党的十八大以来,地方政府改革和创新的热情不断高涨,诞生了以最多跑一次街道吹哨、部门报到等较为典型的改革模式,得到中央的认可并在全国推广。但同时也要看到,地方自主行为空间的增大和上级对于地方政府官员绩效考核指标从单纯的注重经济增长到经济发展与改革创新并重的转变,使得地方政府官员的行为策略发生明显变化,相伴而生的就是政绩式改革问题日渐凸显。政绩式改革的存在,使得地方治理易于陷入政府工作重心发生偏离、治理资源出现错配或无效配置、公共政策缺乏稳定性和连续性、真正干实事的干部难以获得晋升等问题。而增强顶层设计方案的可操作性、提高居民满意度在地方官员绩效考核指标体系中的权重、帮助地方政府官员树立正确理性的改革观和维持地方政府政策的稳定性和连续性是治理政绩式改革的基本路径。 相似文献

This article presents some of the key findings of the Southern African Reconciliation Project (SARP). The SARP was a collaborative research project involving five Southern African NGOs in Malawi, Mozambique, Namibia, South Africa, and Zimbabwe. It examined how the concept of reconciliation was understood in political and community contexts in Southern Africa and investigated the ways in which national government policies and civil-society participation in reconciliation initiatives have opened up and/or foreclosed on opportunities for reconciliation, transitional justice, and the promotion of a culture of human rights. The author summarises the historical context of reconciliation in Southern Africa, outlines the reconciliation initiatives in each country, and identifies emerging debates around and principles of reconciliation that have surfaced in the work of civil-society organisations (CSOs) in the region. 相似文献

While it places special emphasis on the reaction of Britain and France - the hegemonic powers in the Levant, to this development, it also examines the implications of the growing French-British tension in this area on the Soviet-Syrian-Lebanese process of rapprochement. Abstract: Subnational varieties of immigrant integration policy, which are particularly salient in federal states, remain largely neglected by migration studies. Following Lijphart, who long demanded to verify international research at the subnational level, this study aims at capturing subnational policy variations using the example of Swiss cantons. In line with international approaches, cantonal integration policies are conceptualized and measured in terms of immigrants’ ease or difficulty of access to civic, political, socio‐structural, as well as cultural and religious rights and obligations. The transfer of an international concept to the subnational level facilitates a validation of the former, which constitutes a second neglected research field. Finally, a look at the empirical evidence allows testing the construct validity of our measurement: in line with theoretical assumptions, our data reveal a clear linguistic divide, an institutionalised “Röschtigraben”, with German speaking cantons exhibiting overall more restrictive policies than Latin cantons. 相似文献

The recent domestic constructivist studies characterize Japanese security policy as a serious anomaly to realism and a crucial case vindicating their approach to the larger study of world politics. The present paper challenges this view. It advances a postclassical realist interpretation of Japan's core security policy in the past quarter century. Japan's military doctrine expressed in the 1976 National Defense Program Outline (NDPO) is consistent with postclassical realism's predictions, as opposed to neorealism's predictions, which focus on the dynamics of the regional security dilemma and the question of financial burden resulting from military build-up. In addition, postclassical realism offers a more compelling theoretical guide for understanding Japan's core security policy than defensive realism or mercantile realism. This paper backs up its argument with the empirical evidence that Takuya Kubo, the author of the NDPO, himself intentionally based the NDPO on a postclassical realist line of thinking. 相似文献

Abstract This article uses culture of poverty and rational choice theories of poverty to explain how quickly nonelderly household heads leave public housing. Data from the Panel Study of Income Dynamics serve as the basis for the analysis. Although a significant proportion of all household heads have public housing spells lasting five or more years, the majority have spells lasting less than five years. The availability of other housing options has a strong impact on how quickly individuals move out of public housing. Family structure and human capital play a more modest role. To the extent that one's childhood experiences affect the likelihood of exiting public housing, they appear to do so mostly through their effect on the acquisition of human capital. Finally, the evidence presented is inconsistent with the notion that public housing is a trap from which it is more difficult to escape the longer one lives in it. 相似文献

Experience from adaptive and community-based resource management suggests that building resilience into both human and ecological systems is an effective way to cope with environmental change. El Niño phenomena are increasingly signalled in advance of their onset. We argue that it is beneficial to heed warnings of potential harm and to intervene in society to foster adaptations that might avert extreme negative ecological and social impacts which can trigger socio-political stress and widespread human suffering. The El Niño of 2004 in the island province of Bohol in the Philippines is used as an example of a successful intervention. 相似文献
