关于推进贵州省“阳光工程”法治化的思考

＂阳光工程＂是贵州省在自身实际情况的基础上探索出的社区戒毒新模式。＂阳光工程＂自实施以来,通过各种途径安置戒毒康复人员,有效地提高了戒毒康复人员管控率,降低了戒毒康复人员复吸率。然而,在＂阳光工程＂的实施中,还存在规划目标不明确、制度不健全等问题。＂阳光工程＂的法治化将为这些问题的解决提供一种有效的思路,进而推进省内社区戒毒工作的进一步发展。     

Fantasy machine: philanthrocapitalism as an ideological formation

Philanthrocapitalism is promoted as a form of development funding that infuses philanthropy with the dynamism and innovation of capitalist enterprise. Millennium Promise is a philanthrocapitalist organisation based in New York, which finances the Millennium Villages Project (mvp) across 10 countries in sub-Saharan Africa. At the level of its discursive articulation Millennium Promise appears as a Foucauldian ‘anti-politics machine’: a mechanism of transnational governmentality devoted to the biopolitical production of entrepreneurial subjects organised in self-disciplining communities. Drawing on psychoanalytic theory and field research conducted in Uganda, I argue that philanthrocapitalism is better understood as an ideological formation, which mobilises a disavowed enjoyment of global inequality. In the case of Millennium Promise this enjoyment is structured by specific social fantasies: cause-related marketing campaigns invite Western consumers to enjoy their imagined distance from ‘African’ suffering; the mvp functions as a narcissistic mirror, which offers a reflection of capitalist society cleansed of its class antagonism; and, through the staging of messianic rituals, the mvp mobilises a shared enjoyment of pseudo-colonial relations of domination. I conclude that philanthrocapitalism is not an anti-politics machine but a fantasy machine, which demonstrates the limitations of Foucauldian critique, and forces us to confront our own relations to enjoyment.     

Forensic DNA laboratory automation – Principles and guidelines

There is a lack of clear guidelines for project managers, laboratory managers and forensic scientists on strategies for the automation of forensic DNA laboratory processes and operational implementation of new technologies. This is reflected in the failure rate of projects in the forensic DNA testing environment. We present a set of guidelines and concepts important for forensic laboratory automation. Some case studies from past projects are presented. These consist of partial (or modular) automation (n = 2) and full automated robotically integrated systems (n = 2).Technology Management principles and concepts are crucial to prevent failure of projects, e.g. early adoption of untried technologies, and organizational factors. The future of laboratory automation is modular until such time as new discontinuous technologies will replace the need of the traditional manual laboratory configuration in totality.     

基于牛津郡社区卒中项目分型研究中风(中经络)急性期中医证型与检验指标相关性

目的 基于牛津郡社区卒中项目(Oxfordshire Community Stroke Project, OCSP)分型研究中风(中经络)急性期中医证型与检验指标的相关性。方法 收集225例中风(中经络)急性期患者,根据英国OCSP分型,中医辨证分型分为风痰阻络证、气虚血瘀证、风火上扰证、阴虚风动证。收集患者的既往史、生活习惯、检验指标资料,探讨中风(中经络)患者中医证型分布及OCSP分型与中医证型的关系、不同中医证型患者检测指标的变化。结果 中风(中经络)患者中医证型以风痰阻络证为主。不同性别患者中医证型分布差异无统计学意义(P>0.05)。不同OCSP分型患者4种中医证型分布存在差异(P<0.05)。不同证型患者血清肌酐水平比较,差异有统计学意义(P<0.05),不同证型患者尿酸、同型半胱氨酸、三酰甘油、低密度脂蛋白胆固醇、载脂蛋白A1水平比较,差异无统计学意义(P>0.05)。结论 基于OCSP分型,中风(中经络)急性期中医证型与血清肌酐具有一定的相关性。
