国企人力资源开发与管理的若干思考

科学合理地开发和管理人力资源是国企获得竞争优势的关键。目前，中国国企仍存在组织机构设置不够合理、人力资源信息匮乏、管理粗放、缺乏激励机制等问题。为此，必须重视整体性人力资源开发，建设规范化人力资源管理体系。     

法国行政法院制度评析——兼谈中国行政法院设立的必要性和可行性

法国是世界上最早建立行政法院制度的国家,该制度是法国特定文化背景下的产物,其适应了法国的行政体制,有效地促进了法国行政事业的发展,推动了社会的进步。该制度的优点是固然存在的,但并非说明其毫无缺陷,其优点与缺陷是并存于法国行政诉讼体制当中的。若以此为蓝本,考虑吸收其合理之精华,就必须在理论与实践中系统而深入地研究法国行政法院制度,考虑借鉴法国的行政法院制度模式,建立出符合我国国情的行政法院,以解决当前行政诉讼体制中存在的诸多问题。     

纪检监察学科的发展现状、学科建构与实现路径

纪检监察学科,是关于纪检监察制度及其发展规律的系统知识体系,是党的纪律检查活动和国家监察活动实践经验的总结和概括。推进纪检监察学科建设,是党长期执政条件下推进自我革命、丰富中国特色社会主义理论体系、推动纪检监察工作规范化和法治化的必然要求。纪检监察学的研究对象是纪检监察制度与纪检监察活动。纪检监察学有可能、也有必要作为法学门类下独立的一级学科进行建设。构建纪检监察学科体系应当以纪检监察制度为逻辑起点,以党和国家监督为基础范畴,以纪检监察权为核心范畴,以纪检监察理论为基础支撑,以纪检监察制度、纪检监察活动为体系范围。     

The 2012 sandy hook elementary school shooting: Connecticut’s department of mental health crisis response

This article reports on the role, activities, and lessons learned of a state mental health authority—the Connecticut Department of Mental Health and Addiction Services—in responding to the mental health needs of families and community members following the 2012 Sandy Hook Elementary School shooting. Following the introduction, we provide a brief case study of Department of Mental Health and Addiction Services’ role in the aftermath of the Sandy Hook shooting. This role included use of the Incident Command System (ICS) to deploy a standing statewide network of clinicians who provided direct care for surviving children and school personnel, victims’ family members, and others, and coordination of its mental health response with the activities of other state, private, and individual players. We then discuss key themes and lessons learned and offer recommendations to mental health authorities for planning and implementing their own responses to possible like incidents in the future.     

Policy popularity: The Arizona immigration law

As a maker of policy, a president or a governor invites public approval or disapproval for policy decisions. Public reaction is likely to occur for issues of great salience and clear candidate positions. We focus on immigration policy. Illegal immigration has become a hot issue in recent years, especially in Arizona. The state's governor took a clear stance in 2010 by signing a law that gives police sweeping powers to deal with illegal immigration (Arizona SB 1070). Using an aggregate time-series model, we find that this action affected gubernatorial approval ratings. Indeed the gain in approval proved enduring enough to turn a losing race for re-election into a victory for Governor Brewer. Using individual-level survey data, we find that presidential approval also was affected by reactions to the Arizona Law among residents of the state. When elected officials take clear stances on a salient issue - Governor Brewer for, President Obama against the law-policy moves approval.

Socialism,capitalism, or Chinism?

Is China still building socialism or has it already built capitalism? Or maybe both? Or maybe none of those two systems? Or maybe with the market reforms that deviate from the traditional socialism, it has created something different from the classical types of political and socio-economic regimes known from the 20th century? Some authors have proclaimed that there has been capitalism in China for some time; others claim that socialism has developed there, of course one with Chinese characteristics. Shortages have been successfully eliminated, but the economic system is unbalanced, showing surpluses this time. So, is it socialism, as the official Chinese authorities claim, or capitalism, as asserted by numerous economists? Tertium non datur? By no means, as there are yet other possibilities of system interpretations and the most fascinating of them is being offered by the present-day China, where a unique internal convergence is taking place. Features of socialism intermingle with essentials of capitalism and vice versa, creating a new, different quality. Tertium datur.
