Abstract

This introduction presents the conceptual and analytical framework which constitutes the background for the special issue entitled ‘Varieties of Populism in Europe in Times of Crises’. More specifically, this contribution investigates how different populist parties in the European Union have been affected by the recent economic crisis and the more long-lasting political and cultural crises. Analytically, the article disentangles the role of the Great Recession vis-à-vis other factors (such as political and party system factors, but also structural social changes or cultural opportunities) in the growing strength of populist parties in various European countries. It argues that although the economic crisis has without any doubt provided a specific ‘window of opportunity’ for the emergence of new political actors, which have capitalised on citizens’ discontent, long-lasting political factors – such as the increasing distrust toward political institutions and parties – and the more recent cultural crisis connected with migration issues have offered further fertile ground for the consolidation of populist parties in several European countries. Furthermore, as confirmed by the articles presented in the special issue, the various crises have offered differential opportunities for different types of populism – both inclusionary and exclusionary.  相似文献

This paper proposes that the prevalence of illegitimate wage practices in Southern European societies results from the discord between the formal rules (formal institutions) and the socially shared unwritten rules that reflect citizens' beliefs (informal institutions). To evaluate this, a 2013 survey is reported on whether employers in five Southern European countries fraudulently evade tax and social security payments by paying employees a portion of their salary off the books. A strong association is revealed between the extent of wage under-reporting and the degree of institutional asymmetry across these societies. The implications for theorising illegitimate wage practices are then explored.  相似文献

Although there is growing research interest in populist radical right (PRR) parties in Western Europe, little attention has been paid to the case of Spain – a country where these parties are almost non-existent or irrelevant from an electoral and political point of view. In a nutshell, we maintain that in contemporary Spain there is real demand for PRR parties, but three supply-side factors are impeding their electoral breakthrough and persistence: the cleavage structure of the country, the strategy of competition of the mainstream right and the electoral system. At the same time, we postulate that at least in the case of Spain the Great Recession has not improved the electoral odds of the PRR as such but rather facilitated the emergence of leftist populist forces.  相似文献

Scottish self‐government and European integration are linked. Europe has become an important framework for the independence project. Evidence for Scots being more pro‐European is ambivalent, but there is a pro‐European consensus in Scottish political parties and civil society. In the referendum campaign, the No side suggested that an independent Scotland might not gain admission to the European Union. If the United Kingdom as a whole should vote to withdraw from the EU in a future referendum but Scotland to stay in, the independence question would re‐emerge. In the absence of independence, a number of issues arise as to how Scottish interests can best be represented in the EU.  相似文献

Recent research suggests that committees in parliamentary democracies may, at least partly, be endogenous to the prevalence of coalition government. In this article, I examine the conditions under which parliamentary majorities reform legislative rules to expand or reduce committee power. I expect that, ceteris paribus, the greater the conflict inside the governing coalition, the higher the probability that parties in government will adopt reforms expanding committee power and the lower the chance that they will implement changes reducing such power. These expectations are tested using original new data on the reforms of committee agenda powers undertaken in eight European states within 20 years from democratic transition. I find some evidence to support the endogeneity of committee power to the ideological heterogeneity of parliamentary government.  相似文献

Multiparty government in parliamentary democracies entails bargaining over the payoffs of government participation, in particular the allocation of cabinet positions. While most of the literature deals with the numerical distribution of cabinet seats among government parties, this article explores the distribution of individual portfolios. It argues that coalition negotiations are sequential choice processes that begin with the allocation of those portfolios most important to the bargaining parties. This induces conditionality in the bargaining process as choices of individual cabinet positions are not independent of each other. Linking this sequential logic with party preferences for individual cabinet positions, the authors of the article study the allocation of individual portfolios for 146 coalition governments in Western and Central Eastern Europe. The results suggest that a sequential logic in the bargaining process results in better predictions than assuming mutual independence in the distribution of individual portfolios.  相似文献

ABSTRACT

This article sheds light on the patterns of diaspora mobilization in different settings by placing it in the transnational realm. The article does so by comparing Egyptian activism during the revolution and transformation period (2011–2013) in two European capitals, Paris and Vienna. I argue that different features—emigrant policies of the sending country, integration policies of the receiving country, and characteristics of the migrant group—influence the degree and form of diaspora mobilization.  相似文献

This article asserts that attempts to resolve the crisis through recent changes in European meta-governance are just the latest phase in a project to secure “continual adjustment” in European societies to the systemic demands of competitiveness. The structural pressures experienced at the scale of European societies are located in the process and scale of world market integration. This New Materialist scalar-relational approach sees adjustment to the systemic demands of competitiveness as likely to continue into the future and suggests that the scope for alternative more Keynesian programs of reform through EU meta-governance is highly constrained.  相似文献

Despite the notable successes of lesbian, gay, bisexual, transgender and intersex (LGBTI) activism in the region, individual European countries have varied considerably in the extent and speed with which they have adopted legislation to recognise the rights of their LGBTI citizens. Scholars have often turned to modernisation theory to explain these variable outcomes and argue that high levels of national wealth are an important factor in the success of LGBTI movements. Although the correlation between modernity, economic development and tolerance of LGBTI lifestyles is often treated as a truism in the literature, scholars have paid less attention to the precise mechanisms by which the complex processes associated with modernisation facilitate policy change. Drawing on the classic works of both modernisation theory and gay and lesbian history, we examine a less explored route by which modernisation leads to the expansion of LGBTI rights. Specifically, we posit that urbanisation facilitates the adoption of rights policies by strengthening LGBTI movements and enhancing their political effectiveness. To test this proposition, we use event history analysis and an original dataset that contains measures for institutional, cultural, economic and movement variables, as well as measures of urbanisation in 44 European countries between 1980 and 2015. Our findings support the contention that urbanisation has a strong effect on the formation of LGBTI movement organisations as well as the speed with which European states adopt both same-sex union and anti-discrimination legislation. The relationship between urbanisation and rights expansion persists even after controlling for a country's level of wealth, religious adherence and the influence of European institutions and norms.  相似文献

A word analysis of six UK government White Paper policy statements on aid (selected between 1960 and 2006) compares the top 20 words and key word pairs used in each document. Characteristic sentences are composed of the top 20s to represent the spirit of each paper. Results illuminate changes in the content of White Papers on aid, and point to trends in the history of the UK's approach to international development. A characteristic sentence to illustrate the 2005 Paris Declaration on Aid Effectiveness is contrasted with a sentence of words that did not appear in that document. Readers are invited and challenged to identify words they would like to be used and acted on more commonly in development.  相似文献
