China's economic slowdown: implications for Beijing's institutional power and global governance role

China's spectacular economic growth over the past decades has given rise to a more confident and proactive China in global governance. China is now an institution-builder, with new Chinese-led institutions such as the Asian Infrastructure Investment Bank designed to cement Beijing's central role in global economic governance. What, then, are the potential implications of a slowing economy for China's institutional power and global governance role? This article locates China's economic growth and slowdown in broader discussions about China's global position and questions about responsibility, order and governance. It argues that China's economic slowdown will not result in a drastic impact on Beijing's institutional power as there are key material, historical and ideational drivers at play here. Unless China is confronted with the prospect of an economic collapse, it will continue to pursue an active institutional role, speak the rhetoric of South–South solidarity with emerging economies and seek a leadership role in reforming global economic governance, even with a slowing economy, because this is intrinsically tied to its identity and how China now positions itself in an evolving global order. 相似文献

This article investigates whether different political institutions such as executives, legislatures, parties, party systems, judiciaries, decentralization, constitutionalism, and referendums across 24 Western democracies are venues for debate across five individual morality policies. Using data since 1945, the article compares three theories of morality policy—(1) Policy Type leading to different institutional venues; (2) Two Worlds of religious/secular party systems; and (3) U.S./European exceptionalism. In order, the most frequently debated issues are abortion, same sex marriage, euthanasia, stem cells/assisted reproductive technology (ART), and capital punishment. There is considerable variation in the institutions and country groups that debate them although fewer differences in the Two Worlds model. Abortion, euthanasia, and same sex marriage are the most convergent issues across institutions, party systems, and country groupings while capital punishment and stem cells/ART show the most diverse patterns of deliberation. The general Policy Type model of morality policy is upheld, but varies institutionally by specific issues. The Two Worlds model is of some importance, but only on three issues. In political conflicts, actors tend to assume that opponents behave maliciously. This phenomena is part of the “devil shift,” which was introduced in advocacy coalition framework research. We present a multivariate analysis of the perceptions of motives and actions of opposing coalitions in a political conflict and thereby analyze a major dimension of the “devil shift” and of its antonym “angel shift.” The conflict concerning the German infrastructure project Stuttgart 21 serves as a case study. We show that the radicalness of policy‐specific beliefs is the most important predictor for the intensity of mutual misperception in the researched conflict. The results further point to a more systematic inclusion of an actor's deep normative core beliefs in future analyses of distorted perception. Another central finding relates to the importance of the personal environment: actors in the subsystem share the same policy core beliefs with the majority of people in their personal environment. 相似文献

ABSTRACTIntergovernmental councils (IGCs) are specific, institutionalized forums of intergovernmental relations. They provide essential horizontal and/or vertical executive channels for preparing, deciding, and implementing multilevel policies. We assume there to be variation, both across federal systems and policy domains, in the purpose they serve – from mutual influence and protection of autonomy through joint decision-making to mere exchange of information – the use that central or sub-state actors make of IGCs, as well as their effectivity. In order to map and explain such variation, this introductory article provides a framework for analysis that includes both conceptual building blocks and conjectural relationships, laying the comparative groundwork for the case studies included in this Special Issue. Findings from the case studies indicate that it is primarily the institutional architecture, but also the structure of the multilevel party system, that account for variation in the purpose and effectiveness of IGCs. 相似文献

New York municipalities passed more than 60 measures promoting high‐volume hydraulic fracturing (HVHF), 2008–12. These policies and resolutions signaled to state officials that municipalities desired HVHF's promised economic benefits and were anxious for an end to the state's HVHF moratorium. They also may be evidence of municipalities proactively preparing for a drilling boom. Why did some jurisdictions adopt these measures while others did not? While scholarship suggests that policy adoption is facilitated when jurisdictions and citizens possess more resources, capacity appears to have a negative or negligible impact on pro‐HVHF action. Such action appears more likely when local actors anticipate HVHF's potential gains but have not previously experienced substantial drilling, perceive that the industry could be viable locally, and can access relevant policy examples. Some lessons from conventional adoption scholarship may not apply when policies are symbolic, advocacy may be elite‐driven, and mimicry is an important diffusion mechanism. 相似文献

National statistical systems are enterprises tasked with collecting, validating, and reporting societal attributes. These data serve many purposes—they allow governments to improve services, economic actors to traverse markets, and academics to assess social theories. National statistical systems vary in quality, especially in developing countries. This study examines determinants of national statistical capacity in developing countries, focusing on the impact of technological attainment. Just as technological progress helps to explain differences in economic growth, we argue that states with greater technological attainment have greater capacity for gathering and processing quality data. Analysis using panel methods shows a strong, statistically significant positive linear relationship between technological attainment and national statistical capacity. 相似文献

Attempts by politicians to control bureaucratic decisions include both structural (how is the agency making the decision organized?) and procedural (what rules must they follow when making the decision?). But how do these two modes of influence interact? This article examines the interaction between bureaucratic structure and one procedural control, the requirement that agencies conduct an analysis of their decisions prior to their issuance. I look at this interaction in the context of two types of analysis, cost‐benefit analysis and environmental impact assessment. I interview 16 individuals in each field and draw from their experiences of conducting and reviewing more than a thousand analyses. The conduct of analysis is affected by where analysts are placed in agencies. In particular, independence of analysts has a trade‐off. The more independent analysts are, the more likely they can challenge preferred decisions in their agency. But independent analysts are brought into decisions later and their independence may limit their long‐term impacts on agency culture. Despite this trade‐off, analysts expressed a clear preference for independence. The interaction between different controls of bureaucratic behavior is a potentially fruitful line for further research. 相似文献

The policy debate over embryonic stem cell (ESC) research in the United States mainly focuses on the extent to which the government ought to provide resources for that research. This article addresses the strategic use of network positions to mobilize an effective coordination system for lifting the moratorium on funding of ESC under the Obama administration since March 2009. By identifying patterns of interactions between members in a network of embedded ties, we can explore the major actors who play the role of brokers or entrepreneurs in stem cell research funding policy under the Obama administration. For that, this article utilizes social network analysis and the G&F brokerage roles framework to identify key brokers in facilitating coordination among various members engaged in funding human stem cell research in the governance network. 相似文献

Post‐crisis international standards have been agreed on in certain areas of banking regulation, namely capital, liquidity, and resolution, but not others, namely bank structure – why? We articulate a two‐step analytical framework that links the domestic and international levels of governance. In particular, we focus on the role of domestic regulators at the interface between the two levels. At the domestic level, regulators evaluate externalities and adjustment costs before engaging in cooperation at the international level. This analysis explains why regulators in the United States and the European Union act as pacesetters, foot‐draggers, or fence‐sitters in international standard setting; that is to say, why they promote, resist, or are neutral toward international financial standards. At the international level, we explain the outcome of international standard setting by considering the interaction of pacesetters and foot‐draggers. 相似文献
