发展非公有制经济的理论创新

改革开放以后,我国先是从作为公有制经济"有益补充"和"拾遗补缺"的角度,确定发展非公有制经济的必要性;然后从纳入基本经济制度和市场经济重要组成部分的角度,提升非公有制经济的地位和作用;进入新世纪以后,形成了发展非公有制经济的较为系统的理论认识.     

试析刑法修正案(五)对信用卡犯罪之完善

信用卡犯罪日益猖獗,危害甚大。我国刑事立法有疏漏之处,难以遏制。《中华人民共和国刑法修正案(五)》主要从源头上对信用卡犯罪作了较全面的立法完善,以维护正常金融秩序,保护金融机构和公众合法利益,便于司法操作和国际合作。要做到准确适用,就有必要从立法精神上予以理解、把握。     

关于“信用宁夏”建设的思考

宁夏信用缺失的最根本、最直接的原因是失信成本偏低.要建设"信用宁夏"必须提高失信成本,这是促进信用环境根本好转的有效途径.     

The Causal Relationship between Stock,Credit Market and Economic Development: An Empirical Evidence for Greece

This paper examines empirically the causal relationship among financial development, credit market and economic growth by using a trivariate autoregressive VAR model in Greece for the examined period 1988:1–2002:12. The results of cointegration analysis suggested that there is one cointegrated vector among the functions of stock market, the banking sector development and economic growth. Granger causality tests have shown that there is a bilateral causal relationship between banking sector development and economic growth and a unidirectional causality between economic growth and stock market development whereas there is no causal relationship between the stock market and banking sector development.     

Changing the Tobacco Use Management System: Blending Systems Thinking with Actor–Network Theory

Managing “wicked” issues like the tobacco epidemic is addressed using a combination of Open Systems Thinking (OST) and Actor–Network Theory (ANT). OST was used to construct a model of the tobacco problem as a management system acting in a broader environment. This highlighted several problems with the current system but provided no mechanism for reform. ANT, the “sociology of translation,” was used for understanding how change occurs. Unlike systems thinking, ANT focuses the contest for change on heterogeneous networks of human and nonhuman actors that must be constructed through a process of defining and defending models of change, building alliances, gaining public acceptance, and finally achieving institutional acceptance of the reform (or of some compromise). We then show how this dual approach can shed light on a current challenge in controlling tobacco, the issue of product regulation, and the broader issue of harm reduction versus harm elimination.     

政府信息化系统群集成化建设模式研究

本文从我国政府信息化分散建设的实际情况出发,为解决不同单位间关联业务数据不共享、协同应用与业务整合的关联松散等实际问题,建立了政府信息化系统群集成化建设的框架模型,综合运用集合空间思想、群判别法知识和集成管理理论,提出了政府信息化系统群集成的判断依据,并对政府信息化系统群集成化建设管理机制进行了充分探索,为促进政府信息化系统群建设管理机制的改进提供借鉴,一定程度上推动了我国政府信息化系统的建设模式创新。     

Assessing the psychological and mechanical impact of electoral rules: A quasi-experiment

The paper assesses the influence of electoral rules on vote choice and election outcomes using a quasi-experiment conducted during a recent Canadian provincial election. Respondents were invited to vote under three voting systems (first past the post, alternative voting and proportional representation) and to answer a short questionnaire. We examine how the distribution of votes and seats is affected, and we ascertain how much of the total difference is due to psychological and mechanical effects. We find that a PR system would have increased legislative fractionalization by the equivalent of one effective party and that the mechanical effect is much more important than the psychological effect. As for AV, its mechanical and psychological effects act in opposite directions.     

投融资平台公司信用风险与地方政府信用失序——以法律为视角

法律冲突与制度扭曲环境下的投融资平台公司,从诞生之日起即具有结构性信用风险,而平台公司的信用风险与地方政府的信用具有相关性,其所具有的传导效应构成地方政府信用风险、宏观经济结构调整风险、土地政策调整风险、银行系统风险、财政风险这样一条具有多米诺骨牌效应的信用风险链并或将成为推手。加强地方政府的信用治理,从财政体制上、法律制度上规范地方政府信用秩序是防范平台公司信用风险的根本手段。     

Strategic voting and effective representation thresholds: Evidence from three Spanish general elections

The extent of strategic voting in the Spanish general elections of 2000, 2004 and 2008 is estimated using a new measure of strategic incentives suitable for proportional representation systems that avoids some of the problems associated with lagged variables. Strategic behaviour increased from 12 to 33 per cent of the electoral base of the United Left Party, the major victim of strategic defection. This estimate is a conservative one as elite mobilisation is controlled for in the constituencies, which is unusual in the literature on strategic voting that uses regression‐based methods.     

农信社系统改革历程评析与深化改革建议

农信社系统①是农村金融的主力军,在农村经济中发挥着无可替代的作用。在农信社系统的发展历程中,2003年是一个重要的分水岭,农信社系统的目前状况是2003年实施系统改革的结果。本文对其绩效进行评析,发现农信社系统仍然存在的问题,并提出进一步改革的对策建议。
