The Rationale Behind the Creation and Diffusion of Independent Regulatory Agencies: The Case of the Telecommunications Sector in Egypt

The creation and diffusion of Independent ^{1 1}Three different meanings of the regulatory state have been identified by Jordana and Levi-Faur (2004): the minimal, the prudent, and the overambitious meaning. The minimal meaning refers to the regulatory state as a field of study grouping scholars from different disciplines. The prudent meaning emphasises the tendency of modern states to use power and authority. An overambitious notion, the regulatory state developed to replace other state forms such as the welfare, developmental, and stabilisation state. Regulatory Agencies (IRAs) was greatly investigated in the context of the developed countries, particularly in Europe. Many scholars have provided different theories to explain the logic behind the formation and the spread of such agencies. These theories are important but not sufficient to explain the same phenomenon in the context of the developing countries wherein socio-economic and political environments are different. Adopting an institutional framework of analysis, and based on an in-depth qualitative documentary analysis and interviews with different stakeholders, this article investigates the creation and diffusion of the IRAs in Egypt particularly in the telecommunication sector. The findings show that the creation of the IRAs in the Egyptian telecommunications sector represents a rational response to the external isomorphic pressures exerted by international agency and can be explained on functional and practical grounds rather than any other factors of democratic governance or political uncertainties.     

Women’s Participation in Communal Activities in Rural Bangladesh

This article seeks to examine the extent of women’s participation in communal activities in rural Bangladesh, based on an analysis of a development programme, namely REFLECT (Regenerated Freirean Literacy through Empowering Community Techniques). This article evaluates the REFLECT programme with regard to its stated goal of enhancing female participation in local community affairs. Using Michael Mann’s classification of sources of power, the study emphasises the importance of participation as a contribution to political as well as ideological power in the community of Monsurabad Island in rural Bangladesh. To that end, this article aims at analysing women’s participation in community decision-making processes through voting behaviour, traditional village court (Salish) involvement and other civic activities. This study also reviews the views of village elders (matabars) on women’s participation at the communal level and the resulting empowerment. Based on the views of participant women themselves, the study concludes that the implementation of the REFLECT project in the local community under investigation has indeed resulted in empowering women, but this effect remains confined to their families and the handling of women’s issues. As the effect of the REFLECT project has not reached out to the realm of community politics, its impact on women’s participation in the community has been limited. This study argues that without any change in the existing social fabric of Monsurabad, women’s ideological power in that community could not be transformed into political power in accordance with Michael Mann’s theory.     

Public Administration Education in South Korea: Developed but Still Evolving

Korean public administration (PA) education has developed substantially since the Second World War in both quantitative and qualitative dimensions, but there is still a considerable way to go with further development. Korean PA education was heavily influenced by the United States for many years, but Korea’s interaction with other parts of the world was relatively limited. This article deals with the following three issues of Korean PA education. First, a historical background of the development of PA as a discipline will be briefly reviewed to provide a comparative sense, followed by an overview of the development of PA education in Korea. After that, the current status of Korean PA education will be examined based on aggregate data, followed by an assessment of the impacts of New Public Management and globalization.     

The Role of Culture in Knowledge Sharing in a Public-Sector Organization in Ghana: Revisiting Hofstede’s Model

The purpose of this study was to ascertain the role of culture in knowledge-sharing drawing on Hofstede’s culture framework. The case study research design was employed as the research design. Semistructured interview guide was used as the data gathering instrument. Data analysis was done using the thematic analysis technique. Under power distance, four themes were identified as being crucial in knowledge sharing in Afiya Kwabre District Assembly. These factors are decision-making involvement, power and status, delegation of responsibilities, and respect and fairness. In addition, three major themes emerged under uncertainty avoidance—broadening knowledge, job security, and group membership.     

Media monitoring methodology: doing it with rhetoric; doing it with numbers

Abstract

The rise and dominance of social networking sites has generated increasing interest amongst scholars, mainly to understand their nature and the activities supported by these social sites. Studies conducted on social networking sites have generated information on the potential of such sites in boosting revenue-generating businesses, with limited research on how online sites can be used to address the social challenges faced by societies today. This article maintains that online social sites, in particular HIV/Aids-related sites, can possibly be used for HIV/Aids communication. The article therefore presents and reflects on the use of social networking sites amongst Rhodes students and the implications for HIV/Aids communication. The concept ‘use’ in this article is discussed under three sub-topics: (1) extent of social network site use; (2) topics or issues discussed on social sites focusing on HIV/Aids issues; and (3) the advantages and challenges of using social sites to communicate about issues such as HIV and Aids. Using both quantitative and qualitative approaches to the research design and methodology, the study found that social networking sites have become part of the youth's everyday activities, with social sites focusing on HIV/Aids-related issues being used as platforms for learning about the disease, sharing personal experiences and even finding encouragement from peers facing similar challenges. Drug abuse and sexual debut are amongst the topics discussed on HIV/Aids sites. The study also reveals that the effectiveness of social sites in communicating about HIV/Aids can be downplayed by issues of privacy, artificiality and the nature of relationships within networks.

Abstract

In the beginning faith was the alpha and omega of revolutionary dreams and terrorist actions. This article will examine case studies among the Peoples of the Book—Judaism, Christianity, and Islam—for religious terrorism is not the product of one faith. It argues that the cultural resonance of each movement examined offers a blank slate on which contemporary seekers, dreamers, and fighters may write. The title, borrowed from a popular novel, is the leitmotif of this form of violence. By all objective forms of analysis, the movements chronicled in these pages are a parade of seemingly stupid ideas held by idealists, fools, and fanatics who dreamed that, with God at their side, they could bring perfection to a fallen world. In such a cause, antinomian violence is inevitable and genocide its logical outcome. Yet these early movements are not to be despised, for together it was they, not the huddled masses cowering before the powers that be, that created the modern world.

大学自治权不仅涉及与外部国家公权力的关系,也涉及与内部学生权利的关系。从外部视角而言,台湾地区大学自治权获得了宪法性保障地位,不仅可以对抗行政权的不法干涉,也可以对抗立法权的不当规范;从内部视角来看,校园传统的特别权力关系理论被彻底破除,大学生获得了全面的诉讼权。在此背景下,如何在尊重大学自治权与有效救济学生权利之间寻求恰当的途径成为司法实践的关键。台湾地区司法机关在经历一系列的实务尝试后,放弃了合法性审查模式,确立正当性审查模式。这种司法经验值得大陆借鉴。     

The best beloved of all things

The Baha’i Faith presents a concept of justice closely linked to its core belief in the oneness and interconnectedness of all humanity. Baha’is are urged to think about all people as members of one human family. In the same way that the cells of a body work together to keep the body healthy and functioning, our responsibility is to work together to establish a just society. Oppression and violence against any one part causes damage to the whole. Justice, therefore, requires striving to safeguard the right of all to develop their capacities and contributions toward the advancement of civilization. The role of education is vital to this process. Through reflection on my personal history – from fleeing religious persecution in the land of my birth to becoming a social psychologist researching discrimination – I explore Baha’i perspectives on justice, unity, and the concept of collective trusteeship, with a particular emphasis on education.

The victory of Donald Trump’s administration not only meant a change in domestic socioeconomic policy, but also in the sphere of U.S. foreign ties; it has had a strong influence on the development trend of the world economy and trade. Taking the path of protectionism and confrontation with key trade and economic partners in Latin America, Asia, and Europe, Washington has attempted to break the status quo and transform the existing character of the globalization process. The “Trump factor” has become a key element in the formation of a new global order.
