The nineteenth century marked the founding period of modern public finance. We examine the domestic and non-war related determinants of direct taxation in this early democratic period and in a state building context. We argue that the reasons for the expansion of direct taxation can be found in the political competition between different elite groups in the context of industrialization. Systematically differentiating between economic and political arenas, we show that intra-elite competition in industrializing economies leads to higher levels of direct taxation only if the new economic elites are able to translate their economic power into the political arena, either through the representative system or by extra-parliamentary means. In addition, we demonstrate that these processes are directly linked to public investments in policy areas related to the interests of new economic elites such as public education. Our analysis is based on novel subnational data from the period 1850 to 1910, enabling us to concentrate on the domestic determinants of direct taxation.  相似文献

Traditional views hold that citizens’ attitudes toward the police are driven by local concerns. We contend that public attitudes toward the police are also responsive to systematic and periodic state-level political factors. We show that state elections as a focusing event alter periodically the determinants of attitudes toward the police. Using an ordered logistic regression model and data from national public policy surveys from 1998 and 1999, we find that gubernatorial elections have a significant effect on the state/police relationship. State elections create conditions that separate the bureaucratic and partisan functions of the state government. In turn, the bureaucratic performance of the state government is less related to police approval, while partisan contestation for control of the governor office (control of the state) is significantly and positively related to police approval. During gubernatorial election years, attitudes toward the state government account for more of the variation in police attitudes.  相似文献

The concept of digital governance has renovated the basic premise of administration. Digitalization has not only made it more responsive but also enhanced its accountability to deliver the better services to people by initiating direct participation of common person in the process of governance. The dynamic nature of administration makes it change orientation thus responding to the demands in particular time frame. Though the core issue of rendering services acquires the center-stage, recently there has been intermixing of principles of public management giving effective resource management, the special leverage to flame policies. In countries which are less prone to the adaptations of advanced technologies are also taking e-initiative to activate the process of implementation. The present article explores the status of e-governance in Rajasthan, the biggest state of Indian Union. After the enactment of Information Technology Act 2000 by the union government, different states have also taken corresponding initiatives pertaining to the e-governance. This study which was carried out in Rajasthan in 2009 focuses on various dimensions of its application in state secretariat, which epitomizes the epithet of administrative activities undertaken by the Government of Rajasthan. The study results are evaluated on the basis of the data collected at different levels by instituting the questionnaire and survey. It establishes the fact that Rajasthan has responded very well in some areas of administration, but there are certain areas where it has to implement the e-initiative at par with the other states. Therefore this particular study examines the present status of the e-governance followed by the suggestive trajectory on what other efforts are needed to involve this state. The interpretations are subject to the data collected. The secretariat is the domain of governmental functioning to fulfill the expectations of common person in the state. This research works has focused on the various e-programs, and data collected thereafter have been analyzed to understand the intricacies of e-governance in the state. It is a less explored arena where the study is conducted to find out the status of various programs and the impact of e-governance on the implementation of programs.  相似文献

The paper is aimed at exploring the Russian state return to the highly competitive industry of retail trade by adopting restrictive industry-specific legislation in 2009. We reveal a new precedent model of governance using the liberal rhetoric of the competition protection to justify intervention in interfirm contractual relations. We use survey data collected from 843 retailers and suppliers in 2013 to demonstrate that the new legislation had not achieved the proclaimed goals. The paper concludes that instead of market facilitation, the new state activism leads to the further suppression of business and the subversion of antimonopoly policy.  相似文献

This article reports on an investigation into the events surrounding the State of the Nation Address in 2015 (SONA2015), during which opposition party members interrupted proceedings to raise questions about the controversial R208-million security upgrade to South African President Jacob Zuma's personal homestead, Nkandla, in KwaZulu-Natal, using public funds. The event raised issues about the constitutionality of the use of police in the National Assembly; the use of cell phone blocking devices; and the fact that television broadcasters were not allowed to broadcast the events as they happened. The investigation drew on a quantitative content analysis of print media coverage of SONA2015, as well as qualitative interviews with members of the Right2Know (R2 K) campaign in Cape Town and Durban. It explored their activities to “take back Parliament” and calling for a “people's Parliament”. At the core of the investigation was the role of civil society in the media-politics nexus with regard to strengthening democracy and democratic participation in South Africa, through an exploration of the case study.  相似文献

How we understand the state is important when addressing issues of human rights. During the debate on the Anti-Homosexuality Bill in Uganda, the country was, at times, presented as nearly uniformly homophobic, exemplified by references to ‘Uganda’s Anti-Homosexuality Bill’. The state, which does discriminate against gender and sexual minorities, is comprised of different institutions and people, holding, at times, conflicting positions. This paper documents these differing positions that parts of the state adopted, along with how those positions changed over time in response to political changes and lobbying from civil society. Uncovering gaps in the coherence of the state by identifying these opposing views is useful both for how we understand and study the state, and for activism against political homophobias. Strategies against legislation similar to the Anti-Homosexuality Bill can target those within most likely to oppose such laws.  相似文献

《俄罗斯联邦联邦会议国家杜马代表选举法》对选举基金有专门规定:政党参加选举一定要建立政党选举基金.政党选举基金全部经费支出最高不超过7亿卢布.政党的自有资金不可超过选举基金限额的50%,即3.5亿卢布,对公民和法人捐赠的条件和金额也有相应限制.通过对参加第七届俄罗斯国家杜马选举的全部14个政党的选举财政情况进行研究可得出以下结论:选举基金的支出与第七届俄罗斯国家杜马选举结果没有直接的因果关系;意识形态因素对杜马选举发挥着重要作用,"统一俄罗斯"党和俄罗斯联邦共产党这两个党具有更多的选举竞争力;在第七届国家杜马选举中,最终获得进入俄国家杜马资格的4个主要政党除俄罗斯联邦共产党之外,都有募集到直接的政治献金,这些政治献金在俄罗斯是合法的;进入国家杜马中的政党在印刷宣传品方面的选举支出所发挥的作用要比其在电视宣传方面的选举支出发挥的作用大.  相似文献

The Kalman filter is a popular tool in engineering and economics. It is becoming popular in political science, touted for its abilities to reduce measurement error and produce more precise estimates of true public opinion. Its application to survey measures of public opinion varies in important ways compared to the traditionally understood Kalman filter. It makes a priori assumptions about the variance of the sampling error that would not usually be made and does so in a way that violates an important property of the Kalman filter. Consequently, the behavior of the filter modified for public opinion measures is less well-known. Through simulations we assess whether and to what extent filtering: reliably detects the characteristics of time series; does so across series with different rates of autoregressive decay; and does so when the variance of the sampling error is unknown. We also examine whether the filtered data represents the level of true underlying variance and the extent to which filtering assists or hinders our ability to detect exogenous shocks. We learn a numbers of things. Most importantly, taking into account sampling error variance when filtering data can work well, though its performance does vary. First, filtering works best identifying time series characteristics when assuming a stationary process, even if the underlying process contains a unit root. Second, the performance of filtering drops off when we incorrectly specify the variance of the sampling error, and especially when we overestimate it. Third, when estimating exogenous shocks it is better to make no a priori assumptions regarding a measurement error variance unless we are absolutely certain we know what it is. In fact, applying the filter without specifying the measurement error variance is more often than not the best choice.  相似文献
