Russian Energy and the Korean Peninsula

The recent agreements concerning North Korea’s nuclear program raise possibilities for providing North Korea with energy (oil and gas) to compensate for the termination of its nuclear program and of integrating it more broadly into the Northeast Asian economy. Russia has long wanted to play the role of provider of oil and gas to North Korea and these agreements open up new opportunities for it to do so. However, serious obstacles in the nature of North Korea’s precarious economic situation and its consequences, international rivalries in Northeast Asia, and Russia’s own energy policies present serious obstacles to the realization of Russia’s ambitions as regards North Korea and as energy provider to Northeast Asia as a whole.     

Sino-Ghana bilateral relations and Chinese migrants’ illegal gold mining in Ghana

ABSTRACT

This article examines the participation of some Chinese migrants in illegal gold mining (known as galamsey) in Ghana, and how the Government’s policy to address the issue created diplomatic tension between China and Ghana. Drawing on primary data from in-depth, face-to-face interviews with 250 respondents and supplementary information from archival sources and personal observation, the study found that small-scale gold mining is an area legally reserved for Ghanaian indigenes, who faced stern competition from some Chinese migrants’ miners. Their ability to mobilize resources and machinery to execute galamsey virtually displaced the indigenes from their source of livelihood and caused environmental catastrophes. The Ghana Government’s policy response to the Chinese migrants’ galamsey, which led to arrests, sentencing and deportations of some Chinese miners, angered Beijing and fractured Ghana–China diplomatic ties. But the dispute could not collapse the entrenched bilateral relations between the two nations because the calculated mutual benefit derived from the relations was thought to be higher than the Chinese galamsey issue. Policy reforms which legally integrate Chinese migrants’ miners into the small-scale mining sector would stop galamsey and strengthen Sino-Ghana relations.     

Economic voting in multi-level contexts: Evidence from Kerala and West Bengal in India

What determines electoral support for national incumbent parties and state-level challengers in sub-national pro-poor contexts? Based on survey data from the Indian states of Kerala and West Bengal, collected prior to the 2019 national election, we find that voters were more (less) inclined to vote for the sub-national incumbent relative to the national incumbent if their household economic conditions were perceived to have improved (deteriorated) relative to national economic conditions. Our findings indicate that voters in these settings correctly assume that the sub-national incumbent cannot be held responsible for changes in national economic conditions, but, at the same time, the existence of a strong welfare state at the sub-national level creates expectations that the sub-national government is responsible for personal welfare. Hence, the national election is used to assess the economic performance of both the sub-national and the national incumbent.     

Application of DNA Forensic Techniques for Identifying Poached Guanacos (Lama guanicoe) in Chilean Patagonia*

Abstract: Guanaco (Lama guanicoe) is a protected and widely distributed ungulate in South America. A poacher, after killing guanacos in Valle Chacabuco, Chilean Patagonia, transported and stored the meat. Samples were retrieved by local police but the suspect argued that the meat was from a horse. Mitochondrial cytochrome b gene (774 pb), 15 loci microsatellites, and SRY gene were used to identify the species, number of animals and their population origin, and the sex of the animals, respectively. Analysis revealed that the samples came from a female (absence of SRY gene) Patagonian guanaco (assignment probability between 0.0075 and 0.0282), and clearly distinguishing it from sympatric ungulates (E‐value = 0). Based on the evidence obtained in the field in addition to forensic data, the suspect was convicted of poaching and illegally carrying fire arms. This is the first report of molecular tools being used in forensic investigations of Chilean wildlife indicating its promising future application in guanaco management and conservation.     

The Incidence and Impact of Family Violence on Mental Health Among South Korean Women: Results of a National Survey

This representative national survey examined incidence of husband-to-wife violence in the past year, lifetime exposure to parental violence, and the relationships between victimization experiences of family violence and mental health among South Korean women (N = 1,079). The major findings were that incidence rate of husband-to-wife violence among Korean women was 29.5%, which was much higher than those of other nations, and that their experiences of physical violence by husbands in the last year and lifetime verbal abuse by parents had strong associations with the mental health of victims. The findings suggest that preventive intervention programs for male perpetrators as well as domestic violence victims with mental health problems and comprehensive interventions for Korean couples are urgently needed. In addition, parents should be educated about how to modify their children’s behavior without physical punishment or verbal abuse.

Relativierung des Rechts durch Digitalisierung

Das Recht ist in modernen Gesellschaften ein wichtiges Steuerungsmittel. Schon bisher ist es allerdings nicht das einzige Instrument gewesen, um gesellschaftliche Entwicklungen und individuelles Verhalten zu beeinflussen. Es gab und gibt Bereiche, die sich selbst organisieren und in denen staatliches Recht aus unterschiedlichen Gründen nicht das entscheidende Steuerungsmittel ist. Dieser Beitrag untersucht, wie sich die zunehmende Digitalisierung der modernen Gesellschaften auf die Steuerungsfähigkeit des Rechts auswirkt. Er kommt dabei zu dem Ergebnis, dass die Bedeutung des Rechts in der digitalisierten und hoch fragmentierten Welt abnimmt. Das Recht muss sich deshalb Verbündete in anderen Bereichen der Gesellschaft suchen, um weiterhin Steuerungsfunktionen für die Gesellschaft wahrnehmen zu können. Der Beitrag skizziert, wer als Verbündeter des Rechts in Frage kommt und wie die notwendigen transrechtlichen Kooperationen aussehen könnten.     

The South African National Credit Act fails to protect homeowners against various interest rates hikes

Where a credit provider makes a proper financial assessment and finds that the low-income consumer will be able to satisfy in a timely manner all the obligations under all the credit agreements to which the consumer is a party he will in all probability conclude the credit agreement with the consumer. Obviously the affordability assessment made by the credit provider will depend on the prevailing interest rates at the time. There has been several interest rate hikes since June 2006 to December 2008 in South Africa that has had a detrimental impact on low-income home owners. Due to the various interest rate hikes and the prevailing high interest rates many consumers have lost their mortgaged homes. The South African National Credit Act of 2005 has failed to take into its purview cases such as these, and as a consequence there is no sort of consumer protection available for the low-income group who become over-indebted, because of the constant rising interest rates on their mortgage loans.     

Stature reconstruction using fragmentary femora in South Africans of European descent

It is well documented that the intact femur has the highest correlation with stature and as such has been widely used in the derivation of regression equations for stature estimation. As intact femur is not always present for analyses in forensic cases, it has become necessary to derive regression equations for the estimation of stature from fragments of this bone. Few studies have presented regression equations for stature estimation from fragments of the femur. Because these equations are population specific, it was the aim of this study to derive similar equations for estimation of stature and maximum length of femur from measurements of the femur of South Africans of European descent. A sample of 50 male and 50 female complete skeletons were obtained from the Raymond A. Dart Collection of Human Skeletons. Total skeletal height for each of the skeletons was calculated using the Fully's method. Six variables were measured on each femur which included the vertical neck diameter, upper breadth of femur, epicondylar breadth, bicondylar breadth, lateral condyle length, and medial condyle length. Regression equations for the estimation of stature are presented. The range of standard error of estimate for these equations (3.71-5.31) was slightly higher than those obtained for intact long bones (2.13-3.79). It is therefore suggested that in the absence of intact femur, regression equations derived from the present study can provide a reliable estimate of adult stature.

通过分析安全主体在安全政治中的思维逻辑和行为方式,可以抽象出其所信奉的安全哲学。以当代中国的安全哲学为例,自改革开放以来,基于自身关于和平与发展是当今时代主题的战略判断,中国提出与之相匹配和呼应的新安全观,并且分为互信、互利、平等、协作的新安全观,以及共同、综合、合作、可持续的新安全观两个阶段。同时,中国所主张的新安全观与旧安全观在政治基础、安全结构、安全战略、争端因应、和平保障五个方面形成鲜明对比。以此为线索,当代中国安全哲学的具体内涵可以被理解和概括为一体安全、兼容安全和发展安全,倡导树立忧患意识与发扬斗争精神。当然,当代中国的安全哲学还面临包括启动成本、维持成本和机会成本在内的成本问题,包括不对称问题和道德风险问题在内的行动问题,以及包括安全感问题、实践转化及其效力问题和他者问题在内的竞争力问题等现实困境和理论困难,这也是当代中国的安全外交需要作答和完成的理论命题与实践课题。     

Strengthening Canadian Law Enforcement and Academic Partnerships in the Area of Online Child Sexual Exploitation: The Identification of Shared Research Directions

This article outlines the law enforcement response to online child sexual exploitation and identifies two key areas of research that would benefit from an academic focus—the link between online and offline child sexual exploitation offending, and the psychological health and wellness of online child sexual exploitation investigation employees. While there are several areas in need of research, these two areas demonstrate a unique opportunity for collaborative work. Also highlighted is a joint international research partnership among law enforcement, practitioners and academia that demonstrates the benefits of linking academic research interests with the practical needs of law enforcement. Last, are several suggestions for operationally relevant collaborative research in this area. Such opportunities bring together various areas of expertise, which will advance our understanding of the needs of victims, and improve victim support services.
