《经济日报.人物版》和《21世纪经济报道》两家报纸对“成功人士”形象的再现出现偏差,主要表现在:将“新富人”阶层年龄年轻化,学历拔高,形象美化;对于“成功人士”另“半张脸”的书写模糊化,例如“成功人士”创业的“第一桶金”的来龙去脉隐晦不谈。因此,主要经济报道对“成功人士”形象的再现是不真实的。媒体对“成功人士”形象低度再现的主要原因有:涉及报道当事人法律问题以及记者对“成功人士”产生的光环效应;社会需要树立偶像,以寄托理想;“成功人士”作为当代社会阶层的强势集团,拥有强势话语权。  相似文献

Abstract

In the modern age, although East Asia represents some of the most successful economies such as Japan, Taiwan, Hong Kong, South Korea, and (now) China, the level of political and administrative development in the region remains controversial. One of the major indicators of such politico‐administrative development is the extent of citizen participation in governance through various democratic means, including the formation and expression of public opinion, people's involvement in government decisions and deliberations, and direct representation of citizens in governing institutions. However, the direct representation of citizens is considered one of the most effective modes of participation in institutions such as legislature, cabinet, and bureaucracy. In this regard, although the representation of women in these governing institutions has gained global significance, it still remains relatively weak in most East Asian cases. This article evaluates the extent of such women's participation in governance through representation in East Asia, examines the major factors constraining this representation, and suggests remedial alternatives to improve the situation.  相似文献

Taiwan's democratic transition has emerged alongside a rise of populism. Based on an analysis of post-electoral survey data, it is shown that populist resentments – embodied in such emotion-laden campaign issues as ethnic identity, national identity and a party's image of interest representation and clean politics – have been the most efficient vote-getting appeals in Taiwan's post-authoritarian electoral competition between two major political parties, the Democratic Progressive Party (DPP) and the nationalist Kuomintang (KMT). In Taiwan's democratic transition, mass demands for the ‘indigenisation’ of politics and the people's worry about an ever-increasing military threat from Mainland China have also popularised as well as polarised these populist appeals. As empirical data show, due to its position as the first Taiwanese party with a lion's share of populist advantages, the DPP was able to win the 2000 and 2004 presidential elections. In sum, Taiwan's electoral politics in the past decade have given rise to a kind of ‘populist-democratic culture’, which inclines Taiwanese politicians to bring up populist issues rather than the rational policy debates of an electoral democracy.  相似文献

Partnerships in international migration governance promise a cooperative approach between countries of origin, transit and destination. The literature has generally conceptualised migration partnerships as a policy instrument. This article suggests that understanding the broader transformations taking place in international migration governance under the rubric of partnership demands a novel analysis. Using a governmentality perspective, I interpret migration partnerships as an instance of neoliberal rule. Focusing on the convergence of international migration governance between the international realm and the European and North American region in particular, I demonstrate that the partnership approach frames international migration governance so as to enlist governments, migrants and particular experts in governing international migration, and invokes specific technologies of neoliberal governing which contribute to producing responsible, self-disciplined partners who can be trusted to govern themselves according to the norms established by the partnership discourse. The partnership approach is not a mere policy instrument; it goes beyond the European region and has become an essential element of the governance of international migration.  相似文献

Representation is greater when legislators and voters agree on the national agenda. Under what conditions are higher degrees of “issue priority representation” more likely? Our answer focuses on economic conditions and party branding dynamics, and the case of Latin America. With mass and elite survey data we show that economic hard times and left-leaning preferences increase the prioritization of economic issues. We likewise document fairly high levels of economic issue priority representation in most of Latin America. From the perspective of democratic quality, evidence of representation in this domain is good news; yet, variation does exist. Consistent with our argument that party branding dynamics matter, we find that leftist and centrist parties tend to over-prioritize economic issues relative to their supporters, and the reverse for rightist parties. Further, we find a significant interaction between economic conditions and the ideological brand of parties: in economic downturns the left and the center are more likely to express a strong commitment to economic performance, whereas the right is less responsive to lean times.  相似文献

In the Republic of Geneva, the Small Council and the Great Council considered themselves to be representative of the people, although they were not elected by citizens, but were mutually co-opted instead. There were still elections by the General Council, the assembly of all burgesses and citizens, but they were only meant to promote the members of these co-opted councils to particular magistracies. During the political crisis of 1707, government thinkers tried to justify in theory this conception of representation, which is similar to what the German legal philosopher Hasso Hofmann called repraesentatio identitatis. For them, the Small and the Great Councils were inherently representative of the people owing to their large numbers and their concern for the public interest. The main thinkers of the ‘popular party' not only rejected this argument, but also advocated an alternative political model, with a redistribution of powers between the Councils and the restoration in practice of the sovereignty of the General Council, which it should directly exert. On either side, no project of representative government – in the sense that the Small and the Great Councils would be elected by the people – was ever put forward in these debates.  相似文献

Latvia’s highly distinctive proportional electoral system owes its origins to Latvia’s 1922 Constitution and the new democracy’s electoral legislation of 1919 and 1922. Latvia’s unique feature lies in its preference system, offering the voters the opportunity to judge each candidate on their party’s list. Although the system appears to maximise responsiveness to voters’ preferences, in practice this promise remained unfulfilled and the representative quality of parliament was questionable. This was in large measure because of the capacity of candidates to stand in multiple constituencies. In 2009 amendments to the electoral law altered this key provision. This change clearly made a difference, but it could not resolve fundamental problems of Latvia’s political process in general and its political parties in particular.  相似文献

What are the political conditions affecting male MPs’ willingness to represent women's interests in parliament? This paper explores the role of electoral vulnerability in this regard and analyzes whether male MPs’ re-election prospects affect their likelihood of paying attention to women's concerns. Theoretically, we expect that male MPs are not blamed if they do not represent women's interests but can gain additional credit for doing so. Thus, male MPs should be more likely to speak on behalf of women if their electoral vulnerability is high and if they need to win additional votes to be re-elected. Empirically, the paper analyzes the representation of women's issues in the British House of Commons, by using Early Day Motions tabled preceding the General Elections in 2001, 2005, 2010 and 2015. The results show that male MPs are more likely to represent women's interests when their re-election is at risk.  相似文献

在社会环境急剧变迁的当今中国社会,个体的认同不再是赋予和给定的,而处在不断的解构和建构的过程中。本文通过对北京市"城中村"流动少年多元身份认同的定性与定量研究,发现在城乡身份方面,大多数流动少年认为自己是"农村人",但同时也出现了"城市化了的"流动少年。流动少年的籍贯身份并不是确定无疑的,它受到情境和文化等多元因素的影响。而在社会表征性身份方面,流动少年并不认同"农民工子女"称谓,对"流动人口子女"身份也提出了质疑。多元异质的流动少年群体可以统合在"外地人"的社会范畴身份之中。  相似文献

The election of Fernando Collor de Mello as President of Brazil in 1989 was regarded as part of a new wave of neopopulist leaders in contemporary Latin America. The article explores the conditions of emergence of Collor's neopopulist project, the nature of his appeal and the causes of his downfall. The article argues that the emergence of Collor's neopopulist challenge was the result of a crisis of representation in Brazil's edging democratic order. The article concludes that Collor's demise from power in 1992 had to do with the precarious nature of his appeal and his failure to ground his project in a new set of political institutions.  相似文献
