Using exceptionally rich qualitative data coming from the FP7 EUCROSS project on the ‘Europeanization of the Everyday Life’, this paper focuses on high-skilled and highly transnational Turkish migrants who reside in the UK, Romania and Italy. The article analyses participants’ discursive constructions of Europe and Europeanness and shows how specific images and symbols of Europe and Turkey influence their own relationship to Europe. We argue that understanding Turkish migrants’ identification with Europe requires a comprehensive analysis of the development of a Westernization discourse in Turkey that has framed people’s identities. This discourse symbolizes the desire for being part of the Western world, and especially Western Europe, but, at the same time, the fear of being dominated by the very same world. We show that we need to grasp the values, images, symbols and discourses that underline transnational practices to understand the making of European identity among migrants.

Sredanovic discusses the killing of a father and daughter of Chinese origin in Rome in January 2012, and the portrayal of the case in Italian print journalism. He uses a qualitative analysis of a corpus of 193 articles from seven Italian newspapers with different political, market and geographic profiles. The frequency of generally negative and stereotypical portraits of migrants in crime news is well known; however, this specific case offers a number of less familiar insights. Sredanovic shows the multiple and changing frames and themes, both positive and negative, deployed to portray the event across the two-week period in which it was featured on the front pages of newspapers. He demonstrates in particular the ways in which stereotypes that are often used against migrants in crime news find place even in a case in which the migrants were the victims of the crime. He further illustrate how the representation of the perpetrators shifted from describing them as an exception (when it was thought they were autochthonous) to generalizing about their deviance when it was discovered that they were of Moroccan origin. Sredanovic locates this discussion in an anti-groupist theoretical frame, arguing that the stereotypes used cannot be adequately explained by majority-minority group interactions, and that the delimitation and definition of groups should be understood as ideological from the start. He also argues that aspects of the production routines of crime journalism can be added to the factors that explain the portrayal of the event. He concludes by arguing that Sinophobia is a form of prejudice that varies geographically and in time, and calling for non-reifying, practice-informed analyses that mix discriminating and non-discriminating discourses.

This article considers the potential impact of Brexit on the family and welfare entitlement of EU migrants living in the UK and of UK migrants living in other EU Member States. Whilst the vast majority of those campaigning for the UK to leave the EU (publicly at least) argued in favour of those already present in the UK at the time of the referendum having their status protected, the government has been considerably less vocal in its support for this outcome. As such, EU migrants living in the UK presently face considerable uncertainty as to their own and their families’ future legal status and entitlement to welfare rights. The article will expose some of the evidential and legal gaps in the assertions made about EU migrants’ socio economic entitlement with a view to providing a more informed, legally accurate appraisal of how the Brexit negotiations could unfold.

This paper discusses the socio-economic conditions of the return emigrants to Kerala, the highest migration intensity state of India. On close perusal, it is learnt that although concrete steps are being taken by the State for the reabsorption of returnees in the labour market with the help of NORKA, an exclusive department to cater to the demands of return migrants, the State has miles to go in view of the remittances it receives and exodus of migrants on return with their accumulated capital and exceptional work experience for a permanent settlement in their home land.

Abstract

This article explores the ways in which city policymakers in Europe frame the reasons for provision of welfare services to migrants with irregular status. In the context of restrictive national legal and policy frameworks, the article explores a tendency toward municipal activism in extending access to services, providing a typology of six policy frames used by policy makers that identify the intended beneficiaries and stated policy aims. Drawing on interviews with local policymakers and documentary sources, the article contributes to our understanding of the reasons why some European cities provide services to this particular section of the migrant population.

ABSTRACT

This paper analyzes the relative roles of cultural and structural factors in the emergence and solidification of taxi driving as an ethnic occupational niche among Ethiopian immigrants in the Washington DC metropolitan area within the wider context of globalization and immigrant integration. An ethnic occupational niche is the concentration and specialization of members of an ethnic group in a particular occupational activity. Using data from the US Census Bureau and in-depth interviews with 25 (male) Ethiopian cab drivers and three Ethiopian cab company owners, it examines the factors that affected the entrance of first-generation Ethiopian immigrants in this occupation since the 1980s. This research demonstrates that mixed embeddedness or the interplay of structural factors such as blocked mobility as well as cultural factors such as the strong social networks that exist among Ethiopian immigrants were important in the induction of new immigrants into taxicab driving. The demographic composition of the Washington metropolitan area and policies of the DC Taxicab Commission that allow for fairly easy entry of new drivers in the taxicab business also facilitated the emergence of this occupational niche.

This article deploys the term “migrant melodrama” to describe contemporary cultural production that trains a melodramatic imagination on migrants. It argues that migrant melodrama often reconfigures suffering as a necessary step in the progress toward inclusion and belonging. To interrogate this assumption, the article analyzes three prominent examples of migrant melodramas that feature children traveling north across national borders without adult caretakers: the 2006 journalistic narrative Enrique’s Journey: The Story of a Boy’s Dangerous Odyssey to Reunite with His Mother, by Sonia Nazario; a 2009 HBO documentary film inspired by Nazario’s book, Which Way Home, directed by Rebecca Cammisa; and the 2007 fictional film Under the Same Moon, directed by Patricia Riggen. The article proposes that migrant melodrama plays a role in the commodification and circulation of undocumented migrant suffering in a global market, a phenomenon that the author terms “the political economy of suffering.” Performances of suffering can be exchanged in the political economy of suffering for any number of privileges, from a handout to a visa, and are linked to major international economic and political decisions, such as migration policies that regulate human mobility across nation-state borders. The political economy of suffering is a web of transactions in which performances of undocumented migrant suffering are exchanged in attempts to promote empathy, tolerance of mobility, and respect for migrant human rights. In different ways, all three of the works analyzed accept the underlying logic of the political economy of suffering.
