ABSTRACT

The purpose of this article is to explore the multiple layers of representation which occur in the South Africa Pavilion at the Art Biennale in Venice in order to understand how they constitute and affect the state’s political imaginary. By analysing three artworks (David Koloane’s The Journey, Sue Williamson’s For thirty years next to his heart, and Zanele Muholi’s Faces and Phases) which were exhibited in the 2013 Pavilion, two key arguments emerge: 1) in this context artistic representation can be understood as a form of political representation; and, 2) these artists are simultaneously state and citizenry representatives. A tension emerges between the political imaginary desired by the South African state and the political imaginary enacted by its representatives. The article draws on seven months of participant observation fieldwork at the Biennale, which involved 76 interviews with people associated with the South Africa Pavilion, including government representatives, exhibition organisers, artists, and visitors. Part I explores the concept of representation in order to establish the two philosophical trajectories (political and artistic) with which this article engages – with particular reference to Michael Saward’s framework of the representative claim. Part II explores the multiple representative claims which the three artists and their artworks enact.

Using publicly available data on campaign disbursements, we examine gender gaps in staffing and compensation for congressional campaigns between 2010 and 2016. We find significant differences in both staff representation and pay on the basis of gender. Women make up a lower proportion of campaigns’ staffs, on average, and receive less compensation overall than their male counterparts. These disparities are present across a wide variety of campaigns, but are exacerbated by partisanship, candidate gender, and incumbency status. We find that staffing and wage gaps are larger for Republican candidates, male candidates, and challengers. These findings provide new insight into distinctions in the political networks between Democrats and Republicans and the pipeline of future political candidates.  相似文献

L'article dresse un bilan critique de la loi dite de parité, à partir de son application stratégique par les partis, lors des législatives de 2002 et de 2007. A partir de ces deux « cas pratiques », il s'efforce d'apprécier, face à l'épreuve des urnes, la portée d'une loi complexe, en fin de compte peu adaptée à la logique du scrutin uninominal. Quelques éléments d'explication sont proposés pour tenter de comprendre pourquoi la loi laisse paraître une (relative) inefficacité, avant de pointer les raisons pour lesquelles la plupart des partis parlementaires ne se sont pas saisis, autant qu'ils auraient pu, de l'outil égalitaire qui leur était proposé pour faire progresser la représentativité des femmes et, au‐delà, diversifier et démocratiser le recrutement parlementaire. Enfin, est esquissé à grands traits le profil politique et sociologique des femmes députées de la « génération parité », donnant à voir les principaux atouts dont elles disposent pour se couler dans le moule de la profession politique.  相似文献

Verschiedene Kriterien sind für die Wahl in den Bundesrat bedeutend. Seit 1999 muss die Bundesversammlung darauf Rücksicht nehmen, dass verschiedene Sprachen und Regionen der Schweiz im Bundesrat angemessen vertreten sind (Art. 175 Ab. 4 BV). Zusätzlich achtet das Parlament darauf, dass ein gewisser Parteiproporz und die Präsenz beider Geschlechter in der Regierung gesichert werden. Früher war auch die konfessionelle Zugehörigkeit der Bundesratsmitglieder ein Thema und bis 1999 durfte maximal eine Person pro Kanton amtieren. Mittels einer Vollerhebung relevanter Merkmale aller Mitglieder des Bundesrates seit 1848 und einer, verglichen mit bisherigen Studien, differenzierteren Auswertungsmethode legen wir einen präzisen Überblick über die Vertretung der Parteien, Regionen, Sprachen und Religionen in der Regierung vor. Ein Anwendungsbeispiel – der potentielle Einfluss des Übergangs vom Majorz‐ aufs Proporz‐Wahlsystem für die Wahl des Nationalrates im Jahr 1919 – illustriert, wie diese Daten für wissenschaftliche Zwecke genutzt werden können.  相似文献

Abstract

With the dust settled after Singapore’s 2015 parliamentary elections, the only aspect pundits and Singaporean politics watchers could agree on was that the People’s Action Party’s comeback from its performance at the 2011 elections, although not of Lazarus proportions, was most certainly unexpected. While the result of the 2015 elections has gone through several post-election analytical mills, what has been oddly absent in such analyses is a discussion of gender in Singaporean politics. This article considers the relationship between gender and Singaporean politics through the experience of the 2015 election and its results. It shows that while Singapore has moved some way towards assuaging the demands of liberal feminists for greater representation in the political sphere, much more has to be done in order for gender equality to be achieved. The article argues for the Group Representation Constituency method of electing parliamentarians to be adapted to ensure a greater number of female parliamentarians while a quota system may be required for cabinet to be truly representative of the female demographic of Singapore.  相似文献

To date no empirical studies have analyzed delivery of legal services to children and considered the implications of organizational structure for child representation practice. This study of 126 attorneys in Washington State compares children's lawyers working in solo practice, private law firms, and specialty staff attorney offices. The manner in which child representation is organized has lessons for the recruitment, training, and support of such lawyers. Staff attorney offices offer a number of advantages but rural areas with fewer cases may not be able to support such offices and the attorneys in specialty offices were less experienced and report lower incomes.  相似文献

The representation of children in dependency cases is an emerging legal specialty. Although scholars have attempted to articulate the duties that should characterize best practices, there has been little, if any, research concerning what child representatives actually do in practice. Using a sample of 168 child representatives in Georgia and Washington State, this study examines the relative significance of various case‐related activities and how these vary as a function of case‐ and attorney‐level characteristics. Based on the findings, we conclude that attorney activities are influenced by a combination of case and attorney characteristics, suggesting several distinct avenues for improving legal representation for children in dependency cases.  相似文献

This article sheds light on how MPs' priorities change in the course of legislative terms. We purport that members of parliament (MPs) balance a variety of incentives over the electoral cycle. While they emphasize issues that relate to the policy-making agenda of their party right after an election, competition with other parties increasingly gains influence over legislators’ priorities as the next election day approaches. We show supportive evidence for these patterns based on a unique longitudinal dataset combining information on sponsorship of legislative proposals, public opinion, party manifestos, and committee chair positions in Germany between 1990 and 2013. By bringing variation within the electoral cycle to our attention, the results enhance our understanding of the factors that set the incentive structure for MPs and the relationship between party competition and legislative behavior.  相似文献

Direct democracy allows citizens to reverse decisions made by legislatures and even initiate new laws which parliaments are unwilling to pass, thereby, as its proponents argue, leading to more representative policies than would have obtained under a purely representative democracy. Yet, turnout in referendums is usually lower than in parliamentary elections and tends to be skewed towards citizens of high socio-economic status. Consequently, critics of direct democracy argue that referendum outcomes may not be representative of the preferences of the population at large. We test this assertion using a compilation of post-referendum surveys encompassing 148 national referendums held in Switzerland between 1981 and 1999. Uniquely, these surveys also asked non-voters about their opinion on the referendum's subject. Comparing opinion majorities in the surveys against actual referendum outcomes we show that representativeness increases slightly in turnout as well as over time. However, we find only few cases where the outcome would have been more representative even under full turnout vis-a vis a counterfactual representative outcome. Thus, our results are in line with research on the turnout effect in elections: Higher turnout would not radically change the outcome of votes. On balance we find more cases where referendums provided more representative outcomes than cases where the outcome was unrepresentative vis-a-vis representative democracy. Hence, we conclude that, overall, direct democracy seems to improve representation in Switzerland.  相似文献
