政治身份认同与缅甸果敢同盟军的瓦解

生存达二十年之久的缅甸非政府武装组织果敢同盟军于2009年8月被缅甸中央政府解除武装而宣告瓦解。本文通过对果敢同盟军、佤邦联合军和掸邦东同盟军这三个背景相似的缅甸非政府武装组织的比较研究,提出导致果敢同盟军瓦解的内部深层次的支撑性原因是该组织政治身份认同的缺失的观点。通过这一案例,本文试图提出政治身份认同是非政府武装组织在主权国家内生存的必要条件这一一般性假说。     

Addressing the National Academy of Sciences' challenge: a method for statistical pattern comparison of striated tool marks

In February 2009, the National Academy of Sciences published a report entitled "Strengthening Forensic Science in the United States: A Path Forward." The report notes research studies must be performed to "…understand the reliability and repeatability…" of comparison methods commonly used in forensic science. Numerical classification methods have the ability to assign objective quantitative measures to these words. In this study, reproducible sets of ideal striation patterns were made with nine slotted screwdrivers, encoded into high-dimensional feature vectors, and subjected to multiple statistical pattern recognition methods. The specific methods employed were chosen because of their long peer-reviewed track records, widespread successful use for both industry and academic applications, rely on few assumptions on the data's underlying distribution, can be accompanied by standard confidence levels, and are falsifiable. For PLS-DA, correct classification rates of 97% or higher were achieved by retaining only eight dimensions (8D) of data. PCA-SVM required even fewer dimensions, 4D, for the same level of performance. Finally, for the first time in forensic science, it is shown how to use conformal prediction theory to compute identifications of striation patterns at a given level of confidence.

民族区域自治制度是当代中国的基本政治制度之一,是中国共产党把马列主义民族理论与中国实际相结合解决中国民族问题的成功政策。而历史上中国共产党在处理民族问题时,曾经提出并使用过“民族自决”的民族政策。考察中国共产党从“民族自决”到“民族区域自治”政策的历史发展变迁,可以使我们客观的了解和认识中国的民族问题,以及进一步丰富、完善和发展中国的民族区域自治制度。     

政府决策能力论析:国家重点建设工程决策之视界——以长江三峡工程决策为例

国家重点建设工程决策是检验政府决策能力的一个重要标尺.国家重点建设工程建设对国计民生影响重大.其决策具有卷入决策主体多、决策难度大、决策周期长、决策影响面广等显著特点.从分析长江三峡工程的决策过程可以发现:其决策有较强的科学性,但尚有较大提升空间;民主决策在一定程度实现,但仍需要进一步改善,对决策制度的重要性认识不足,相关制度亟待规范.基于对长江三峡工程决策的论析,关于国家重点工程建设决策能力的评价需要从决策价值导向能力、决策目标获取与锁定能力、决策资源动员整合能力、决策环境协调能力、决策机制完善与运行能力以及决策技术应用与创新能力六个方面进行深入研究.

Repression and reaction: militant democracy and the radical right in Germany and France

The June 2004 elections offered the British National Party unique opportunities for growth. There were three different elections being held at once: for seats on local councils, for the London mayor and the London Assembly, and for members of the European parliament (MEPs). Following boundary changes, the local council election was being conducted on a three-candidates-per-seat basis. The London and European elections were being run according to the rules of proportional representation. Both systems favour minor parties. The BNP went into the elections buoyed up by almost four years of considerable success. However, the party failed to achieve the gains anticipated. After several years that witnessed increasing votes, this was the first instance of the BNP vote stagnating. Renton explains the BNP's failure in terms of a series of factors: poor leadership, tactical errors, the hardening of Conservative anti-BNP voters, the press publicity garnered by the UK Independence Party, and the successful intervention of anti-BNP campaigners.

民族院校是培育少数民族精英人才的摇篮,也是国家人才教育培养的重要组成部分。对民族院校的思想政治教育现状进行科学有序的调查了解,然后提出理性有效的对策,输入正确的民族观,建构良性的公民观,创新民族院校思想政治教育之方法。     

民族自治地方政府推行开放式决策的路径

民族自治地方政府重大事项决策需要由"封闭式决策"转向"开放式决策",这既是保障广大少数民族地区群众的知情权、参与权、表达权、监督权的需要,更是民族自治地方政府实现决策民主化、科学化和法治化的必由之路。要在民族自治地方成功推行开放式决策,一方面要借鉴发达地区成功的决策经验,另一方面要结合本民族地区的实际,探索适合民族自治地方政府的开放式决策之路。
