Abstract

The security situation in Liberia is currently quite good, and at a glance the peacebuilding process seems to be moving ahead. However, the root causes of the conflict have not been adequately addressed, but have in fact become more interlinked in the aftermath of the civil war. Instead of addressing local perceptions of insecurity the international community made plans for Liberia without considering the context in which reforms were to be implemented. The peace in post-conflict Liberia is therefore still fragile and the international presence is regarded as what secures the peace. Still, the UN is supposed to start its full withdrawal in 2010—indicating that the international community will leave the country without addressing the root causes of conflict.  相似文献

This article interrogates the manner in which the composition, character, regeneration, and accumulation strategies of power elites and the organisation of their hegemony is being affected or unaffected by recent developments, most especially, civil wars and their corollary, postwar reconstruction, in Africa. By seeking to understand how conflicts and post-conflict reconstruction alter or transform the character, recruitment and role of power elites, and the operational context (the nature of the state) in Africa, this article draws attention to the prospects of transforming the nature of leadership in Africa. I contend that the capacity for violence and terror by individuals (especially young combatants who were previously marginalised) and armed groups has become a new marker of elitism and a leverage on peace agreements. Moreover, post-Cold War conflicts in Africa have accentuated the emergence of war-making power elites as ‘executors’ and ‘trustees’ of peace treaties, or ‘peace celebrities’ with considerable leverage on the course and outcomes of postwar reconstruction. The instability in post-1989 Liberia is used as a case study to reflect this claim. I also cite examples of members and leaders of armed groups in countries such as Côte d'Ivoire, Nigeria, Sierra Leone and the Democratic Republic of Congo where the capacity for violence translated into political rewards and gains in peace agreements.  相似文献

ABSTRACT

This article argues that resilience programmes in conflict-affected areas of limited statehood could be understood as much as an effort to equip vulnerable populations with tools to mitigate the effects of poverty, discrimination, lack of opportunities and manage gender inequalities than as an opportunity for the international community to prolong their interventions, consolidate local partnerships and sustain hope. We demonstrate our argument through an examination of the implementation in post-UNMIL Liberia of the ‘Spotlight Initiative’, a new multi-year multi-million programme of the European Union (EU) and the United Nations (UN) focused on the complete elimination of harmful practices and violence against women.  相似文献

In recent years, a number of African countries have scaled up their efforts to improve their democratic development and governance environments. Liberia took up that challenge, in partnership with donor agencies. Between 2006 and 2009 the country's government implemented a Governance and Economic Management Assistance Program (GEMAP) to, among other things, control corruption, mitigate financial mismanagement, improve the capacity for better economic management, and elevate the performance of key institutions in a post-conflict environment for democratic and peaceful state-building. This article provides a review and analytical assessment of the GEMAP in the context of the donor policy intervention framework through which it was conceived and implemented. The evolution, nature, and impact of the program are documented and analysed, and areas where there could have been greater effectiveness are discussed.  相似文献

This article discusses the tensions in security sector reform that stem from a conceptual–contextual divide in statebuilding practice. It uses the case of the United Nations Mission in Liberia (UNMIL) drawdown to understand how tensions between international policy and local practice manifest and impact on reform of internal security capacity in real time. The theme of hybridity links the analytical framework with the reality of SSR performance and explains the fallacies of liberal-institutionalist reform choices. Research findings offer important lessons that point towards the need for developing local institutions and capacities in place of externally driven social engineering projects that enhance dependency. This focus on empowering the local complements, and is commensurate with, the ultimate goal of SSR, namely, the reconstruction of legitimate and people-centred security institutions.  相似文献

Since attaining independence in 1962, Uganda has only seriously contributed to regional and international peacekeeping on two occasions—in Liberia and Somalia. Due to the internal political upheavals that rocked the country in the 1960s through 1980s, Uganda’s capacity to engage in international peacekeeping was seriously curtailed. As a result of engaging in the Liberia and Somalia peace operations, the country has built capacity to engage in peacekeeping. However, recently Uganda has used its participation in peacekeeping missions, especially that in Somalia, as a leverage to fend-off criticisms for its involvement in conflicts in the Great Lakes region.  相似文献

As a twenty-first century post-war, emigrant-sending country, Liberia reflects global citizenship norms while simultaneously departing from them, and this unique positioning offers new opportunities to theorise citizenship across spatial and temporal landscapes. In this article, I examine ‘Liberian citizenship’ construction through a historical prism, arguing that as Liberia transformed from a country of immigration to one of emigration, so too did conceptualisations of citizenship – moving from passive, identity-based citizenship emphasising rights and entitlements to more active, practice-based citizenship privileging duties and responsibilities. Given the dynamic trends in citizenship configuration across the globe and particularly in Africa, this article fills gaps in the growing body of literature on citizenship and participation in emigrant-sending countries by contributing to wider debates about how identities, practices and relations between people transform in the aftermath of violent conflict. Empirical evidence presented is based on multi-sited fieldwork conducted in 2012 and 2013 with 202 Liberians in urban centres in West Africa, North America and Europe.  相似文献

This paper considers how the use of ‘hybridity’ in the peacebuilding literature overlooks the gendered dimensions of hybrid interactions. It does so by examining the United Nations Security Council (UNSC) Resolution 1325 national action plans (NAPs) for Liberia and Sierra Leone. By asking the gendered questions of ‘who participates?’ and ‘how do they participate?’ it draws from Mac Ginty’s conception of hybridity and traces the compliance and incentivizing power in hybridized peace, as well as the ability of local actors to resist and provide alternatives. However, Mac Ginty’s model is found to be inadequate because of its inattention to the gendered nature of power. It is found that with a gendered approach to hybridity, it is easier to trace the processes of hybridization of NAPs in post-conflict states where their implementation is limited. In asking the questions of ‘who’ and ‘how’, three conclusions about the gendered nature of hybrid peacebuilding are drawn: international intervention relies upon the ‘feminization’ of local actors; issues framed within the realm of the ‘masculine’ are more likely to get attention; and the Resolution 1325 agenda in post-conflict states can be subverted by framing it as a ‘soft’ issue.  相似文献

In 1926, the United States (US) company Firestone Rubber in Akron, Ohio initiated a second practice of segregation in Liberia. The first practice began with the minority regime of the Afro-American settlers over 17 ethnic groups in the Republic of Liberia in 1847. Civil rights were unheard of in Liberia during either of these two periods. This changed when Liberian students travelled to the US on government scholarships, primarily to study in historical black colleges and universities (HBCUs) in the 1940s and 1950s. When the Liberian students were exposed to the Civil Rights Movement, they fully understood the injustice of the situation in Liberia. Dr Martin Luther King, Jr and others travelled to the Gold Coast for its transition into becoming the nation of Ghana on 6 March 1957. Meetings between King and Prime Minister Kwame Nkrumah led to collaborative efforts towards ending colonial racism in Africa and segregation in the US. During the Cold War, segregation in the US and Liberia was a source of shame for both nations. Liberian students returning from the US began “sit-ins” in protest against segregated Firestone facilities. The Liberian government responded by enacting its first Civil Rights Act against Firestone in 1958 and ending discrimination, except in segregated schools. This article shows, however, that it took more than another 30 years for the first decolonisation process to end the minority regime after the Civil Rights Acts of 1958, and to end the original form of ethnic segregation, which began in 1847 and ended as a result of the violent civil wars of the 1980s and 1990s.  相似文献

Why are most African emerging democracies failing to consolidate and reach the two-turnover test? Most scholars attribute this to the poor quality of elections and limited institutionalization of vertical accountability, overlooking some important variables. This article challenges this conception both theoretically and empirically by focusing on the quality of horizontal accountability illustrated by observations of comparative interest in Liberia's emerging democracy. Since the end of Liberia's bloody civil war in 2003, two successive and successful democratic elections (2005 and 2011) have been organized, putting Liberia on the path towards democratic consolidation. When analysing the electoral mechanism of vertical2016 accountability, many scholars have been enthusiastic about the prospects of democratic consolidation in Liberia, most of them neglecting the horizontal accountability processes that are also crucial for the quality and durability of democracy. This article analyses the processes and challenges of democratic consolidation in Liberia by focusing on key institutions of horizontal accountability. It argues that although the country has made some progress towards democratization since 2005, the domination and centralization of executive power, weak and dependent institutions of horizontal accountability (legislature, judiciary, national elections commission, general auditing commission, and anti-corruption commission) are major challenges to the consolidation of democracy. These findings have important implications for our understanding of horizontal accountability and democratic consolidation in African emerging democracies.  相似文献
