美国公益诉讼制度及其启示

公益诉讼是一种新型的诉讼模式。作为公益诉讼的创始国,美国已形成健全的公益诉讼制度。我国引进公益诉讼制度时应借鉴和参考美国公益诉讼制度。     

高校社团育人机制的跨文化研究——对中美高校社团的比较分析

中美高校都十分重视学生社团工作,但两国高校社团在与社会的联系程度、社团活动经费的筹集与充裕度、社团经费管理制度方面存在差异。因此,我们要完善政策体系,构建高校社团育人机制政策平台;加强组织领导,健全高校学生社团管理制度;加大资金投入,保证高校社团育人机制良好运行;增强相互交流,强化高校社团育人功能。     

Institutions and Development in Latin America: A Comparative Analysis

We review the theoretical literature on the concept of institutions and its relationship to national development, propose a definition of the concept, and advance six hypotheses about institutional adequacy and contributions to national development. We then present results of a comparative empirical study of existing institutions in three Latin American countries and examine their organizational similarities and differences. Employing the qualitative comparative method (QCA) proposed by Ragin, we then test the six hypotheses. Results converge in showing the importance of meritocracy, immunity to corruption, absence of “islands of power,” and proactivity in producing effective institutions. Findings strongly support Peter Evans’ theory of developmental apparatuses.

构思精美,设计精良的政策并非都能达到预期的效果.由于认知的局限性和政策的复杂性,在政策实践中,事与愿违的现象是普遍存在的.因此,政策评估至关重要.现代意义上的政策评估兴起于上世纪60一70年代的美国,而我国在引进政策科学后总体上仍处于"引进"阶段,尚未完全完成"消化、吸收尤其是创新"过程.本文通过比较研究中美两国在公共政策评估系统的差异,从评估者、评估对象、评估目的、评估标准和评估方法五个方面对比分析,得出一些针对我国公共政策评估系统存在问题的启示.     

美国诱惑侦查制度及对我国的启示

美国社会执法实践中广泛存在诱惑侦查的使用，关于诱惑侦查的法律和制度规制经过长期演变和经验积累，形成了较为完整的诱惑侦查制度。本文通过对美国诱惑侦查制度的法律规定和具体实践的探究，以期为完善公安机关执法工作提供一些参考。我们应借鉴美国关于诱惑侦查方式运用的有益经验，加快有关诱惑侦查领域的立法进程，明确具体的法律规定。公安机关在执法实践中应正确认识诱惑侦查的合理性，慎用诱惑侦查手段，严格遵循程序执法，规范自身执法行为，积极改进执法方式。     

Rethinking measures of democracy and welfare state universalism: Lessons from subnational research

ABSTRACT

Democracy and the welfare state are two of the most extensively studied concepts and themes in the field of comparative politics. Debate about how to best measure the two concepts has failed to contemplate the extent to which political and social rights are uniformly present across distinct regions of the national territory, despite the presence of substantial subnational research that underscores wide variation inside countries. We argue that this omission hampers our understanding of the two phenomena and we propose a new measure of democracy and healthcare universalism, which we call the Adjusted Measures of Democracy and Welfare Universalism. The new measures integrate territorial inequality into existing national-level indicators, providing a more accurate picture of country performance and opening the door to new, multi-level theory building.     

俄国石油业的发展与外国石油资本

19世纪后期到20世纪初,俄国石油业在先发性与相对滞后性的矛盾中发展。先发性指俄国是世界石油工业发展较早的地区之一;相对滞后性指与美国相比,俄国石油业在组织方面存在着差距。俄国因其石油资源丰富、利润丰厚成为国际石油资本角逐的场所。俄国外有美国石油资本的竞争,对内则引进欧洲石油资本。以诺贝尔公司为代表的欧洲石油资本不仅资金雄厚、技术先进,还得到俄国政府的支持。欧洲石油资本既推动了俄国石油业的发展,但又并非总能与俄国保持利益上的一致。     

Anthony King: His Intellectual Legacy. Introduction

The Department of Government at Essex University provided a favourable environment for the development of Anthony King's work. While his primary interest was the UK, his intellectual interests were far broader in scope and informed by comparative insights. His key work was on political leadership, but he also made crucial contributions on other issues such as ungovernability. He had a particular concern with the quality of government, reflected in the Blunders book he wrote with Ivor Crewe.
