高职院校学生思想特点与主体意识情况的调查报告

调查涉及高职院校学生的专业思想、学习动力、课余闲暇、心理情绪、交往恋爱、价值观念等多个方面，从不同的角度来考察高职学生思想特点与主体意识情况。调查结果显示，高职院校的学生具有自主意识较强，思考问题更注重实际；注重个人内在心理体验与满足，有较强的自我意识；与人沟通观念正确，合作意识比较强；注重个人能力，正向的价值取向；自主意识较强与自主能力缺乏等特点。这些特点具有主导性与相对性，是高职院校开展学生思想政治教育的前提与基础。     

公务员工资水平调查实施方案研究

2006年1月1日起施行的《中华人民共和国公务员法》规定：＂国家实行工资调查制度,定期进行公务员和企业相当人员工资水平的调查比较,并将工资调查比较结果作为调整公务员工资水平的依据。＂据此,本文对实施公务员工资水平调查的背景、意义、战略目标、近期目标及工作难点进行了分析,以期为建立科学合理的公务员水平调查制度有所裨益。     

Do exemptions undermine environmental policy support? An experimental stress test on the odd‐even road space rationing policy in India

Policies sometimes exempt particular categories of regulatees for reasons of equity and political feasibility. Will the non‐exempt oppose the policy because they shoulder all of the policy costs? We outline an analytic framework for “stress testing” public support among the non‐exempt when they are provided negative information about exemptions and reduced policy effectiveness. Empirically, we study public support for the odd‐even road space rationing policy in India. Using a survey experiment with 2,182 car owners in Bangalore, we find considerable baseline support for this policy. While support among the non‐exempt erodes when they are told about exemptions, there is no additional erosion when they are told that exemptions reduce policy effectiveness. This suggests that the perception of fairness, not policy efficacy, drives the erosion of support among the non‐exempt. Yet the policy survives the stress test because the majority of respondents continue to support it, in spite of support erosion among the non‐exempt.     

描述、解释和预测:涉罪未成年人社会调查报告的三重使命

刑罚个别化及国家亲权理论,协同相关的法律规定,为涉罪未成年人社会调查提供了理论基础和制度保障。作为保护未成年人权益的一项重要制度,社会调查贯穿涉罪未成年人司法体系的整个过程。然而,由于社会调查的目标不够明确,执行缺少规范,导致社会调查报告的形式和内容多样、水平不一。因此,要树立调查报告的权威,应努力在社会调查报告中完成描述、解释和预测三重使命,推动制度与实践的良性循环。具体而言,第一要从横向和纵向的角度对涉罪未成年人越轨的风险性因素和保护性因素进行现实的和历史的、个体的和社会的描述;第二,将其生活经历和生活环境状况中的具体因素与其越轨行为建立起联系,解释其行为发生的原因;第三,根据以上资料,对涉罪未成年人的社会危险性进行评估,预测其犯罪行为再次发生的可能性。在综合以上内容的基础上,为司法机关进行定罪量刑提出建议。

未成年人刑事案件社会调查若干问题刍议

我国对未成年人刑事案件开展社会调查的实践已经有10余年的时间。但是由于一直缺少法律规定,所以在对未成年人刑事案件开展调查的过程中,有关调查主体、调查程序、调查报告的撰写等没有统一规范,全国各地做法各异。虽然新《刑事诉讼法》做了明确统一的规范,但对社会调查的细节依然没有规定。因此,围绕未成年人刑事案件社会调查的主体、社会调查程序起点以及社会调查报告的属性进行研究十分必要。     

Familiarity breeds contempt? Knowledge and understanding of democracy,support for democratization,and global city residence in Russia

Using Russian survey data from 2011 to 2012, this article examines public understanding of and support for democratization in a semi-authoritarian context. When knowledge of democracy is weak, and conceptual understanding of democracy is mixed—as in Russia—traditional measures of democratic support inadequately capture demand for democratization; that is, for more democracy than currently perceived. Contrary to conventional wisdom, Russians who adhere to “textbook” political definitions of democracy are more, not less, likely to advocate democratization. Residence in global cities increases support for democracy and democratization, while education fosters the latter but not the former. Other traditional indicators of middle-class status, such as income and urbanization, lack consistent effects. Based on these results we re-evaluate the mechanism linking modernization and support for democracy in developing, non-democratic societies. Rather than exert social-psychological or normative effects, modernization works primarily by raising exposure to global political discourses that define and promote democratic government.     

A breaking-up of a pro-European consensus: Attitudes of Czech political parties towards the European integration (1998-2010)

This article represents a contribution to the debate over the attitudes of political parties to the European integration-one of the hot topics in contemporary political science. It explores the dynamics of attitudes of political parties in the Czech Republic to the EU and analyzes them in the context of parties primary ideologies. On the basis of the results of an expert survey the author interpretes the changes in the major features of “European” debate in the Czech Republic and offers a new classification schema of attitudes of political parties towards the EU, according to the preferences of economic and/or political dimension of European integration.     

国内行政道德研究综述

近年来,国内学术界在行政道德研究上取得了丰硕的成果,行政道德理论框架体系基本确立,对有关行政道德实践问题的研究也在不断深化、细化。当然,目前的研究也存在一些不足,在深度和广度上都还有很大的拓展空间。今后,行政道德研究的内容将进一步深化和扩展,研究视角将走向多个维度,研究方法也将从单一走向多样化。     

大学生社团参与的调查与研究

为了更好地做好高校社团工作,文章以宁波某高校的大学生为样本进行了问卷调查,在分析大学生参与社团的情况、大学生加入社团和退出社团的原因的基础上,对今后高校社团建设提出相应的对策。
