思想政治教育视域下高校突发事件软武器研究综述

思想政治教育是高校突发事件软武器中的重要组成部分,它在解决突发事件中发挥着重要的作用。我国高校对这一问题的研究主要包括：对思想政治教育与应对突发事件两者关系的研究;对思想政治教育在应对突发事件中的作用和功能研究;对思想政治教育应对突发事件的策略和方法研究;对思想政治教育理论进行创新的研究,等等。对这些研究成果进行综述分析,有助于人们更好地把握最近的研究动态,并进一步推出相关领域的深入研究。     

高校学生突发事件的法律应对

迅速、有效地应对高校学生突发事件,是建设和谐校园的必然要求。应采取“控制式升级”体制,赋予高校下设单位一定的突发事件确认权与紧急处置权。高校各职能部门应根据“分类管理,分工合作”原则,行使监测、预警、信息披露、紧急救助等各项具体紧急处置行为,同时完善能尽快控制或消除学生突发事件造成的损害且兼顾保障学生各项基本权利的高校学生突发事件应对法治。     

全力防范偶发事件转化为大规模群体性事件——抓好源头治理和初期处置

近年来,因偶发因素引发的群体性事件逐渐增多,社会危害极其严重,已成为影响社会和谐、稳定的突出问题,如不能有效加以防范和控制,极易引发社会骚动,甚至造成局部社会动荡。偶发事件引发社会骚动存在一定的必然因素,它反映的是我国社会转型、经济转轨时期的深层次社会矛盾,所暴露出来的是政府职能部门及其党员干部在工作理念、工作机制、工作方式中存在的一些不足和弊端。     

The relationship between childhood traumatic events,social support,and mental health problems in prisoners

This study examined the prevalence of childhood traumatic events (CTE), social support levels as well as mental health problems (MHP), to test for differences between traumatized and non-traumatized individuals, and to investigate the relationship among the aforementioned parameters in a sample of 49 prisoners in Switzerland. This cross-sectional study used standardized self-report measurements. In line with expectations, prisoners reported a high rate of traumatic events. Furthermore, results indicated that those traumatized differed from those non-traumatized regarding the level of social support, interpersonal sensitivity, and depression. However, no relationship between CTE and social support as well as MHP was found. This points to specific therapeutic needs of those traumatized, and to the necessity of a trauma-informed correctional care. Moreover, these study results are a further step into more integrated models of criminal behavior.

我国现有慈善应急法制体系在突发事件中并未有效解决慈善应急活动的普遍违法、自由受限与效率低下等问题。究其原因,主要在于现行法律、法规与政策缺乏对慈善应急活动正当性、民间性与比较优势的充分考量。为此,应系统完善慈善应急法制中的放管服制度,最大限度释放慈善事业在突发事件应对中的发展潜力。尤其需要以放宽标准、降低门槛为基点,建构慈善应急免责机制;以保障自治、比例规制为核心,优化慈善应急管制机制;以行业培育、平台搭建为中心,重塑慈善应急协作机制。

公共危机事件中政府新闻发布研究

近年来,我国公共危机事件频发,俨然已朝着常态化方向发展。而作为人民利益的代表者,政府必须在公共危机事件爆发时采取必要的危机公关措施。新闻发布是政府开展危机公关活动的一个重要的手段。我国政府就公共危机事件而进行的新闻发布机制虽然已日渐成熟,但在诸多的新闻发布活动中还存着以沉默为主、报喜不报忧、报道时效性不足等诸多问题,惯性的政治思想、信息披露的权责不清、新闻发布机制的不完善是造成这些问题的主要原因。鉴此,我国政府必须转变政治思维、完善新闻发布机制、理清信息披露职责,从而为危机公关顺利开展奠定基础。     

Probabilistic forecasting of political events

Political conflicts are modeled as Markovian processes where the states are the possible outcomes and the forecast is the steady‐state probability of each outcome. The input variables are the power of the actors, the salience of the issue to the actors and the desirability of each possible outcome to the actors.

The modeling flexibility of the proposed method is verified by its application to twenty‐eight actual conflicts that include economic and political issues resolved on national and international settings. The predictive capability of the method is established by close agreement between probability intervals of the forecasts and the actual outcomes.     

Events Data as Bismarck's Sausages? Intercoder Reliability,Coders' Selection,and Data Quality

Precise measurement is difficult but essential in the generation of high-quality data, and it is therefore remarkable that often so little attention is paid to intercoder reliability. It is commonly recognized that poor validity leads to systematic errors and biased inference. In contrast, low reliability is generally assumed to be a lesser concern, leading only to random errors and inefficiency. We evaluate the intercoder reliability of our recently collected data on governance events in UN peacekeeping and show how poor coding and low intercoder reliability can produce systematic errors and even biased inference. We also show how intercoder reliability checks are useful to improve data quality. Continuous testing for intercoder reliability ex post enables researchers to create better data and ultimately improves the quality of their analyses.
