东北地区的民营经济有待于进一步发展,而经济环境是影响其发育成长的重要因素。"融资难"是其中最大的问题,税费负担重、人才短缺也构成影响民营企业发展的瓶颈,其他诸问题还包括项目审批的繁琐及暗箱操作、产权不明晰、经营范围受限、市场壁垒、技术的引进及开发困难等等。对上述诸问题,拓宽民营经济的融资渠道是最重要的解决途径。同时,政府还应该致力于保障民营企业平等参与市场竞争的权利,帮助民营企业建立健全自我管理和相互合作的行业机构,推进民营企业自身的管理体制变革等等。  相似文献

This paper ponders the question of whether Members of Parliaments' (MPs) previous experiences and personal attributes may have any impact on the way they behave once elected. In agreement with a recent stream of literature, the authors hypothesise that MPs with strong territorial roots might behave as agents of the local community, promoting its interests and demands in their parliamentary activity. The assertion that individual biographies influence legislative activity in parliamentary democracies runs counter to the commonly held view that in this kind of institutional setting, legislative assemblies are dominated by parties, leaving little room for individually oriented behaviour and little incentive to do anything that is not coordinated by party organisations. The article builds an original ‘index of localness’, the main independent variable, based on the place of birth and previous political experience at local level of MPs. Then, taking into account territorially targeted Private Members' Bills as a proxy for the territorial behaviour of each legislator, the hypothesis is tested by looking at both aggregate evidence and individual-level data. Aggregate data support the hypothesis, as they show a monotonically increasing relationship between the two variables: the more a legislator is linked to his/her territory, the more (on average) he/she will sponsor bills concerning the local area. Individual-level data confirm this finding, as the correlation between the two variables also holds when entering a number of control variables.  相似文献

The discussion examines private sector development policy implementation in Singapore, examining the new role of the government's economic development agencies from the point of changing relationships among public and non-state actors in the policy arena. Singapore's model of private sector development consists of an exclusive network of partnerships among economic development agencies and between these agencies and private sector actors, such as business and organized labour, as integral policy stakeholders. As Singapore has moved within the past 15 years towards its articulated goal of becoming a knowledge-based economy and an industrial hub in the Asia Pacific region, the country's model of network governance is undergoing a gradual reconfiguration to include a greater role for local enterprises in the policy process. The changing institutional mechanics of network governance surrounding the new model of private sector development in Singapore are examined, along with the highlights of some implications surrounding this shift.  相似文献

There has been a huge growth in the size and number of Private Military and Security Companies (PMSCs) in the last decade or so. In this context, the question of when, if ever, states should hire PMSCs to carry out military operations has gained particular urgency. In this paper, I defend the answer that states should do so whenever PMSCs will be the most effective agents available against a number of recent objections. All of these objections claim that considerations aside from the relative effectiveness of PMSCs should bear on the question. Some argue that there is something inherently morally problematic with hiring PMSCs, and thus infer that they should sometimes not be hired even when they are the most effective agents available. Others point to undesirable side-effects that hiring PMSCs is thought to cause, and claim that these should be taken into account when deciding whether to hire them. I argue, however, that all of these further considerations are either irrelevant to the decision or reducible to effectiveness.  相似文献

This study focuses on the impact of parliamentary parties on committees' structure and activity in the post-Soviet context. Through a case study of committees in Ukraine's Rada, the paper demonstrates that weak, fluid parties can act as a barrier to committees' efficacy by shaping their structure, leadership and by blocking ameliorating reforms. Although Ukraine's committees were formally allocated a significant role in the law-making process, in practice the realisation of this function was constrained by parties and also by context of the wider institutional uncertainty.  相似文献

This article analyses the treatment of non-professional suretyship agreements across the EU in the context provided by Commission initiatives aimed firstly at creating a single market in financial services and secondly at improving the coherence of European private law. Predictably, given their polycontextual function, we are confronted with starkly divergent national approaches towards such agreements: a 'Tower of Babel' rather than a 'common core'. The article proceeds to consider how we may see elements of commonality arising through the tension between the differing national approaches – seen in terms of a Unitary Network. In the course of this analysis the treble paradox of surety protection is described. The article finishes with a prediction of the relevance of a dual-track strategy in this field: involving measures of sector-specific, vertical harmonisation, and a programme of common-law style, non-legislative harmonisation through judicial convergence.  相似文献
