and 2011, the article also considers changes in the effects of list placement over time. It finds that the relationship between list exclusion and higher vote shares for United Russia disappears as governors with electoral experience were removed from office. 相似文献

Over the past decade, clear evidence has been produced showing that effective constituency campaigning in British general elections can lead to better electoral performance. This evidence has challenged the received wisdom that only national campaigning is significant and that efforts at local level are meaningless rituals. Denver et al. have focused on the role of the national parties in strengthening local campaigns in target seats; Seyd and Whiteley, by contrast, have stressed the importance of local party membership. This article attempts to assess the relative electoral impact of national party co-ordination and constituency party membership and suggests that the impact of these two factors varies by party. 相似文献

The effectiveness of campaign spending is a hotly contested issue. Much of that debate concentrates upon predetermined or assumed campaign periods. Yet, in a party and electoral system such as Britain, parties are continually campaigning. Party expenditure may therefore have a constant and cumulative effect. This article examines whether increased party spending at the national level is electorally significant. It analyses annual data from 1959 to 1994 and concludes that there is insufficient consistent evidence wholly to support this proposition. 相似文献

In this paper we leverage a sudden shift in refugee settlement policy to study the electoral consequences of refugee settlements. After the 2013 Norwegian parliamentary election, the newly elected right-wing government made a concerted effort to spread newly arrived immigrants across the country, with the consequence that some municipalities with limited experience in settling refugees accepted to do so. We propose that such policy changes have political consequences, increasing the salience of immigration issues and shifting voters’ preferences to the right. We further propose that successful refugee integration can move (parts of) the electorate to the left, with stronger political polarization as a possible effect of the policy change. Applying difference-in-differences techniques, we find no evidence of unidirectional shifts in voter sentiments, but support for the hypothesis of stronger political polarization. 相似文献

This article attempts to identify the general principles that underlie public reasoning about collective obligations and that
help explain when political parties can create new obligations or defend existing ones. I use these principles to President
Clinton’s unsuccessful attempt to create government health-care plan and attempts by President Bush to privatize Social Security.
The success of a party in selling – or defeating – an obligation depends upon what people believe about the competence and
capacity of government and the value of autonomy – choices made by each citizen; whether people perceive the obligation as
providing floors or establishing ceilings by limiting choice or otherwise restricting opportunities for the better-off; and
whether the program is more like insurance or more like welfare. A party’s ability to maintain credibility with voters also
depends upon whether party leaders can suppress issues that threaten intra-party elite pacts. When attempts to suppress “taboo”
issues like “stem cells” or “black crime” fail, the party loses credibility with its voters and attempts to defend or sell
obligations fail.

The aim of this contribution is to analyse whether Land elections may (have) become uncoupled from the federal electoral process, and, if they have, to explore the implications for party competition in Germany. Initially, an overview is presented of the relevant theoretical models that can help unpack the relationship between different electoral arenas. Secondly, how these ideas have been applied to national and sub-national electoral competition in Germany is outlined, before an examination of the 'fit' of the data in both the pre- and post-unification periods. This paper seeks to understand the effect of campaign finance laws on electoral outcomes. Spurred by the recent Supreme Court decision, Citizens United v. Federal Election Commission (2010), which eliminated bans on corporate and union political spending, the study focuses on whether such bans generate electoral outcomes that are notably different from an electoral system that lacks such bans. We look to two key electoral dynamics that such bans might influence: the partisan balance of power and the success of incumbents. Using historical data on regulations in 49 American states between 1968 and 2009 we test alternative models for evaluating the impact of corporate spending bans put in place during this period. The results indicate that spending bans appear to have limited effects on election outcomes. 相似文献
