This paper investigates the complex security and economic dynamicsthat influence the lives and opportunities of self-settled refugeesliving in Uganda. It focuses on the opportunities and problemsfaced by self-settled refugees, and questions the assumptionthat Uganda's current local settlement policy is best suitedto the country's social, economic and political realities. Itsuggests that far from being passive victims, self-settled refugeesare taking control of their lives without any additional externalassistance and are planning for the day they can return to theirhomeland. The article analyzes an 1834 listing of the Jewish inhabitants in the city of Mitau in the province of Kurland, one of the Baltic provinces (the other two were Estland and Livland) of the Russian Empire. From Catherine the Great's reign onward, the Jewish population of the Baltic provinces rose steadily throughout the 19th century, but microstudies of Jewish communities in the region are virtually nonexistent, especially for the first half of the century. The Mitau list shows that the Jewish population there was very young, with about 45% being in the age group 0–14. Age at first marriage for males was about 24 years, and for females 21. From about age 35, 93% of males and 97% of females were married. The mean size of the family group was 5.8 persons, and about a third of all families were either extended (containing unmarried relatives beyond the nuclear family) or multiple (more than one kin-linked conjugal family unit). Judging by kinship terms in the source, the kin system tilted toward patrilineality, as would be expected. These characteristics need to be compared to other Jewish communities before and after 1834—in the Baltic area and surrounding regions—but the paucity of local studies suggests that some time will pass before the Mitau findings can be placed in an adequate comparative framework. 相似文献

In the following paper, I analyze the influence of advisers and domestic political factors on President Clinton's decision to use force against Slobodan Milosevic and the Serbs in Kosovo in March 1999. I present an analysis and examination of President Clinton's decision-making process, using press reports, personal speeches, etc. In other words, I attempt to trace the process by which Clinton came to the decision to use force in Yugoslavia. Specifically, using the poliheuristic theory, I argue that President Clinton's decision was influenced by noncompensatory domestic political calculations and the strong influence of his Secretary of State, Madeleine K. Albright. Examining how advisers interact with one another, their status in the advisory group, and the manner in which presidents solicit information from advisers will further our understanding of how, when, and under what conditions national security-level decision makers make decisions. 相似文献

Crime prevention is an activity that, sooner or later, requires the concourse of science. But the dictates of science may
not mesh well with the social, institutional and political considerations that are persistent and powerful determinants of
collective action. To the extent that they are ignored, crime prevention is less scientific and more pragmatic. Using a marketing
metaphor, this paper examines selected aspects of the supply of and demand for scientific crime prevention in Canada and Venezuela
from 1949 to the present. In both countries, academic entrepreneurs are revealed to be a necessary factor in the sale of crime
prevention to government. On the demand side, governments adopt and adapt crime prevention policies in relation to their broader
perspective on social problems and social change. However, rising crime rates and climates of urgency reduce the attractiveness
of crime prevention. Scientific crime prevention is easier to sell when crime rates are stable or declining. 相似文献
