This article considers the political uses of conspiracy theories (CTs). It is widely accepted that post-Soviet citizens are prone to believe CTs, but there has been little research about the conditions under which politicians endorse conspiracy narratives and why those narratives sometimes become hegemonic. I argue that in times of high uncertainty, CTs have properties that are useful in providing political elites with a focal point for coordination in the absence of other bases for coalition formation. I demonstrate this logic by analyzing the politics surrounding the construction and spread of a conspiracy narrative following violence in Kyrgyzstan in 2010. Politicians with different interpretations of the event coalesced around a contrived conspiratorial narrative, and used it to paper over differences as they formed a ruling coalition. This argument has implications for how to understand the appearance and durability of conspiracy claims in states where political formations are fluid.  相似文献

This paper seeks to reassess the outcome of mainstream civil society promotion policies in post-Soviet Kyrgyzstan. While it agrees with critics that the distorting effects of funding relations have meant that the promised ‘grassroots citizen empowerment’ has not been achieved directly through NGOs, it does not agree that NGOs are therefore merely vehicles of the Western ideological agenda and international aid to the Kyrgyzstani population. It argues that the facilitation of international actors has opened up opportunities for individual NGO activists to pursue their own social and political development agendas. In recent years, some activists have begun to use these opportunities to develop strategies through which grassroots interests are represented to decision-makers, and citizens' abilities to represent their own interests are enhanced. The strategies adopted differ from the mainstream civil society model and have allowed some NGOs to function in a manner more relevant to the specific Kyrgyzstani context. This suggests that local Kyrgyzstani NGOs and activists should not all be written off as ‘artificial’ civil society, irrelevant to the dynamics of state–society relations.  相似文献

This article explores the participation of university students in non-governmental organizations (NGOs) and other forms of association in the city of Osh, Kyrgyzstan. While the literature tends to criticize donor interventions in the post-Soviet space, an analysis of donor-funded youth projects calls for a more differentiated evaluation. It is argued that youth-oriented associations appeal to the students of Osh because these associations have created much needed ‘youth spaces’. In some cases, however, the appeal has little to do with the missions of the projects. Whatever the blueprints prepared by foreign donors, youth-oriented clubs and NGOs provide young people with opportunities for entrepreneurship, for leisure pursuits and for experimenting with their dreams and fantasies. Offering a case study of a group of students who have joined a donor-funded NGO, Students in Free Enterprise (SIFE), the article then charts the students' appropriation of this NGO.  相似文献

Post-Soviet Central Asia has inherited a set of circumstances conducive to the revitalization of religion. The renewal of Muslim awareness and identity in Central Asia may not be surprising, but the growth of Christianity is, especially in its Protestant form within indigenous Muslim communities. This article, based on qualitative field research, reviews one example of this development: the process of conversion to Protestant Christianity among Muslim Kyrgyz in Kyrgyzstan. A prominent aspect of this social movement has been the ways in which Kyrgyz Christians have entered into a dynamic process of engaging with issues of identity and what it means to be Kyrgyz – a process that has sought to locate their new Christian religious identity within, rather than on the margins of, familial and ethnic identity, and one that challenges the normative understanding of Kyrgyz identity: that to be Kyrgyz is to be Muslim. While providing the context for Kyrgyz conversion, this discussion primarily focuses on the way Kyrgyz Christians utilize a number of different discursive strategies to contest normative Kyrgyz identity constructs and to legitimize a Kyrgyz Christian identity.  相似文献

ABSTRACT

Air pollution from the burning of fossil fuels in developing counties is a global challenge due its climate change and health effects. Dirty fuel and air pollution have become a serious issue in many Central Asian countries. This article studies the factors that affect household decisions to transition from dirty energy to clean modern fuels using panel data from Kyrgyzstan. The article argues that the choice of fuel depends on a number of endogenous and exogenous factors. Contrary to the conventional wisdom of the ‘energy ladder’ hypothesis, high income does not lead to a full switch to modern fuel, but rather facilitates the transition to consumption of energy from multiple fuel sources. Factors that increase the chances of full fuel transition are education and access to gas. By contrast, the number of elderly family members and size of the house negatively affect the transition to clean energy use.  相似文献

Mongolia is a long-standing democratic anomaly – a democracy in a clan-based society – that is rarely discussed in research. This article addresses the question, why did Mongolia and the Central Asian countries embark upon markedly different regime trajectories following 70 years of Soviet rule? I argue that the prospects of democracy were shaped by a complex relationship between clan-based traditional authority structures, social relations based on nomadism and the style of Soviet rule. In Mongolia, Soviet authorities carefully enforced collectivization across kin groups and provided all necessary public goods to citizens, effectively dismantling clan-based authority structures. This process unintendedly fortified nomadic social relations that enabled re-emergent elements of opposition and forces in civil society to fill the void of authority generated by the Soviet collapse and to use this counterweight to state power to push for competitive politics. In contrast, the Soviet authorities’ “divide and rule” with clans in Kyrgyzstan reproduced clans that easily took on a dominant role on the eve of the Soviet breakdown and filled the void of authority by placing themselves at the apex of political power providing welfare services and political order. This placed Kyrgyzstan on the path to a post-communist non-democracy.  相似文献

This article examines the concept of sovereignty in elite and popular affection during the violent and turbulent events from April to October 2010 in the Kyrgyz Republic. Nationalist leaders promoted Kyrgyz ethnic values and ideals as the center of sovereignty held by some to be under threat. These events exemplify what we describe as the affective politics of sovereignty. We explore how emotion, in particular, serves as an important component of the constitution of sovereignty as both an international and popular institution. We explore how Kyrgyz identity has become intertwined with the sovereignty of Kyrgyzstan and clashes with Western multi-ethnic conceptions and practices.  相似文献

ABSTRACT

The disintegration of the Soviet Union spurred a transnational trade in consumer goods. Bazaars, which proliferated across the former Soviet Union, including in Kazakhstan and Kyrgyzstan that is the focus of this article, became nodes in this informal trade. This article makes three arguments: (i) Soviet successor states capitalised on the new informal economy which provided employment to millions when economies were in decline. Conversely, ongoing developments, particularly in Kazakhstan, seek to modernise the bazaars that emerged after the Soviet Union. (ii) The movement of people and goods – between border and bazaar, and in case of re-exports, on to another border – are illustrative of a multi-dimensional informal economy evidenced in rent extraction, regulation of bazaars, and in trader networks. (iii) The bazaar-centred economy relies on checkpoint politics that establish border regimes, enabling mobility.  相似文献

ABSTRACT

This study deals with the contemporary dynamics of urban life in Bishkek. Since the dissolution of the Soviet Union, Central Asian societies have experienced widespread political, economic and socio-cultural transformations. In this context, Western or globalized cultural modes and trends influence Kyrgyzstan's social and cultural life. One of these trends is the increasingly popular coffee culture, with its attendant high-grade coffee brands and fancy cafés changing established consumption patterns. This article focuses primarily on cafés as new places of consumption and communication, but it also examines the intentions and strategies of the café pioneers. We reflect on the emergence of coffee and cafés in Bishkek and show how they have integrated in urban life as ‘third places’. Coffee is breaking away from its commonly soluble form and moving toward an expensive lifestyle product, while the new cafés offer a place for communication that has not existed before.  相似文献

ABSTRACT

Why would a woman agree to wed a legally married man when the state would neither recognize her marriage nor grant her alimony, child support or inheritance rights? Although the Communist Party curtailed the rate of openly acknowledged polygynous marriages among the Kyrgyz, its work was undone by glasnost and perestroika, which ushered in a permissive environment. This article highlights constructions of gender as a driver of polygyny in Kyrgyzstan from the perspective of women who voluntarily become second wives. The Kyrgyz case suggests that the cultural value of marriage and motherhood – traditions that grant women communal identities, power and prestige – might lead a woman to consent to second-wife status. I employ the concept of motivational interconnectivity, defined as two or more related reasons women make important personal decisions that have societal repercussions, to explain a woman’s decision to become a second wife.  相似文献
