This study tests the effect of the composition and distribution of economic resources and race/ethnicity in cities, as well as how they are geographically distributed within these cities, on crime rates during a 30‐year period. Using data on 352 cities from 1970 to 2000 in metropolitan areas that experienced a large growth in population after World War II, this study theorizes that the effect of racial/ethnic or economic segregation on crime is stronger in cities in which race/ethnicity or income are more salient (because of greater heterogeneity or inequality). We test and find that higher levels of segregation in cities with high levels of racial/ethnic heterogeneity lead to particularly high overall levels of the types of crime studied here (aggravated assaults, robberies, burglaries, and motor vehicle thefts). Similarly, higher levels of economic segregation lead to much higher levels of crime in cities with higher levels of inequality.  相似文献

Since the 1980s in Sweden, children’s violent actions in schools have been reported to the police as criminal offences more frequently than before. This increasing trend is analysed against the background of a general increased cultural sensitivity to violence and slowly developing social changes that affect the propensity to report every form of violent incident to the police. This project analyses 1,239 police reports of assault, unlawful threat, molestation and insulting behaviour committed in schools by 7- to 14-year olds in ten municipalities in the Stockholm area. The time period studied is from 2000 to 2010. Regression analysis shows systematic differences among schools in different areas and social contexts. Average merit ratings, which are a measure of the educational quality of schools, explain most of the variance and correlate negatively with reported incidents. There are also significant differences among municipalities and school forms in terms of police reports. So-called resource schools, which are designed to serve children with special needs, report extremely high numbers of incidents per child. Reporting seems to have been routinised in many schools, including resource schools. Our results can be interpreted as suggesting that increased cultural sensitivity generates a bias against children in less affluent contexts.  相似文献

Abstract

A fundamental goal of many smart growth efforts is to promote greater socioeconomic equity through more compact development. In this article, we point out that the connection between the built environment and socioeconomic outcomes may be more complex than it is generally portrayed to be, particularly in light of recent trends in urban and regional development.

Through an empirical analysis involving two measures of income segregation, dissimilarity and isolation, in a national data set of metropolitan areas from 1980 to 2000, we illustrate that the relationship between density and income segregation follows a quadratic function, first rising, then falling, as densities increase. Moreover, changes in density—whether increases or decreases—always increased segregation. These findings suggest that, if greater socioeconomic equity is a goal, smart growth programs need to pay as much attention to market forces and the underlying political landscape as they do to the built environment.  相似文献

ABSTRACT

The United States continues to be defined by racial concentration, where most racial/ethnic groups live apart from each other. For homeownership, neighborhoods with large proportions of racial minorities are often linked to negative outcomes for minority homeowners; this was particularly the case during the Great Recession. However, middle and upper income ethnic neighborhoods, or resurgent neighborhoods, have grown in numbers because of a concentration of immigrants, federal policies favoring professionals, ethnic-specific resources, and affluence. In 2007, about 37% of Los Angeles, California, Latino tracts were resurgent and 53% of Asian tracts were resurgent. This study finds that homeowners in resurgent neighborhoods had lower default/foreclosure rates and predicted probabilities than those in low-income neighborhoods. Asian resurgent neighborhoods had the lowest predicted probabilities of default or foreclosure, followed by Latino resurgent and White middle-class neighborhoods. There were also discrepancies among Asian neighborhoods based on nativity. Consequently, it is important to recognize that minority neighborhoods are heterogeneous, with differing impacts on homeownership opportunities when examined by class.  相似文献

Today the segregation of duties is commonly used to ensure regulatory compliance in various industries. This article considers the organizational requirements for the effective implementation of this principle, through an examination of a duality‐based segregation‐of‐duties type control system and its fundamental characteristics. Cases from the Swedish banking and finance sector are discussed to show how breakdowns in duality‐based systems have compromised compliance and even encouraged crime, and how crimes could be carried out in practice. Particular attention is paid to the critical role that gullibility, loyalty, and dependency relations among employees played in these cases, in leading control persons to neglect their responsibility to review and approve their colleagues’ work, while bringing no consequences for their ability to carry on performing their work tasks. The argument is made that an effective duality‐based segregation‐of‐duties type control system presupposes social relations characterized by relative autonomy and third‐party dependence, along with work task interdependence.  相似文献

Research findings show that legal cynicism—a cultural frame in which skepticism about laws, the legal system, and police is expressed—is important in understanding neighborhood variation in engagement with the police, particularly in racially isolated African American communities. We argue that legal cynicism is also useful for understanding neighborhood variation in complaints about police misconduct. Using data on complaints filed in Chicago between 2012 and 2014, we show that grievances disproportionately came from racially segregated neighborhoods and that a measure of legal cynicism from the mid-1990s predicts complaints about abuse of police power two decades later. The association between legal cynicism and complaints is net of prior complaints, reported crime, imprisonment, and other structural factors that contribute to the frequency and nature of interactions involving police and residents. Legal cynicism also mediates the influence of racially isolated neighborhoods on complaints. The mid-1990s is the approximate midpoint of a half-century of police scandals in Chicago. Our research findings suggest that contemporary complaints about police misconduct in highly segregated Chicago neighborhoods are grounded in collectively shared historical memories of police malfeasance. They also suggest that persistent complaints about police misconduct may represent officially memorialized expressions of enduring racial protest against police abuse of power.  相似文献

ABSTRACT

There is no exact European equivalent to the U.S. Fair Housing Act. The member states of the European Union (EU) have transposed into law the EU Racial Equality Directive of 2000 that prohibits discrimination in, among other things, access to the supply of goods and services, including housing, on the basis of race. Most housing discrimination case law so far comes from nonbinding decisions of the European Court of Human Rights and European Committee of Social Rights under the revised European Social Charter of the Council of Europe. This article explains how the European context of discrimination and segregation differs from the American, reviews the major legal conventions establishing equal rights in housing, protected classes, and key precedents. It discusses how mixing policies in social housing are the primary mechanism to reduce residential segregation in Europe. The special case of extreme discrimination against the Roma is presented, before concluding with some comparative observations.  相似文献

The lead poisoning of Flint, Michigan’s water is popularly framed as a case of “environmental racism” given that Flint’s population is mostly black and lower income. In this essay I argue that we see the environmental racism that underlies Flint’s water poisoning not as incidental to our political-economic order, nor even as stemming from racist intent, but as inseparable from liberalism, an organizing logic we take for granted in our modern age. I expand on the idea of “racial liberalism” here. While upholding the promise of individual freedoms and equality for all, racial liberalism—particularly as it was translated into urban renewal and property making in mid-20th-century urban America—drove dispossession. In Flint racialized property dispossession has been one major factor underlying the city’s financial duress, abandonment, and poisoned infrastructure. Yet, through austerity discourse, Flint is disciplined as if it were a financially reckless individual while the structural and historical causes of its duress are masked. Tracing the history of property making and taking in Flint and the effects of austerity urbanism on its water infrastructure, my central argument is that our understanding of Flint’s predicament—the disproportionate poisoning of young African-Americans—can be deepened if we read it as a case of racial liberalism’s illiberal legacies.  相似文献

The use of the prison system to incarcerate has been one of the state’s primary control mechanisms since the early 1970s, immediately following many civil rights changes. A system of mass incarceration has entailed wide and continuous racial disparities which maintain inequality across social institutions, such as the economy and political participation – the institutions in which the civil rights movement sought to secure equality. This analysis examines the association between disparate crime control and racial residential segregation, another major social institution targeted by the civil rights movement. Links to theoretical discussions on racial formation, law and crime control, and residential segregation to advance our understanding of inequalities and the reciprocal relationships between these institutionalized processes are presented.  相似文献
