The emergence of regional parliamentary assemblies (RPAs) in Africa has been on the ascendancy since the mid-twentieth century. The essence of these parliaments is to contribute to regional economic and political integration through oversight, legislation and representation. However, the ability of Africa's RPAs to perform these functions has been challenged by institutional and legal factors. Using five regional parliaments (the East African Legislative Assembly, the Economic Community of West African States Parliament, the Inter-Parliamentary Union of Intergovernmental Authority on Development, the Pan-African Parliament and the South African Development Community Parliamentary Forum) as case studies, this paper examines the impact of these challenges on the functionality and viability of Africa's RPAs. It finds that given that these parliaments lack legitimacy of authority and enabling status of operation, they exist merely as deliberative, consultative and advisory bodies rather than independent organs of regional economic communities with full legislative and oversight powers. Consequently, the paper recommends, among other things, the amendment of their constitutive acts to grant them full legislative and oversight functions, and the election of their members by universal adult suffrage in order to give them legitimacy of authority.  相似文献

The Optimal Classification method is applied to a newly created data set to provide a spatial map of the Italian Second Republic (1996–2008). A bi-dimensional political space was found in the XIII Legislature and virtually a one-dimensional political space in the XIV and XV Legislatures. In addition, the main dimension is explained along the government–opposition dimension rather than on the traditional left–right dimension. During the Second Republic, Italy experienced changes in the electoral system and in the format of parties. The data are used to discuss the implications of either change on the dimensionality space. It was found that the format of the party system was a more important determinant of the dimensionality of the political space than changes in the electoral system.  相似文献

Drawing on the concept of habitual voting (Plutzer, 2002), Franklin (2004) argues that the effects of electoral context on voter turnout will be largely limited to the cohorts who have experienced few elections in their lifetime. Those with more electoral experience would thus remain unaffected. Testing the above hypothesis is a way of a feasible indirect examination of the concept of habitual voting. Such tests have so far focused primarily on the impact of electoral competitiveness on turnout. I propose a new superior analysis of Franklin's hypothesis that, I claim, approaches the standards of a natural experiment. My test – focusing on the national election cycles as a contextual trait of the European Parliament elections – delivers new evidence supporting this hypothesis.  相似文献

News about the European Union (EU) looks different in different countries at different points in time. This study investigates explanations for cross‐national and over‐time variation in news media coverage of EU affairs drawing on large‐scale media content analyses of newspapers and television news in the EU‐15 (1999), EU‐25 (2004) and EU‐27 (2009) in relation to European Parliament (EP) elections. The analyses focus in particular on explanatory factors pertaining to media characteristics and the political elites. Results show that national elites play an important role for the coverage of EU matters during EP election campaigns. The more strongly national parties are divided about the EU in combination with overall more negative positions towards the EU, the more visible the news. Also, increases in EU news visibility from one election to the next and the Europeanness of the news are determined by a country's elite positions. The findings are discussed in light of the EU's alleged communication deficit.  相似文献

Quotas are the most disputed instrument to promote equal representation of women. Today, political parties in more than 90 democracies apply them. Essentially, gender quotas are a manipulation of the electoral rules. Scholars of legislative politics have created an impressive knowledge of the effect of electoral rules on political behaviour. So far, this literature remains unconnected to the literature on gender quotas. Our study contributes to closing that research gap.  相似文献

This article considers both the Fixed‐term Parliaments Act 2011 (FTPA) and the political constitution, to place the former in its political and constitutional context. It begins by setting out the background to the FTPA – which was a part of a Coalition agreement – and considers difficulties with the most commonly‐made arguments in favour of fixed‐term parliaments. The second part of the article considers the impact and potential practical legal consequences if the FTPA is repealed without any replacement, arguing that it will only be possible to revive the ‘dissolution’ prerogative by express words in a new Act. The final part of the article addresses the question of whether the prerogative should be revived, before arguing both that it should not and that a statutory power to call an election should be conferred on the Prime Minister subject to a vote by simple majority in the House of Commons.  相似文献

Fringe political parties did well in the European Parliament elections in June 2005. The British National party won their first seats; altogether, four in ten British voters supported a party not represented in the House of Commons at Westminster. YouGov questioned more than 32,000 electors at the time of the election, in order to find out who voted for each party and why: the sample was big enough to enable robust analysis to be done on the BNP, UKIP and Green vote, as well as the supporters of Labour, the Conservatives and the Liberal Democrats. YouGov's findings show that there was disillusionment with the traditional main parties, and fears for the future, that were felt by voters across the political spectrum, and not just the supporters of the fringe parties.  相似文献

This article investigates the working of the 1999 Act of Parliament in relation to the electoral process. One of the more controversial measures in the 1999 Act was the preservation of the representation of the hereditary element in the House of Lords. In the 2007-2008 session of Parliament, Lord Avebury introduced the House of Lords (Amendment) Bill, to repeal this electoral process, and Lord (David) Steel of Aikwood introduced the House of Lords Bill, which had provisions to the same effect as Lord Avebury's Bill. The working of this electoral process is therefore likely to be a topic of debate in the 2008-2009 session of the House of Lords. We suggest that there are three possible options to deal with the likely future issues for this electoral process. These we present as a contribution to a wider debate on the way forward for this constitutional issue.  相似文献

ABSTRACT

In contrast to recent work on England and other parts of Europe, research on petitioning in early modern Scotland is still in its early stages, notably in respect of its political significance in a comparative context. This article investigates supplicatory activity in Scotland during a crucial period in which the petition came under intense scrutiny. The 1630s saw a determined attempt by King Charles I’s Scottish government to clamp down on the use of supplications to express criticism of royal policy; assertive, but carefully controlled, petitioning was one part of a resistance strategy that resulted in the downfall of the king’s regime. When a new government came to power in 1638 headed by the Covenanters, petitioning activity came to be seen as a potential challenge to their authority. Petitioning does not appear to have invoked ‘opinion’ in 1640s Scotland as has been claimed for England; the printed petition remained a rarity in Scotland. Nevertheless constitutional reform, combined with the wartime conditions of the 1640s, generated more recourse to petitioning, and the government recognized opportunities to enhance its claims to legitimate rule. A preliminary investigation of everyday petitions to the government during the 1640s shows how the narratives constructed by supplicants often sought to endorse its values and ideals, but that this type of petitioning was also used by supplicants to critique the government’s policies and hold it to its own rhetoric.  相似文献

In this article, we consider the question of how professionalized the cantonal parliamentarians are and which factors are related to this professionalization. By definition, Swiss parliamentarians exert an occupation in parallel to their mandate. We argue that parliamentarians who spend more time for their mandate have more resources to do so and, more importantly, intend to pursue a political career. In doing so, we analyze data gathered from a survey that was conducted among all Swiss cantonal parliaments in 2014. Our multi‐level analysis shows that parliamentarians who run for office at the national level spend significantly more time for their parliamentary mandate than their colleagues. This effect decreases with the parliamentarians’ age. This finding could be relevant in order to understand the career paths of Swiss parliamentarians. In addition, the study contributes to the discussion of the future development of the militia system in Switzerland.  相似文献
