The article claims that, following devolution, increased proximity will increase policy capacity by changing the form of policymaking and providing greater scope for policy tailoring. The hypothesis is tested against devolution of higher education responsibility in Scotland and Catalonia. Results show that devolution did not entail the development of the same form of policymaking in the two regions, but it nonetheless permitted the implementation of policies and tools that were both in contrast with global trends in higher education policy.  相似文献

The new 2010 Kenya Constitution introduced a devolved system of government that has radically transformed the Kenyan polity. The political elite which operated primarily at the national level now encounters a new competitive political arena with the introduction of county governments under devolution. In particular, a new post of County Governor has surpassed in power calculations both the traditional MP and the new position of senator. In the 2013 elections, the focus was on the national arena; in 2017, all this will change.  相似文献

Administrative justice systems are under a variety of pressures, in particular austerity-inspired civil justice reform. I argue that such pressures do not necessitate the decline of administrative justice, and that a developing Welsh model has cross-jurisdictional appeal, especially to legal orders currently lacking a relevant organisational centre and joined-up approach. I examine the efficacy of existing conceptions of administrative justice and delineate a developing Welsh approach grounded in egalitarian principles. The nascent Welsh model emphasises reforming administrative justice hierarchies so that they work harmoniously with regulatory and value-promoting parts of the system, focusing on user perspectives and tackling the risks of less transparent forms of bureaucratic decision-making.  相似文献

Unfortunately, the relationships are often statistically weak and the results ambiguous. This article reviews and attempts to extend the theoretical and methodological issues in this debate. Its aim is to build an agenda for future research in this area. A brief overview of achievements to date is followed by the theoretical and methodological issues related to what constitutes HRM, what is meant by the concept of performance, and the nature of the link between these two. In the final section, it is argued that research designs should start from a multi-dimensional concept of performance, including the perceptions of employees, and build on the premise of HR systems as an enabling device for a whole range of strategic options. This implies a reversal of the strategy-HRM linkage.  相似文献

How national parliaments adapt to the European Union is an important debate. However, scholars often overlook the regional aspect. This is particularly so for the UK where, despite devolution since 1999, scholarship remains largely devolution-blind. It is assumed that evaluating UK parliamentary adaptation only requires assessing the work of Westminster committees. This article takes a first step towards rectifying this oversight through reconceptualising UK–EU parliamentary engagement as multi-territory, not state-centric. This is demonstrated by comparing the social construction of practices in Scotland, Wales and at Westminster since 1999. Acknowledging devolution, however, does not just require comparing practices. Additionally, the paper asks how the ideas of devolution have been taken up by actors, potentially transforming the meaning of UK engagement for them. This necessitates new approaches drawn from interpretivist and constructivist institutionalist theories. Ultimately, therefore, the paper goes further than arguing for devolution-aware research to promoting change more generally in how parliamentary adaptation is theorised.  相似文献

The survey addresses three key reform debates relating to devolution in Wales. These concern first, the case for the further devolution of powers, notably those over criminal justice and policing; second, the defence of Wales’ devolved powers in the context of Brexit; and third, the rooting of devolution in new constitutional ideals, primarily the Welsh government’s preferred model of the UK as a voluntary association of nations, or the alternative pressed by the independence movement. In each case, there are strong pressures within Wales for resolutions which sustain and develop devolution; and in the case of independence, have the potential, with reform debates elsewhere, to transform the UK Union. However, there are also grounds for reflecting on the contested nature of further change, the long road that a case for independence may yet have to travel, and the interests of UK government.  相似文献

The minor electoral gains for the Scottish National Party (SNP) in 2007, which made it the largest party but a minority Scottish Executive administration, have provoked a fundamental review of Scottish devolution. Political imperatives rather than reasoned argument seem to dominate the actions of those pushing for independence and/or greater powers for the Scottish Parliament. The renaming of the Scottish Executive by the SNP as the Scottish Government is creating confusion. The Scottish Executive's plans to move to independence are inadequate for the significance of the intended outcome. The unionist opposition parties could not agree to form a majority coalition but have launched a major review of devolution which includes the possibility of increased tax powers for the Scottish Parliament even when existing tax powers are not used. Federalism has been proposed by the Liberal Democrats and others but evidence from other states suggests that this is by no means a stable or certain solution.  相似文献

In 1707 Scotland’s parliament ceased to exist. Yet it has since been the subject of two monumental acts of record scholarship; the Acts of the Parliaments of Scotland (1814-1875) in the nineteenth century and the Records of the Parliaments of Scotland (2007) in the twenty-first. Using the first of these as a touchstone, this article examines the ways in which the records of the pre-1707 parliament are presented, positioned and interpreted in the second. Unlike the nineteenth-century edition, which was produced in an era when adherence to the 1707 Act of Union with England went all but unquestioned, the twenty-first-century version was created during a period of constitutional devolution amidst a national debate over the question of independence from the United Kingdom. Approaching this new edition of parliamentary records as a cultural product, shaped and informed by the context in which it was created, therefore enables us to learn much about how the relationship between history and national identity in Scotland has changed since its predecessor was published. From there, the article questions the assumption that present-day understandings of Scottish identity are primarily civic and forward-looking, and argues that they are in fact partly based on claims which, whether secessionist or devolutionist, are fundamentally historical.  相似文献

May 2019 marks twenty years since the first elections to the Scottish Parliament and Welsh Assembly. This report discusses a paper published by the Institute for Government (IfG) that reflects on the experience to date of devolution, drawing on interviews with thirteen individuals who have served as ministers in the devolved governments. Reflecting the structure of the IfG paper, there are three main themes in this report: governing without a majority, institutional change, and—in the light of Brexit—relationships between the devolved governments, Westminster and the EU. The conclusion is that the report, although limited in coverage, provides a useful addition to the literature on devolution.  相似文献
