The task of transforming countries affected by conflict towards sustainable peace has been a persistent problem. In response to growing intra-state conflict in the post-Cold War era, it has become the norm to prescribe a cocktail of liberal democracy and free-market economics as a universal formula for building peaceful societies. South Africa, since its post-democratic emergence into global affairs, has also been active in promoting peace in Africa along similar lines. This article embarks on an exploratory qualitative analysis of South Africa’s peacebuilding engagements in the Democratic Republic of the Congo (DRC). It aims to contribute a better understanding of South Africa’s peacebuilding engagements by utilising the DRC case study to point out areas of convergence and dissonance with the dominant liberal model of peacebuilding. The article finds that, although peppered with successes and failures, South Africa does approach peacebuilding in a unique manner. It also calls for a revision of South Africa’s approach, given the varying levels of success in the DRC.  相似文献

In recent years, South African literature, art, and cultural criticism have been registering the feelings of disappointment, nostalgia, and of a general impasse that signify a crisis of postapartheid imaginations. At the same time, we can observe a turn in cultural production toward reexamining South Africa’s socialist archives and reconnecting them to the present-day predicaments and emerging social movements. Reading these processes in Imraan Coovadia’s latest novel, artworks by Haroon Gunn-Salie, and an exhibition by the Stellenbosch Open Forum, this article argues that they confront the feelings of postapartheid disillusionment by critically re-invoking memories of the 1970–80s socialist practices in South Africa and the transnational frameworks they involved. It argues that these changing approaches to the socialist archives can be read as a decolonial critique, which links the described trends in South African culture to other “post-dependence” (and specifically, post-socialist) contexts worldwide.  相似文献

Formal modes of political incorporation in South Korea rest on a foundation of limited pluralism. The notion that the state should impose rigid boundaries on political representation pervades the country’s democracy. This notion is enshrined in law – in particular in the constitution’s Article 8 and in the Political Parties Act – and is upheld and perpetuated by the judiciary, the election commission, and the parties that dominate representative institutions. Labour is particularly disadvantaged by the limited pluralism contained in party laws. The role of party law in shaping modes of political incorporation is frequently overlooked. This account of party law in South Korea echoes this issue’s attention to the quiet ways that the state in Asia has silenced or ignored particular groups while maintaining the formal institutions of electoral democracy. In this case, the effect is to facilitate a rightward drift by the state as left-leaning actors face greater challenges in contesting elections.  相似文献

The rise of China raises questions about international order and whether traditional power structures will be transformed peacefully or confrontationally. Actively engaged in trade and investment activities with its Southeast Asian neighbourhood, China has been exerting political influence on many Southeast Asian states, cleaving regional cohesion and raising levels of tensity in the region. This article presupposes that within so-called non-traditional security (NTS) areas, there is room for China and Southeast Asian countries to circumvent the political tensions, to some extent. It presumes that NTS issues facilitate greater interaction with/on China for Southeast Asian states, including enhanced European Union (EU)-Association of Southeast Asian Nations (ASEAN) engagement on China. Recognising the increasing and rather underexplored importance of the NTS perspective on the official and scholarly levels, this article delves into the rhetoric of NTS from a European perspective with particular view towards the South China Sea issue to demonstrate the use and utility of the NTS concept in the EU-ASEAN context against the backdrop of China's rise.  相似文献

受理菲律宾提起的南海问题仲裁案的仲裁庭于2016年7月12日发布了裁决结果,本文对该案所涉历史性权利主张的处理进行评论。关于管辖权问题,仲裁庭并未清晰证明,在中国和菲律宾之间,存在着一个涉及历史性权利主张的争端。仲裁庭试图适用《联合国海洋法公约》第311条来解决其认定的争端,但该条不是可适用的法律规则。因此,并不存在一个涉及历史性权利主张的关于《公约》的解释和适用的争端。仲裁庭对菲律宾所提第一、二项诉求行使管辖权的门槛性条件不能满足,应依法作出拒绝行使管辖权的裁决。而且,《公约》第298条有关“历史性所有权”的规定也阻止仲裁庭对这两项诉求行使管辖权。仲裁庭理应拒绝处理有关历史性权利的实体问题。在越权处理实体问题的过程中,仲裁庭忽略《公约》有关“群岛水域”和“半闭海”等制度的条款,错误地解释《公约》第311条,不顾大量判例中对历史性权利问题的正确阐述,全盘接受了菲律宾所提出的观点。这些认定都是非法和无效的。  相似文献

Building on established scholarship in international relations theory, notably Alexander Wendt's assertion that ‘states are people too’, this paper explores South African foreign policy decisions that are routinely dismissed as being ‘schizophrenic’, and makes two claims: first, that existing scholarship fails to adequately address causal factors of South African foreign policy and, second, that we need to turn to emotions and affect to do so. As such, the theoretical framework adopted for the purposes of the paper treats ‘state-level’ affect as a central explanatory factor, in contrast to established scholarship on emotion theorisation, which treats states as ontologically subordinate to their constituent members and thus subject to the private affects and cognitions of the individuals that make decisions on behalf of the state. Existing literature on collective emotion seems to support the possibility of state emotion. This notion of transsubjective emotionality facilitates the argument that states have emotions too, and that these emotions condition not only identities but also actions in international relations.  相似文献

The proper governance of shale gas mining in the Karoo region of South Africa is important. With an estimated 390 trillion cubic feet of recoverable shale gas, large economic gains are possible. This may dramatically change the South African energy sector; in the United States, similar explorations have led to what pundits term the ‘shale gas revolution’. The development and production of shale gas hold economic advantages, but also potential environmental costs, thus the regulation of fracking activities is an important consideration as the development of shale gas in the Karoo progresses. This study reviews the regulations imposed in other countries as well as the current regulatory framework of South Africa. This article analyses these regulations in terms of the content of fracking fluid, seismic activity and the pricing regime. Effective regulation will be key to maximise a positive impact, should shale gas development continue.  相似文献

The proponents of international nuclear fuel banks maintain that these banks will contribute to nuclear non-proliferation, whereas those opposing it maintain that nuclear weapon states support these banks in order to control and multilateralise the nuclear fuel cycle, thus preventing developing states from developing nuclear energy for peaceful purposes. Global inequalities pertaining to nuclear energy continue to persist despite developing states’ efforts to reform the international nuclear energy regime. Moreover, some developing states maintain that these nuclear fuel banks perpetuate inequality in international relations. This is one of the reasons why some leading developing states, such as Brazil and South Africa, oppose these banks. South Africa, for example, intends to re-establish its nuclear fuel cycle and has declared uranium a strategic resource. Against the aforesaid, this article, following a constructivist approach, analyses the emergence and social construction of nuclear fuel banks as a practical expression of nuclear non-proliferation norms. The discussion also considers the inter-subjective understanding of these banks, as well as South Africa’s opposition to them. The article concludes with an analysis of the implications of these opposing views for global equity, equality, nuclear non-proliferation and the peaceful uses of nuclear energy.  相似文献
