Quality of Service,Expectation, Satisfaction and Trust in Public Institutions: The Abu Dhabi Citizen Satisfaction Survey

Structural equation modelling was utilised to develop and test three models while exploring the causality effect of constructs. The models hypothesised that trust in the government was a result of interactions of several other forces: namely, citizens’ expectation, perception of service quality and satisfaction with these services. The article validates and replicates the findings on the question of causality between performance and trust. The findings were very consistent with the previous ones. The model incorporating citizen's demographic data provided the best fit. According to this model, citizen demographics, expectations and quality of services influence citizen satisfaction; and ultimately, citizen satisfaction influences trust in government. The perceived quality of all services provides significant standardised estimates. However, congestion in streets, parking facilities, parks and recreation and schools are the most salient drivers of citizen satisfaction. The variables of income, education level, years living in Abu Dhabi and marital status exert the highest influence on this satisfaction construct. Perception of quality of services has a significant effect on overall satisfaction; and overall satisfaction drives trust in local government officials. In addition, citizen expectation influences perceptions of the quality of service and overall satisfaction.     

完善农村社会养老保险政府责任机制的探讨

新型农村社会养老保险制度的政府责任存在不少问题,表现在农民养老的历史债务偿还机制、农民参保激励机制、基础养老金调整约束机制、不同层级间政府财政责任约束机制、政府养老金最低待遇承诺机制和补偿机制度、隐形成本的化解机制缺失等方面,因此,需要构建政府责任供给机制,不断完善农村社会养老保险制度。     

Party cues and incumbent assessments under multilevel governance

Politicians' party membership allows voters to overcome incomplete information issues. In this article, we maintain that such ‘party cues’ in multilevel governance structures also induce voters to incorporate their assessment of incumbents at one level of government into their assessment of incumbents at other levels of government. Moreover, we argue that these assessment ‘spillovers’ increase in magnitude with voters' level of political information. They become particularly prominent for voters with higher levels of political knowledge and interest as well as during election periods (when information is less costly and more readily available). Empirical analyses using survey data from Germany covering the period 1990 to 2018 corroborate our theoretical propositions.     

政府信息公开行政诉讼案件疑难问题研究——以浙江法院审理的行政案件为实证样本

《政府信息公开条例》实施以来,由于《条例》本身需要明确的问题很多,相关规定的可操作性不强,导致其实施效果不佳。当大量的信息公开行政诉讼案件涌入法院后,法院对受案范围、原告资格、裁判方式等问题的把握缺乏相关的界定标准,导致对裁判标准的尺度掌握不一,影响了法院裁判的公信力和信息公开工作的有序推进。以具体案件审理中出现的疑难问题为实证样本探求立法本意,明确审理此类行政诉讼案件的思路与裁判标准意义重大。     

The South African National Credit Act fails to protect homeowners against various interest rates hikes

Where a credit provider makes a proper financial assessment and finds that the low-income consumer will be able to satisfy in a timely manner all the obligations under all the credit agreements to which the consumer is a party he will in all probability conclude the credit agreement with the consumer. Obviously the affordability assessment made by the credit provider will depend on the prevailing interest rates at the time. There has been several interest rate hikes since June 2006 to December 2008 in South Africa that has had a detrimental impact on low-income home owners. Due to the various interest rate hikes and the prevailing high interest rates many consumers have lost their mortgaged homes. The South African National Credit Act of 2005 has failed to take into its purview cases such as these, and as a consequence there is no sort of consumer protection available for the low-income group who become over-indebted, because of the constant rising interest rates on their mortgage loans.     

市场调节与政府管制之联系与互动的思考——解决就业歧视问题中的经济法路径分析

大学生对政府的信任状况研究

信任是人与人交往的核心因素,当信任上升到政府层面就尤为重要了。人民把权力委托给政府去行使,这个委托行为的前提就是信任。大学生作为国家未来发展的生力军,他们对于政府的信任态度直接影响到国家未来的发展。对这一群体的政府信任感的研究,无疑能给政府的决策和高校的教育提供信息和建议。通过高校的教育来培养和加强大学生的政府信任,对于构建和谐社会、维持政权的稳定性、为经济建设提供良好的政治环境,都具有非常重要的意义。本文利用对天津7所高校1300多名大学生的问卷调查结果,来探讨现今大学生对政府的信任状况及影响因素。     

论我国地方政府问责制之建构：问题与对策

我国地方政府问责制之建构和运行正在推进,亟待深化研究加大其力度.审视其现实情境可以看到,在"谁来问责"、"如何问责"、"如何定责"与"何以为制"等问题上认识、规制和运作层面还存在诸多问题.这些制约因素对地方政府问责制的完善和运行效度的实现极为不利.因此,提出促进建构与完善我国地方政府问责制,以优化问责资源配置的基本构想与路径选择.
