加强公安情报意识 维护国家安全

确保国家安全社会稳定 ,做好预防工作 ,消除隐患 ,减少损失的首要任务就是收集情报信息。收集的内容主要有敌情、社情和政情。收集方法 :1.从基层基础工作中获取情报 ;2 .通过各种方法获取有关线索和情报 ;3.注意从各个角度进行综合研究判断 ,加以对照使用 ;4.依靠发动群众获取线索和情报 ;5 .从有关部门获取信息。加强情报意识的建议 :1.对“稳定压倒一切”加强认识 ;2 .对国际形势、国情、省情加强了解 ;3.从纵横两方面建立一个多层次、全方位、多渠道的信息网络。     

Crises and Paradigm Shift: A Response to Critics

International financial and regulatory reform continues in 2014, building upon the burst of crisis‐induced institutional and regulatory reforms begun in 2008. In particular, the Financial Stability Board is an element and an agent of reform and this paradigm shift. The leap taken was and remains a predominantly technocratic central banking macroprudential narrative and process, controlled by this elite epistemic community. As the new regulatory normal evolves in 2014, it now does so at a slower pace, as the crisis appears to abate. Today elements of paradigm defence, maintenance and resilience are seen.     

A survey of the concentration of 19-OH F1α/F2α prostaglandins in the semen of fertile, infertile and vasectomized men and their stability in both liquid semen and semen stains

The levels of 19-hydroxy-prostaglandins F₁α/F₂α (PG F) in the semen of 19 vasectomized, 44 infertile and 8 fertile men were determined using a simple RIA technique. The mean concentrations observed in this survey were 45 μg/ml, 49.5 μg/ml and 59 μg/ml, respectively. No significant difference was recorded between the vasectomized and infertile groups; there were too few fertile samples available to undertake a meaningful statistical comparison. No reduction was observed in the levels of this PG in a liquid semen sample retained at room temperature over a 4 week period in the presence of a bacteriostat (sodium azide). However, a 30% reduction in the levels of 19-OH PG F occurred over the same time period when aliquots of the same semen sample were retained at either room temperature or at 4°C without azide. Finally, no reduction was observed in the concentration of 19-OH PG F in a series of 10-μl semen stains stored over a period of 6 weeks at room temperature.     

世界现代化进程的反思

世界现代化进程迄今已经历三次大推进的浪潮,先后有三批国家被卷入其中。其中,只有第一批国家的现代化属于地道的内源型现代化,它是西欧社会独特历史条件下的产物。第二批国家实现现代化的条件与第一批国家已有很大的差别,它们一开始就处于一种内外交困的状态。对于第三批国家来说,现代化与社会稳定的关系问题已变得空前地棘手,因为它们的现代化不可避免地要受制于一系列“迟发效应”。面对这样一些“迟发效应”,任何一个国家要想实现在第三次现代化浪潮中的起飞,都必须在全力推进现代化的同时牢固地保持社会各方面的协调和稳定。     

The Stability of Political Attitudes and Behaviors across Adolescence and Early Adulthood: A Comparison of Survey Data on Adolescents and Young Adults in Eight Countries

The persistence of adolescents’ political attitudes and behaviors into adulthood is a perennial concern in research on developmental psychology. While some authors claim that adolescents’ attitudinal patterns will remain relatively stable throughout the life cycle, others argue that the answers of adolescents in political surveys have but a limited predictive value for their future attitudes and behaviors. In this article, we tackle this question on an aggregate level, by comparing survey data for 14, 18 and 18 to 30 year old respondents from eight European countries (n = resp. 22,620; 20,142 and 2800). We examine political trust, attitudes toward immigrants’ rights and voting behavior. The analysis suggests that country patterns with regard to political trust and attitudes toward immigrant rights are already well established by the age of 14. We find less indications for stability in the relation between intention to vote (for 14 and 18 years olds) and actual voting behavior (for young adults). The latent structure of the political trust scale was found to be equivalent for the three age groups we investigated. We close by offering some suggestions on why attitudinal stability seems stronger than behavioral stability.

去甲斑蝥素固体自微乳制备及稳定性考察

目的 制备去甲斑蝥素固体自微乳并对其稳定性进行考察。方法 以包封率和收率为考察指标,采用球晶制备技术,正交设计优化制备工艺,实现球晶技术一步固化去甲斑蝥素自微乳,并对去甲斑蝥素固体自微乳粒径大小、电位、自乳化速率、稳定性等进行考察。结果 去甲斑蝥素自微乳最佳处方的平均包封率和收率分别为77.39%和84.5%,粒径为22.76 nm,Zeta电位为-2.77 mV。自乳化速率在不同介质中相差不大,50 s内均可完成自乳化。稳定性实验显示,去甲斑蝥素自微乳的粒径大小、电位和包封率在60 ℃及强光照试验下无变化。结论 自制的去甲斑蝥素固体自微乳稳定可靠。     

信访涉稳事件中的情报收集

信访问题中维稳情报信息已经成为驾驭复杂严峻的社会治安环境、推进社会管理创新、维护社会稳定的有力保障。信访涉稳情报涉及的方面比较广泛,应该把握一定的原则,拓宽和畅通情报采集渠道,建立情报信息网络,并建立信访人员信息数据库,才能全面收集和掌握各类情报信息。     

论少数民族地区社会稳定长效机制体系构建

少数民族地区社会稳定长效机制体系由四个机制系统构成:一是以民族和谐促稳定机制,二是以发展促稳定机制,三是以社会管理创新促稳定机制,四是以法治保稳定机制。这一机制体系是从源头上、从根本上解决影响民族地区社会稳定的主要因素的综合治理机制,是维护民族地区人民群众根本利益和确保民族地区长治久安、维护国家安全以及边疆安全的重要机制,从而长期优化民族地区经济与社会发展环境功能、促进民族地区社会主义和谐社会建设。     

Backsliding and Reversal: The J Curve Revisited

In this article we argue that democratic transitions can reverse, oscillate, or simply stall. These transitions are exemplified in the different types of states we categorize. We construct a model of stability vs openness using three dimensions of stateness, namely authority, legitimacy, and capacity. With the additional application of a six-fold typology of states, we offer a robust analytical framework with which to identify and explain changes in state status. Our construct of stability and openness leads to a novel development of a global conflict damage index, which is built upon conflict risk, but considers a state’s capacity to deal with conflict. The paper concludes with implications for policy and the application of the model to conflict prediction when states under go transition.

政府维稳与公民闹大已经成为当代中国公共治理的重要旋律。两者都是为了解决能力短缺问题所采取的行动策略,其目的是要动员、整合和利用资源,以实现彼此的目标。在政府与公民关系的框架下把握基于维稳与闹大所形成的关系,从资源及其动员的角度分析政府维稳与公民闹大的动员机制及其行动逻辑,揭示这种博弈关系发展所带来的公共治理的负面后果,不仅可以为我们理解纷繁复杂的公共治理现象提供一个清晰的框架,也有利于把握政府及其官员与公民的行为逻辑。
