国外廉政文化建设的经验与启示

多年以来,国外清廉国家在廉政文化建设方面取得了相当不错的成绩,主要形成了培育崇廉、尚廉的“以风育廉”、重视道德因素的“以德倡廉”、强调领导层示范作用的“以身率廉”、制订完备法律条例的“以法保廉”、完善制度建设的“以规固廉”的基本经验。这对当前我国的廉政文化建设提供了积极有益的借鉴。     

中美关系走向与国际格局之变(名家笔谈)

Sino-US relations are one of the most important bilateral relations in the world. The sound and steady development of the relations not only conforms to the fundamental interests of both countries and peoples, but also contributes to the future world security order. However, US policies towards China have been undergoing significant changes since President Trump assumed power, leading to intensifying strategic competition between the two countries and making the bilateral relationship more complex, uncertain and uncontrollable. In the face of enormous difficulties, more efforts should be made to stabilize and further develop Sino-US relations now standing at a juncture. This has sparked a wave of discussion and debate among scholars both at home and abroad. How to view Sino-US relations in a comprehensive, objective, rational and pragmatic manner has become a major subject worth further exploration and clarification. Against this backdrop, on September 19, 2020, the Editorial Department of Journal of International Security Studies of UIR and the PLA Information Engineering University (Luoyang Campus) successfully co-hosted the 13th “Expert Forum” on the subject of “Assessing Sino-US relations” in Luoyang, Henan Province. Under the framework of “future development of Sino-US relations and the world security order”, distinguished scholars and researchers from all around China discussed such major issues as difficulties and development trends of Sino-US relations, US domestic political landscape and its policies towards China, as well as the construction of the future world security order and China’s strategic responses. Some of the viewpoints of the scholars and researchers are now offered to our readers.     

发展中国家社会养老金兴起原因和实施效果分析

非缴费型社会养老金,也称社会养老金,和缴费型养老金几乎同时诞生,但前者的发展一直相对滞后。在20世纪90年代之前,社会养老金在发展中国家的普及程度远远落后于发达国家。本研究采用文献法,基于HelpAge International的全球社会养老金数据,分析了自20世纪90年代以来非缴费型社会养老金在发展中国家的发展趋势、兴起原因和减贫效果,并结合发展中国家实施社会养老金的经验,为我国城乡居民养老保险制度未来改革和完善提出了建议。首先,根据本国情况选择适宜的制度模式;其次,应关注制度的长期可持续性,本着持续渐进的原则,逐步提高保障力度;最后,通过合理的制度设计来减少社会养老金负激励效应。     

中、日、俄3国文化近代转型比较

近代的中、日、俄 3国文化 ,代表了东北亚国家文化现代化的 3种类型 ,也代表了东北亚国家现代化的 3种类型。日本文化的近代转型是 3国中比较全面、比较彻底的。同日本相比 ,俄罗斯的近代文化转型受俄国旧传统的制约只是半转型 ,而中国的文化转型虽然与俄罗斯有许多相似之处 ,但却比俄罗斯的上层文化转型更为狭窄。这正是 2 0世纪前半期在文化上 ,中国先学日本、后学俄国的原因     

西方国家行政改革的策略及其启示

自20世纪70年代末80年代初以来,西方国家掀起了声势浩大的行政改革运动,目的是要引进新公共管理来否定传统的官僚制.改革无疑会遇到巨大的阻力.西方国家的行政改革之所以能顺利推行,是与改革者运用正确的改革策略分不开的.本文首先从西方国家行政政革的背景分析入手,论述了西方国家在改革中采取的具体改革策略:强化政府权威、获取政治支持、化解政策阻力、渐进推进,最后简要指出了西方国家改革策略对我国行政改革实践的重要启示.

根据我国《婚姻法》＂保障离婚自由,防止轻率离婚＂的立法指导思想,设立符合我国国情的分居制度,可以为婚姻当事人提供一个离婚的缓冲期间,为双方提供一个冷静思考的机会,使其慎重地处理面临的婚姻家庭纠纷,从而理性地决定是否离婚。这既有利于保护婚姻当事人及其子女的利益,也有利于维护社会的和谐与稳定。

南非申请加入金砖国家合作机制,是南非与其他金砖国家的历史联系,及经济与战略合作关系的持续深入等综合因素影响的结果,符合南非推动国内经济发展、注重对非其他国家间关系与参与全球治理等利益诉求。作为非洲大国与世界主要新兴经济体之一,其他金砖国家看好与南非在增强相互关系的经济社会基础、促进世界经济发展的均衡与完善全球治理机制等方面的合作潜力。作为金砖国家合作机制的新成员,南非将在推动金砖国家间的经济合作、倡导非洲议程与深化金砖国家合作机制等方面扮演积极角色。     

Out of the Shadows: Explaining the Undeclared Economy in Baltic Countries

Until now, participation in undeclared work has been explained through either a structuralist lens as driven by ‘exclusion’ from state benefits and the circuits of the modern economy or through a neo-liberal and/or post-structuralist lens as driven by the voluntary ‘exit’ of workers out of formal institutions and into this alternative realm. Reporting the results of a 2007 survey of undeclared work in eight Baltic nations, this article reveals how such either/or explanations need to be transcended and replaced with an appreciation of the heterogeneous nature of such work and the diverse motives underpinning participation.     

中国东北地区与周边国家的贸易和投资关系

与日本、韩国、朝鲜、俄罗斯等东北亚国家的进出口贸易,在中国东北地区的对外贸易中一直占有较高的比重。日本、韩国还是东北地区最主要的外商直接投资来源国。当然,目前也存在着东北地区与主要周边国家贸易关系总体发展水平不高,利用日本和韩国直接投资地区分布严重不均衡、单个项目规模较小等问题。目前,既存在着东北地区加快发展与周边国家贸易和投资关系的机遇,同时也存在许多短时间内尚难以克服的障碍。因此,促进东北地区与周边国家发展贸易和投资关系既需要抱有合理的预期,更需要采取可行的对策。
