This article reports on a local government–NGO partnership in rural Bangladesh. The findings suggest that BRAC’s Strengthening Local Governance initiative, through partnership with Union Parishads (the lowest tier of the existing local government structure), has been successful in strengthening the governance of Union Parishads by changing the mindsets of Union Parishad officials through building their capacity and mobilising people in the community to become involved in the Union Parishad’s service delivery process. As a result, the service delivery process has been streamlined, corruption reduced, and accountability and transparency increased.  相似文献

The CSR Bill of 2013 introduced systematic corporate participation into social development in India. In the light of this law, this article argues that NGOs will play a decisive role in determining the benefits of corporate involvement and recommends that NGO–business partnerships are needed for meaningful social change. The article identifies a trust deficit between NGOs and businesses in India as a key obstacle to the success of NGO–business collaborations in the social sector. It suggests practices that could be adopted by NGOs to build trust in their partnerships with business partners, using a case study of one NGO, SNEHA (Society for Nutrition, Education and Health Action).  相似文献

Based on the empirical analysis of migrant women employed in the catering sector, this paper examines the gendered and racialised division in the Korean labour market. Given limited labour protection and the flexibilisation of the migrant workforce in the labour market, South Korea has been able to reduce possible economic and social costs and, at the same time, enjoy the benefits of the significant economic contribution of migrant workers. By looking at gender relations and racial discrimination in the catering sector, and inconsistent government policies, this paper underlines that migrant women are marginalised in the labour market owing to their ‘multiple vulnerability’ as women, migrants and undocumented workers.

Dr. Julia Jiwon Shin   is a teaching fellow in Human Geography at Keele University. She holds a PhD in Sociology from the University of Warwick. Her principal research interests are in interdisciplinary and gender-sensitive approaches to the study of international migration and the transnational division of labour. Her doctoral research examined the social formation of the ‘gendered’ process of international migration by looking closely at different migratory stages of migrant women in Asia. This article argues that regional powers can be distinguished by four pivotal criteria: claim to leadership, power resources, employment of foreign policy instruments, and acceptance of leadership. Applying these criteria to the South African case, the crucial significance of institutional foreign policy instruments for the power over policy outcomes at the regional and global level is demonstrated. But although Pretoria is ready to pay the costs of co-operative hegemony (capacity building for regional institutions and peacekeeping for instance), the regional acceptance of South African leadership is constrained by its historical legacy. Additionally Pretoria's foreign policy is based on ideational resources such as its reputation as an advocate of democracy and human rights and its paradigmatic behaviour as a ‘good global citizen’ with the according legitimacy. The Mbeki presidency was more successful in converting these resources into discursive instruments of interest-assertion in global, than in regional bargains. In effect the regional power's reformist south-oriented multilateralism is challenging some of the guiding principles of the current international system.  相似文献

1987年之前,韩国政府直接扶植企业发展、压制工会。民主化运动爆发后,劳资矛盾出现井喷现象,形成了劳资对抗的传统。90年代韩国的政治、经济、社会环境开始期待协商型劳资关系,但是政府缺乏经验和能力、企业和工会没有彻底完成意识转变。1997年金融危机以及全球竞争的压力为韩国建立协商型劳资关系提供了契机。在工会较为信任的"进步阵营"执政的情况下,在全社会都认识到了劳资对抗、僵硬的劳资关系的负面影响后,韩国政府倡导建立了自上而下的劳资政协商机制。尽管韩国还未彻底走出劳资矛盾的泥潭,但劳资关系向协商转换的趋势已经非常明显,而且在2008年的经济危机中又有了发展。  相似文献

This article discusses women and peace-building in Solomon Islands and the effect of law, theory and practical circumstances on their role. It looks at the place of Solomon Islands women in society historically, with particular reference to war and peace. It then analyses their current status from a legal perspective, looking at the existing Constitution, the proposed Federal Constitution, and relevant aspects of international law. It questions whether gender equity provisions are sufficient to promote participation at a practical level. The article also disputes the effectiveness of various international, regional, and local initiatives, designed to enhance the status of women. The article discusses the application of some of the theories relating to women and peace-building to the circumstances of Solomon Islands. It concludes by looking to the future and discussing means of consolidating women’s position, and increasing their involvement in leadership and decision-making.

General assessments of ecotourism and community-led development offer conflicting views of these strategies’ potential. Appraisals of successful projects add to the available knowledge that policy makers can use to improve decision-making. The Mapu Lahual Network of Indigenous Parks (RML), an ecotourism development and conservation project in the 10th Region of southern Chile, covers 45,000 ha within the territories of eight indigenous communities, in a part of southern Chile that national and international conservation organizations consider a high priority for ecological conservation. Elected leaders of the indigenous communities established the RML in 2000 with technical assistance from public agencies and financial assistance from national and environmental organizations. The RML’s primary purpose is to increase and diversify per-capita incomes in a way that preserves the area’s environment and culture by establishing tourism based on a system of parks, trails, campgrounds, and local services. This paper appraises the RML with respect to the common interest of the relevant local, national, and international communities. The policy sciences provide a contextual basis for practical recommendations that will help participants build on the project’s strengths and correct its weaknesses. The RML initiative provides a model of a development process that has been constructively supported by members of public agencies and conservation organizations. The strategies employed in the RML could be diffused and adapted in other contexts.

This study attempts to answer a new but important question in China’s foreign policy— how Beijing has wielded its soft power to construct its ideal of international order in the age of China’s rise. Before empirical analyses, this study tries to set up a conceptual framework on the relations between the idea of “harmonious world” and China’s soft power wielding in its rising process. Within this framework, this study examines a rising China’s foreign policies towards three targeted regions in the global south—Africa, East Asia, and Latin America. On the one hand, due to Beijing’s carefully-designed and soft power-based foreign policies, the global south has become an increasingly harmonious environment for Beijing to cultivate a favorable national image, exert its political influence on regional affairs, benefit its own domestic economic developments, etc. On the other hand, some problems such as the so-called “China’s New Colonialism” and the increased vigilance from the other powers have already began to challenge Beijing’s harmony in those regions. Sheng Ding is assistant professor of political science at Bloomsburg University. He received both his masters and doctoral degrees from Rutgers. His research interests include soft power in international relations; transnational identity in globalization; information technology and world politics; politics in Pacific Asia; Chinese politics and foreign policy; U.S.-China relations, etc. His research articles have been published by Pacific Affairs, Nationalism and Ethnic Politics and East Asia: An International Quarterly.
