网络群体性事件网民心理特点及疏导研究

近些年,网络的普及与社会问题相撞导致网络群体性事件频发。作为网络群体性事件的参与者,网民在其中发挥着举足轻重的作用。若要预防并控制网络群体性事件的产生及发展,保持社会和谐稳定,掌握网民心理是关键。分析近五年中国互联网络发展状况统计报告,挑选年龄、学历、职业三个主要网民属性,分别进行心理特点研究并提出疏导方法,使网络群体性事件防控工作能够有的放矢,标本兼治。     

退出，呼吁和忠诚模型视角下的群体性事件分析

群体性事件是民众面对政府绩效衰退时的一种呼吁,民众无法自由迁徙则是退出权的缺失。认为退出权的不同和忠诚即民众对政府的信任是群体性事件频发的两个重要原因,此外还包括参与人数,呼吁的成本,需求质量弹性等。降低群体性事件,应加强民众对政府的信任（提高忠诚感）,逐步实现人口的自由迁徙（增加退出权）,畅通利益诉求渠道（提高呼吁有效性）。     

制定《上海市公共安全管理条例》的立法思考

积极借鉴国外城市公共安全管理法制与机制保障经验，制定《上海市公共安全管理条例》，是实现特大型城市公共安全常态管理法治化的必然趋势，并能促进创新型特大型城市公共安全危机管理法规体系的形成，建立健全权责明确的法治化公共安全管理体系，完善特大城市常态化公共安全管理执法机制。     

对铁路站车群体性事件处置战术的研究

由于铁路在国民经济发展中所处的特殊位置,它往往成为群体性事件的聚焦点,闹事群体采取冲击铁路、拦车断道、聚众上访等方式,向路地党政有关部门乃至中央施压的群体性事件呈逐年上升趋势。研究探索有铁路公安特色的铁路站车群体性事件处置新战术、新方法、新预案,运用处置战术,对于预防和处置铁路站车群体性事件、打造平安铁路站车具有十分重要的现实意义。     

论群体性事件预防机制的建立与完善

构建科学、灵敏的预防机制是有效防范群体性事件的前提条件。我们应当以信息预警作为工作的切入点,不断完善经常性矛盾纠纷排查调处机制,建立和完善重大决策出台审查制度,建立社会协商对话机制,完善社会保障机制,创新法制宣传教育整体聚合机制,以更好地维护社会稳定。     

Children of Adolescent Mothers: Exposure to Negative Life Events and the Role of Social Supports on Their Socioemotional Adjustment

Children born to adolescent mothers have heightened vulnerability for exposure to multiple stressful life events owing to factors associated with teenaged parenthood such as poverty and low levels of maternal education. This study investigated whether early exposure to negative life events such as parental divorce, residential instability, and deaths in the family predicted children’s socioemotional and behavioral functioning at age 10. Hierarchical regression analyses suggested that negative life events—which were reported by 94% of the sample—were associated with less favorable developmental outcomes, with social support serving as a buffer between exposure to these events and children’s anxiety, internalization, externalization, and maladaptive behaviors.This research was supported by NIH grant # HD-26456. The first author was a predoctoral trainee on NIH grant # HD-07184 and interest focus on protective factors for at-risk populations.Shannon S. His major research interests are memory, cognitive development, adolescent parenting, and intelligence in children.Thomas L. Whitman is a Professor at the University of Notre Dame. He received his Ph.D. in Psychology from the University of Illinois. His major research interests center on early childhood development.     

试论群体性涉访事件处置的指导思想

能否妥善处置群体性涉访事件考验着党的执政能力。只有以科学发展观和正确的政绩观统领群体性涉访事件的处置工作,始终保持党同人民群众的血肉联系,坚持积极预防与妥善处置相结合,坚持依法处置与维护信访群体的合法权益相结合,才能顺利处理信访矛盾,达到减少损失、赢得民心和维护稳定的效果。     

The European refugee crisis,party competition,and voters’ responses in Germany

Studies show that globalisation creates political potentials that can transform electoral competition in Western societies. The specific process of how these potentials become effective is not completely understood. It is argued in the article that attention-grabbing events can trigger the transformation of electoral competition as they force actors to take clear positions and thereby allow citizens to align their partisan preferences and policy attitudes. The article analyses the case of German parties’ reaction to the arrival of large numbers of refugees at Europe’s borders in 2015/16. Using panel data that bracket this event, it is shown how German citizens responded to party behaviour by changing partisan preferences on the basis of prior immigration attitudes. The so-called refugee crisis may thus have been a critical juncture transforming party competition in Germany. As such, the crisis represents a striking example of how events may focus attention on a new policy dimension and catalyse the evolution of new cleavages.     

把握社会情绪维护和谐稳定——从近期一些地方社会冲突事件多发看和谐社会的构建

一些地方接连发生多起暴力冲突和极端事件，行业群体性事件也呈多发态势，直接威胁社会安全和稳定。究其原因，暴露出部分地方社会情绪趋向消极，成为威胁社会安全和稳定的“火药桶”。及时、正确地疏导和引导社会情绪，缓解社会矛盾，对进一步维持社会稳定具有十分重要的意义。
