俄越防务合作的现状、动向与影响

近年来俄越防务合作发展迅速,规模和层次都达到了较高水平,在海军和空军领域尤其明显。俄越防务合作是俄罗斯重塑大国地位,实现国家复兴过程中,扩大政治影响,拓展安全空间,获取经济实利的重要战略手段,也是越南实施大国平衡外交,不断扩充国防力量,尤其为开发海洋经济提供安全保障的重要措施。尽管不断加强和深化防务合作关系是俄越两国的基本共识,但也面临着俄罗斯武器价格波动较大、越南的防务合作伙伴日趋多元化等现实问题。俄越防务合作关系的迅速发展和不断深化,将不可避免地影响到地区安全局势,加大东南亚乃至东亚地区军备竞赛的风险,不利于东盟集体安全机制的建立,对于和平解决南海问题也有消极作用,对中俄关系是一种潜在的不稳定因素。     

Nonmetric sex determination from the distal and posterior humerus in black and white South Africans

The successful identification of human skeletal remains relies on proven diagnostic techniques for sex determination. This research utilized 608 individuals from South Africa (420 men, 188 women) to conduct a blind nonmetric determination of sex from three features of the distal humerus: olecranon fossa shape, angle of the medial epicondyle, and trochlear extension. A scoring system between males and females was implemented, and the aggregate score of the three features determined the estimated sex of the skeletal element in question. With all features combined, black and white South Africans were categorized successfully as either male or female 75.5% (77% accuracy rate for females, 74% accuracy rate for males). This classification rate is lower than what was found in previous studies, but suggests that characteristics of the distal humerus are still quite valuable when estimating skeletal sex. More research is needed to assess reasons for the differential expression of these traits in different populations and to determine whether the method is nonpopulation specific.

我国公益广告事业开始于20世纪80年代,目前已经成为广告产业的一个重要组成部分,但从公益广告事业的现状来看,其运营管理体制依旧存在许多问题,并在一定程度上制约了我国公益广告的健康发展。本文通过对中、韩公益广告的体制介绍、比较和分析,寻找我国公益广告管理体制中所存在的问题,并进一步提出合理化建议。     

Falling from the sky

Back examines the human costs of immigration policy through recovering the stories of the desperate stowaways who are literally falling out of the skies over London. Some 3,000 people have died trying to gain entry to Europe. These are the human costs of contemporary forms of immigration policy. Back attempts to problematize the ways in which the global movement of people is understood within an immigrant/host framework. He argues for an alternative way of thinking about the movement of people, culture and imagination in the context of globalization.     

Managing South African transformation: the story of cricket in KwaZulu Natal, 1994–2004

Sport has historically been an important element of South African popular culture, even though it was divided along racial lines for much of the country's history. In post-apartheid South Africa, sport is seen by politicians, sports officials and many ordinary people as a means to surmount race and class barriers and to forge nationhood. But sport remains a site of acute contestation over what transformation means: ‘merit’ versus ‘affirmative action’, beneficiaries of change, pace of transformation and so on. This conflict reflects the broader tensions over how South African society should be restructured. Change in racial composition at the level of leadership, coaching and players since 1990 has failed to transform cricket into a ‘people's game’. The cricket establishment is following the lead of government in prioritizing the empowerment of a minority. Class privilege has replaced race privilege. At the same time, tensions generated by change are producing further hostility along the fault lines of race and class. There is, for example, a conflict over resources among those previously labelled ‘Black’: Indians, Coloureds and the majority African population. These struggles reveal the fragmented nature of post-apartheid South African society, notwithstanding attempts to define South Africa as a ‘rainbow nation’. The historical, social, economic and cultural legacy of South Africa's conflicting pasts, the impact of globalization—and sport is a principal front of globalization, generating vast economic revenue and creating intolerable pressure to succeed—as well as post-apartheid discrepancies in economic and social conditions are all making it difficult to forge a united national culture, despite the attempt to use sport for the ‘mythic enactment’ of a collective South African identity. The tensions discussed in this article continue to be alive though the ‘patterns of prejudice’ are manifesting themselves in different forms.     

浅析解决南海争端的策略——基于博弈论的视角

南海地区自古就是中国领土。随着南海地区丰富资源的发现,周边国家纷纷染指南中国海,侵占南海海域,对我国的主权提出了严峻挑战。对于南海相关各方,如何在维护地区和平的前提下解决南海争端就成了备受关注的话题。本文基于博弈论的视角,就相关各方解决南海争端的策略进行简要分析,以期为解决南海问题建言献策。     

Public Discourse of (De)legitimation: The Case of South Estonian Language

This paper focuses on two different argumentative strategies for dealing with a regional variety of Estonian, one of which may discourage the use of South Estonian in favor of Estonian, while another legitimates the lesser-used regional variety. These argumentative strategies are studied by critical discourse analysis (CDA) of six articles in Estonian language newspapers and magazines published in 2004–2005. The use of South Estonian is discouraged by presenting real or imagined threats that it will undermine Estonian. This discourse also parallels the Estonian-Russian majority-minority discourse of recent years by employing zero-sum arguments of the Estonian language losing to Russian as a consequence of the recognition of South Estonian. Language ideologies, which also construct some varieties worthier than others, re-enforce an essentialist representation of separate languages. This representation will work toward suppressing linguistic variation.     

Study of poroscopy among South Indian population

Poroscopy is the term applied to a specialized study of pore structure found on papillary ridges of skin as a means of identification. It comes under level 3 detail of identification and hence is more reliable and accurate. The goal of this study is to estimate the importance of poroscopy for identification of individuals and to determine the gender based on frequency, type, and shape of pores. Left plain thumb prints of 200 individuals (100 men and 100 women) aged between 18 and 60 belonging to South Indian population were observed. The results have shown that women tend to have a significantly higher frequency of pores than men. Number of pores ≤ 8 pores/25 mm(2) is more likely to be of male origin and ≥9 pores/25 mm(2) is more likely to be of female origin. There was no significant sex difference based on type and shape of pores.     

国际金融危机影响下的俄罗斯对华战略调整

国际金融危机对俄罗斯产生了深远影响。危机在某种程度上改变了俄罗斯所处的战略环境,恶化了俄罗斯的经济状况,使俄罗斯调整经济发展战略更具紧迫性,同时也影响了与中国的双边贸易。这些影响又间接作用于俄罗斯的对华战略,主要表现为:俄罗斯对华借重、合作领域有了新的方向,对华战略中更加突出经济因素的作用,调整对华经济战略,力图改变单纯依赖能源出口贸易结构,进而稳步提高双边贸易额,减少与中国的贸易逆差。在今后,随着国际政治、经济形势以及俄罗斯本国经济发展情况的变化,俄罗斯对华战略也将发生进一步的调整。

＂三湾改编＂和＂赣南三整＂是我军初创时期的两次重要的改编,它们对我党军队的建设和发展、第一个农村革命根据地的建立、中国革命道路的探索都曾发挥过重要作用,因此,对＂三湾改编＂和＂赣南三整＂进行比较研究,分析它们的共性和个性,对新时期党的建设及军队建设仍然具有重要的启示意义。
