The regulation of conduct via law is a key mechanism through which broader social meanings are negotiated and expressed. The use of regulatory tools to bring about desired outcomes reflects existing social and political understandings of institutional legitimacy, the meanings attached to regulation, and the values it seeks to advance. But these contextual understandings are not static, and their evolution poses challenges for regulators, particularly when they reflect political framing processes. This paper shows how inspection has been reshaped as a tool within the United Kingdom's health and safety system by changes in the meanings attached to the concept of “risk‐based regulation.” While rates of inspection have fallen dramatically in recent years, the nature and quality of inspection have also been fundamentally reshaped via an increasingly procedural and economically rational “risk‐based” policy context. This has had consequences for the transformative and symbolic value of inspection as a tool of regulatory practice.  相似文献

自18世纪开始兴起的公众舆论推动了近代西方民主思想的形成,而20世纪公共管理的勃兴正是这种民主思想体制化的必然结果。对于公众舆论的理性与非理性认识分野,受制于背后复杂的权力博弈。在近代公众舆论观向现代公众舆论观转型的过程中,公众权力论逐渐让位于管理控制论。由于国家-市场-市民社会的关系失衡,当代公众舆论面临着环境危机。在目前善治的要求下,公共管理从公共利益出发,必须以保护公众舆论的自由和多元为己任,确立自身被监督者、反馈者和配给者的多重角色,做到有所为和有所不为。  相似文献

The impact of exposure to violence in the media on the long-term development and short-term expression of aggressive behavior has been well documented. However, gaps in this literature remain, and in particular the role of violent media exposure in shaping violent and other serious antisocial behavior has not been investigated. Further, studies of violent media effects typically have not sampled from populations with confirmed histories of violent and/or nonviolent antisocial behavior. In this study, we analyzed data on 820 youth, including 390 juvenile delinquents and 430 high school students, to examine the relation of violent media use to involvement in violence and general aggression. Using criterion scores developed through cross-informant modeling of data from self, parent/guardian, and teacher/staff reports, we observed that childhood and adolescent violent media preferences contributed significantly to the prediction of violence and general aggression from cumulative risk totals. Findings represent a new and important direction for research on the role of violent media use in the broader matrix of risk factors for youth violence.

Although parents are often thought to be the primary communicators of sexual information, studies have found that many adolescent boys report receiving little or no parental communication about sex. Instead, boys report learning about sex mostly from their peers and the media. However, little is known about the content of these communications, from any source. Using a sample of 286 male undergraduates, this study employed a mixed-method approach to examine the amount and content of sex-related communication boys received from their parents, peers, and the media. Results indicated that adolescent boys report receiving less sexual communication from their parents than from peers and the media. In terms of content, parental messages focused on abstinence and contraception while peer and media messages were significantly more sex-positive. Analyses of ethnic group variation showed that African American adolescents reported receiving the most parental communication and Asian American boys reported the least, with further variability in the content of the messages. Findings also document considerable diversity of message content, both within and across source, highlighting the utility of comparative and multi-method approaches.

This article presents conceptual and empirical analyses of several of the “best practices” of learning and instruction, and demonstrates how violent video games use them effectively to motivate learners to persevere in acquiring and mastering a number of skills, to navigate through complex problems and changing environments, and to experiment with different identities until success is achieved. These educational principles allow for the generation of several testable hypotheses, two of which are tested with samples of 430 elementary school children (mean age 10 years), 607 young adolescents (mean age 14 years), and 1,441 older adolescents (mean age 19 years). Participants were surveyed about their video game habits and their aggressive cognitions and behaviors. The first hypothesis is based on the principle that curricula that teach the same underlying concepts across contexts should have the highest transfer. Therefore, students who play multiple violent video games should be more likely to learn aggressive cognitions and behaviors than those who play fewer. The second hypothesis is based on the principle that long-term learning is improved the more practice is distributed across time. Therefore, students who play violent video games more frequently across time should be more likely to learn aggressive cognitions and behaviors than those who play the same types of games for equivalent amounts of time but less frequently. Both hypotheses were supported. We conclude by describing what educators can learn from the successful instructional and curriculum design features of video games.

Gentile   is Assistant Professor of Psychology and Research Fellow at the Institute of Science and Society, Iowa State University; he is also director of research for the National Institute on Media and the Family. He received his Ph.D. from the Institute of Child Development at the University of Minnesota. His major research interests are focused on positive and negative effects of media on children and adults, including effects of advertising, television, video games, and media violence. He is the editor of the book Media Violence and Children: A Complete Guide for Parents and Professionals (2003: Praeger Press), part of the series Advances in Applied Developmental Psychology. He is also coauthor of Violent Video Game Effects on Children and Adolescents: Theory, Research, and Public Policy (2007; Oxford University Press). J. Ronald Gentile   is SUNY Distinguished Teaching Professor Emeritus of Educational Psychology, University at Buffalo, State University of New York. He received his Ph.D. in Educational Psychology from Pennsylvania State University. His major research interests include learning, memory, and instruction; mastery learning; and grading practices. The therapeutic imperative and other social pressures, the technological imperative, financial interests, and media hyping have driven the overzealous medical-science pursuits of very old individuals and very young fetal infants. ABSTRACT

Following the terrorist attacks of 13 November 2015 in Paris and 22 March 2016 in Brussels, radicalisation has become the topic of lively debate in Belgium. However, little research has been done on the different perspectives which people use to communicate about radicalisation in Belgium. Therefore, an inductive framing analysis of 2,271 excerpts, taken from various newspaper articles, policy documents and social media, was performed to precisely reconstruct all the frames and counter-frames that are used to define the issue. The results were validated through seven interviews and two workshops with a variety of stakeholders (imams, youth workers, academics, journalists). This resulted in the reconstruction of four problematising frames and eight deproblematising counter-frames. In addition to presenting and illustrating these frames, this paper discusses how the framing analysis can help gain insight into the social construction of radicalisation in the wake of the 2015 and 2016 terrorist attacks.  相似文献
