谈国外警察教育的特点

以警察体制中管理和结构的集中或分散程度为基准,警察教育模式可分为英美模式、欧洲大陆模式和发展中国家模式。英美模式和欧洲大陆模式的相同点是以学历教育和职业教育相结合为大方向,以职业训练为侧重,具备学以致用和突出实践的教学方式、理论扎实和实战经验丰富的教师队伍、设施齐全和标准较高的教学投入、管理规范和制度健全的在职培训等显著特点。     

制约台独主张实现的几个主要因素

发展与中国的政治经济合作关系是美国的长期利益需要,加之受国际法和外交承诺的约束,美国不会公开支持台独;两岸人民同为华夏子孙,血脉亲情不容割断,经济互补,相得益彰,人心思统,不可违背;大陆总体实力对台具有压倒性优势,且师出有名,有能力用武力维护国家统一.     

Exploring differences in affective polarization between the Nordic countries

After a period in which affective polarization—defined here as the difference between positive feelings toward in-parties and negative out-party animus—has mostly focused on the single US case, there has recently been an increase in large-N comparative analyses and single case studies in other countries, including in the Nordic region. This study adds to this by studying and comparing affective polarization in the Nordic countries. In line with what previous comparative and single case studies have already indicated, the results show that affective polarization has tended to be higher in Sweden and Denmark than in Norway, Iceland, and Finland. The article also tracks time trends for the association between ideological distance from parties and affective party evaluations. As expected, placing parties further from oneself on the left-right scale has been more strongly associated with party affect in Denmark and Sweden. Furthermore, the results show that there are some variations between the countries in terms of how distance from parties on other ideological dimensions than left-right placement is associated with out-party affect.

Regulating Collaboration: The Legal Framework of Collaborative Governance in Ten European Countries

ABSTRACT

Many scholars have considered when and why collaboration between government agencies and societal actors occurs. This article argues that a simple but largely overlooked answer to these questions is that a formal legal or administrative requirement to do so is in place. Therefore, the objective is to substantiate whether there are legal requirements to collaborate and in what type of source and context this obligation applies in ten European countries. The main finding is that collaboration is underpinned by an extensive range of legal requirements in Europe, although imposing these requirements is generally not the main objective.     

Access Online: Internet Governance and Image in Cuba

This article examines the restrictions on internet access in Cuba and asks to what extent the lack of access to the World Wide Web has helped to maintain (with some evident changes), the socialist status quo on the island. The article will also examine how the internet is used to represent the nation externally and ultimately argues that the Cuban government is negotiating a fine line between taking full economic advantage of what the internet can offer and hampering its use as a mechanism for the subversion of the Revolution in the face of continued US aggression.     

Slovene commercial diplomacy in the Western Balkan countries

The aim of the article is to present activities of Slovene commercial diplomacy in the Western Balkan markets. The result of the analysis proves that Slovene commercial diplomacy in the Western Balkan markets followed enterprise preferences. Thus, in the first decade of transition (1991–2000) commercial diplomacy focused only on ex-Yugoslav markets, while non-ex-YU (Western Balkan) markets became interesting only after the year 2000. The article argues that this can be explained by the reactiveness (instead of proactiveness) of Slovene enterprises, which stems from the Slovene national character.     

Greening growth in the South: practice,policies and new frontiers

Today's development model promotes the exploitation of natural resources regardless of the consequences for the environment or the impact that the quality of the environment has on people's lives and livelihoods. Without a shift in current consumption and production patterns, a sustainable model of development is out of reach. The 1992 Earth Summit acknowledged the need to marry growth and environmental sustainability, but more than 20 years later the world still lacks concrete goals, commitments, benchmarks of progress and frameworks to secure benefits across social, economic and environmental dimensions. The global South is emerging as a green growth laboratory, with innovation and creativity to tackle these concerns. This article analyses these efforts in the context of public policy, and shows that both positive and negative patterns in practice and policy are emerging, which should be considered as broader global green growth efforts are further consolidated and the post-2015 development agenda is being defined.     

The impact of equal offortunity compliance laws in government contrgcting: the shelby county,tennessee experience

Abstract

Very few researchers have addressed the long‐term financing arrangements of municipal governments in developing countries. No research has evaluated empirically either the elements that affect municipal borrowing in developing countries or what those elements reveal about the municipal credit system. Analyzing Brazilian municipal loan and financial data with a series of simultaneous equations, this paper addresses the following questions: What factors determine municipal government investment levels, borrowing levels, and borrowing prices? What do empirical data reveal about the character of the Brazilian municipal credit system? The results show that investment, borrowing, and borrowing prices are interconnected. Furthermore, while some signs of a market‐based system exist, there is evidence that investment and borrowing decisions are made within an administered market.
